  A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.

  Observation. Licensing observed an above-ground pool full of water in the backyard, behind the children's outdoor playspace. The Licensee has added an apprimately 5ft tall chain link fence with a locked gate to divide the play space and the pool area. The fence is climbable and there is a gap between the fence and the ground. Although the Licensee has added a fence and locked gate; these measures are not sufficient to ensure that there is no risk to children in care accessing the water.

  Corrective action. The Licensee will empty and dismantle the pool and prior to refilling submit a pool policy for Licensing review in addition to ensuring that the pool is completely inaccessible to children.

  Observation. Licensing observed the following: - two heavy, unsecured objects stored on shelves which could pose a risk of hazard in the event of an earthquake - a stack of bricks/stones in the outdoor play space accessible to children which could pose a potential risk of injury if they were to fall

  Corrective action. The Licensee confirmed that the heavy objects listed above will be secured or removed.

  A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.

  Observation. The Licensee explained that emergency supplies are insufficient to care for children for 72 hours.

  Corrective action. The Licensee said that she has a plan to top up the emergency supplies.

• POLICIES AND PROCEDURES

  A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].

  Observation. There were no records of fire drills for July, Aug, Sep and Oct 2022. The manager stated that fire drills were practiced with the children monthly, but not recorded for above mentioned months.

  Corrective action. Ensure that current records are kept both monthly and yearly drills.

  A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.

  Observation. Emergency Supplies are insufficient to implement the emergency plan. LO discussed some strategies today with the Manager, re: supplies and storage.

  Corrective action. Ensure that sufficient emergency supplies are available for the children.

  Observation. Fire Extinguisher has not been serviced annually.

  Corrective action. Ensure that fire extinguisher is serviced and tagged once per year.

• STAFFING

  A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the licensee using a system established and maintained by the director of the early childhood educator registry,

  Observation. Licensing observed that the certificate validation for the Licensee was not current. The Licensee had renewed certification and hadn't updated the validation piece.

  Corrective action. Please ensure that staffing files are updated as required.
