A healthy and safe environment is provided at all times [CCLR Sec. 13(1)].
Observation. It is the start to the school year. All equipment appeared clean and maintained. The floors had been cleaned and waxed over the summer. YMCA staff are using the two step method of cleaning and sanitizing. Observed spray bottle sets in kitchen and activity area. Noted that the school's collapsible tables were stacked in the corner without being locked. There was about 2 - 3 feet between the tables and two of the older tables (rusted bottoms) had caution tape tied to them. The staff stated they had voice concerns about the condition and placement of these tables and in particular that they are left unlocked and placed up against the wall with large gaps in between. CCFL confirmed with staff that the manner in which the tables were placed today (unlocked with large gaps in between in which a child could squeeze into) was a safety concern. CCFL supports the YMCA staff pursuing this concern further.

All indoor and outdoor play materials and equipment accessible to children are suitable for the age and development of the children, safely constructed, free from hazards and in good repair. [CCLR Sec. 16(4)]
Observation. After the September 19, 2024 routine inspection, CCFL consulted with the district EHO. EHO stated they would go out but as of October 28, 2024 they have yet to do so. CCFL followed up with EHO in early October. EHO reported work load was the hold up. CCFL will discuss the matter further with the EHO and their supervisor. New manager stated that his supervisor planned on connecting with the school principal regarding the matter. YMCA will report back to CCFL. Today October 28, 2024, CCFL noted that there has been some reduction to the height and breadth of items stored but not by much. The metal storage unit is still placed against the northeast corner, some containers of food items are stacked against the north wall and boxes of paper products / utensils are stacked along the rest of the east wall. CCFL's concern remains the amount of items stored within the children's activity space (used by the school and school age care), the manner in which items are stored and the resulting impact on the School age program. The current storage impairs staff's ability to offer the children a full range of required programming. For example, staff do not have the wall from which to set up protected, well defined areas for particular types of play / activity. The paper products stored could be a haven for pests during the fall / winter months. The goal was to consult with YMCA by October 31 regarding progress on this matter. Today, CCFL confirmed the problem remains.

Observation. While the YMCA equipment and furnishings are not an issue, CCFL observed that approximately half the east wall is taken up with food and other stacked supplies related to the school food program. At the time of licensing, this was not present and appears to have slowing increased over time according to staff. There is a large shelving unit that houses food stuffs and then around and alongside down the wall boxes of other food related items including boxes of disposal plates, cutlery, paper towels, etc. It is not clear whether the shelving unit is secured. (Could not reach the shelving unit, too many items stored in front. Unable to assess fully.) CCFL's primary concern is the amount of items stored within the children's activity space (used by the school and school age care), the manner in which items are stored and the resulting impact on the School age program. The current storage impairs staff's ability to offer the children a full range of required programming. For example, staff do not have the wall from which to set up protected, well defined areas for particular types of play / activity. CCFL will also consult with the Environmental Health Officer re the storage of food containers and stacked boxes which could be a haven for pests, especially when the cooler rainy months start up.
