  A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.

  Observation. Licensing observed an internet cord loose in the Daycare 2 classroom. This may pose a choking hazard.

  Corrective action. The manager will ensure the internet cord is not accessible to children.

• EQUIPMENT AND FURNISHINGS

  A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.

  Observation. Nap mats in the Daycare 1 classroom were fraying and in need of repair or replacement.

  Corrective action. The Manager will address the nap mats in need of repair or replacement.

• EQUIPMENT AND FURNISHINGS

  A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.

  Observation. In the Daycare 2 classroom's bathroom, a bathroom spray was found on top of the toilet and accessible to children.

  Corrective action. The Manager and staff will keep any hazardous substances out of children's reach.

• A licensee must provide to children a comprehensive and coordinated program of indoor and outdoor activities that (c) complies with the program standards set out in Schedule G.

  Observation. It was determined that the program did not encourage the social development of children as per Schedule G (5)(d).

  18030 - CCLR s.44(1)(c)
• A licensee must ensure that a child, while under the care or supervision of the licensee, is not subjected to any of the following: (f) as a form of punishment, deprivation of meals, snacks, rest or necessary use of a toilet.

  Observation. It was determined that staff deprived a child necessary use of the toilet.

  Corrective action. Corrective action required.

  14310 - CCLR s.52(1)(f)
• A licensee must ensure that a child, while under the care or supervision of the licensee, is not subjected to any of the following: (c) harsh, belittling or degrading treatment by an employee or another child, whether verbal, emotional or physical, that could humiliate the child or undermine the child's self respect.

  Observation. It was determined that staff used harmful actions when they made inappropriate comments to the children that were belittling and humiliating.

  Corrective action. Corrective action required.

• A licensee must (a) ensure that behavioural guidance is appropriate to the age and development of the child who is receiving the guidance.

  Observation. It was determined that staff used inappropriate guidance strategies with the children.

  Corrective action. Corrective action required.

  14220 - CCLR s.51(1)(a)
• A licensee must not employ a person in a community care facility unless the licensee is satisfied, based on the information available to the licensee under subsection (1) and the licensee's or, in the case of an employee who is not the manager, the manager's own observations on meeting the person, that the person (c) has the training and experience and demonstrates the skills necessary to carry out the duties assigned to the manager or employee.

  Observation. It was determined that the Manager did not have the training and experience necessary to carry out the duty assigned to her.

  Corrective action. Corrective action required.

• A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.

  Observation. It was determined that a staff file was not complete

• POLICIES AND PROCEDURES

  A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].

  Observation. During a review of the fire drill records in the 3-5 program, it was found that the fire drill was not practiced and recorded on February 2022.

  Corrective action. Please ensure fire drill records are practiced and recorded every month.

  13050 - CCLR s.56(1)(c)
• RECORDS AND REPORTING

  In respect of a record referred to in this Division, a licensee must (c) produce records, on demand, to the medical health officer.

  Observation. The staff and children's files were unavailable for review at the time of inspection and staff explained that they didn't have access to them. The Manager was contacted after this inspection and she said that staff do have access to the files and is unsure why they said otherwise.

  Corrective action. Please ensure staff and children's files are produced on demand to the Licensing Officer.

• A licensee must ensure that children are supervised at all times by a person who is an educator, an assistant or a responsible adult.

  Observation. Licensing determined that a child was left unsupervised.

  Corrective action. Corrective action required.

  14060 - CCLR s.39(1)
• A licensee must notify the medical health officer within 24 hours after (a) a child is involved in, or may have been involved in, a reportable incident described in Schedule H while under the care or supervision of the licensee.

  Observation. Licensing determined a reportable incident was not reported to Licensing.

  Corrective action. Corrective action required.

  A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].

  Observation. During a review of the Extended Day (3-5) program's fire drill records, it was found that a fire drill wasn't conducted in Dec 2019.

  Corrective action. Please ensure fire drills are practiced and recorded every month.
