Reasonable steps have been taken to prevent a person who is not permitted access to a child, from accessing that child while in the care of the licensee. [CCLR Sec.50]

Observation. Child in program whose file indicates that there are numerous people not permitted access to child. Staff have limited information and no plan in place in the event of a situation or emergency.

Staff ratios and group sizes comply with Schedule E. [CCLR Sec. 34(2)(a)]

Observation. Program is staffed with ECE IT and ECEA therefore not meeting Schedule E requirement. Manager shared with Licensing records of her requests of the Licensee to staff the program with appropriately qualified staff.

The facility, the furniture, equipment, fixtures and supplies are of sturdy and safe construction.  They are easy to clean, and are clean and in good repair and free from hazards. [CCLR Sec. 13(2) and Sec. 15(1)(a)]

Observation. The diaper change table frame is rough/unfinished and at risk of giving babies and young children splinters. Additionally the rough surface hinders effective cleaning. A dirty and old toilet brush sits next to the children's toilet.

Heated water accessible to children is heated to no more than 49° Celsius. [CCLR Sec. 47]

Observation. Temperature of hot water is in excess of 49°C.

There is an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency. [CCLR Sec. 22(1)(b)]

Observation. Facility is not yet equipped with emergency supplies.

A record for each child containing the name and telephone number of a parent, medical practitioner and emergency contact is not kept. [CCLR Sec. 57(2)(d)]
