    A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].

    Observation. Licensing observed one room had not recorded the fire drill for January, although completed. All other rooms have complete and accurate documentation for drills conducted. Emergency evacuation drills are not recorded.

    Corrective action. Manager will ensure drills are recorded as required.

  • STAFFING

    A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.

    Observation. On review of 3 staff files, licensing observed 1 without reference checks. Contacts were provided in the resume, but no evidence of screening.

    Corrective action. Manager said she will ensure that is in place

    A licensee must ensure that each employee (c) practices implementing the emergency plan at least once each year.

    Observation. Records for emergency evacuation were unavailable and Manager was away when the drill was to take place and could not speak to whether it was completed.

  • A licensee must ensure that a child, while under the care or supervision of the licensee, is not subjected to any of the following: (a) shoving, hitting or shaking by an employee or another child, or confinement or physical restraint by another child.

    Observation. CCTV footage showed that a staff slapped a child across the face.

    Corrective action. The licensee immediately addressed and reported the incident. No further action is required.

    A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.

    Observation. Licensing reviewed supplies and procedure for emergency evacuation and observed that supplies were not sufficient to support the current enrollment, and the evacuation procedure did not provide a secondary location that would be feasible for the facility to follow.

    Corrective action. Interim manager will ensure the policy and procedure are amended to support the facility and emergency supplies in place
