Observation. It was observed that an individual from another part of the building was using the kitchen space adjacent to the program area while the children are present and did not have a criminal record check on file. Criminal record checks for individuals that are ordinarily present are required by the legislation to ensure the safety of the children. Submit to licensing evidence that all individuals who are ordinarily present have a criminal record check on file by July 16, 2025

Observation. Care plans were reviewed for children that require extra support, and there is no evidence that the care plans have been developed with consultation by the parent. Licensee's are required by the legislation to develop a care plan in consultation with the parent of the child requiring extra support and any other person requested by the parent. Submit to licensing by July 16, 2025 written confirmation or evidence care plans have been developed with consultation with the parent.
- C7.1 - Is the facility safe, sanitary, free from hazards, in good repair, and appropriate for the age and development of children?Non-critical
Observation. A door in the program space that leads outside and to another part of the building is accessible to children. Children can easily open the door and leave the program area. Submit to licensing by July 16, 2025 evidence that the door is inaccessible to children. The individual from another part of the building that was using the kitchen brought a dog into the building. The dog was outside the program area, however was still accessible to children as the dog was putting its head over the gate. An unfamiliar animal can pose a risk to children through potential transmission of allergies, bites, scratches and allergic reactions . Submit to licensing by July 16, 2025 a health and safety plan that reflects animals in the building. Plug covers were missing throughout the program area. Plug covers prevent children from inserting objects into the electrical outlets, which can cause electric shock or burns. Submit to licensing by July 16, 2025 evidence that all electrical outlets have plug covers. The hot water was tested and found to be 55 degrees Celsius. Water over 49 degrees Celsius pose a scald/burn risk to children. Submit to licensing by July 16, 2025 evidence the hot water accessible to children does not exceed 49 degrees Celsius.

- C10.2 - Are children supervised, and are employee to children ratios maintained?Critical
Observation. The complaint alleges that the children are not adequately supervised during nap time. An educator was present in the nap room with sleeping children. Information provided by employees at the time of the inspection indicated that once all the children are asleep, the employees exit the nap room. The Licensing Officer was told that staff periodically check on the sleeping children by looking through the window of the door. This information was confirmed by the facility Manager. - Substantiated Leaving children unsupervised poses risks to children. Ensure children are supervised at all times. Submit a response with evidence of compliance to Licensing by June 17, 2025. The complaint alleges that an unregistered school age child attends the Group Child Care 30m to School Age program regularly. There were no school age children present at the facility at the time of the inspection. Employees at the facility informed Licensing Officer that they have not observed a school age child in attendance at the facility. Facility records do not show evidence of a school age child being present at the facility. - Unsubstantiated The complaint alleges that there is no additional employees to meet the needs of children who require additional support. There were 2 ECE's, 2 ECEA's and 2 additional employees present to assist with children who require additional support. The Licensing Officer was informed by the Manager that the support role employees are not left alone with groups of children and are not a part of the ratio of employees to children. Facility records (staff schedules) indicate that the facility employs regular support staff in addition to the staff required by legislation. - Unsubstantiated

Observation. The complaint alleges that there are volunteers who work at the church where the facility operates who use the kitchen in the program regularly. Licensing was informed that there are 3 or 4 individuals who are frequently present at the church and use the kitchen space adjacent to the program area while children are present. There were no criminal record checks on file for these individuals. - Substantiated Criminal record checks for individuals that are ordinarily present are required by legislation for the safety of children. Ensure criminal record checks are on site for persons over the age of 12 who are ordinarily present. Submit a response with evidence of compliance to Licensing by June 17, 2025. The complaint alleges that ECEA's are being left alone with groups of children. The facility was in compliance with ratios of qualified employees to children. Staffing records (ie. staff schedules, attendance records) indicate that the facility appears to be operating in compliance with the Legislation. - Unsubstantiated The complaint alleges that the facility does not replace absent employees appropriately (ie. Responsible Adults cover shifts for ECE's) The Licensing Officer reviewed facility records (staffing schedules, employee files, attendance records) and found that the facility appears to be filling shifts for absent employees with adequately qualified employees. The Manager stated that educators are replaced by educators with the same qualifications, or one step below for employees absent for less than 30 days, as permitted by legislation. - Unsubstantiated

Observation. The complaint alleges that there are "sharp" baseboards in the program space. Licensing observed a baseboard heater which is missing the end cap, exposing a sharp metal edge. This poses a risk for injury to children. - Substantiated Ensure the facility fixtures are free from hazards. Submit a response with evidence of compliance to Licensing by June 17, 2025. The complaint alleges that the front door was "unsecured." It was observed that the front door was closed and locked. The Licensing Officer had to knock and wait for an employee to open the door. Information provided by more than one employee and the facility Manager indicates that the procedure at the facility is that the entrance door is always locked and that parents knock when dropping off and picking up children. - Unsubstantiated The complaint alleges that the railing going down the front entrance stairs is too high for children. The Licensing Officer viewed the railing and it appears to be at a height that is accessible for children. The Manager and facility staff indicated that children are able to use the railing without difficulty. - Unsubstantiated The complaint alleges that there is an area of the playground that allows children to "exit the fenced" area onto a "deck". In the outdoor play space, the Licensing Officer noted that there is an area where the fencing meets the exterior of the building at the top of an outdoor concrete stairwell. The height of the wall of the building where the fence and the building meet is 42" and appears to be satisfactory as part of the enclosed outdoor space. - Unsubstantiated
