    Observation. A sample of staff records was reviewed. Although the staff does hold a current ECE Licence to Practice, the validation completed by the Licensee applied to a previous, expired license rather than the current one. Validating ECE Licences to Practice is a critical step in maintaining an early childhood education system that prioritizes safety, professionalism, and positive developmental outcomes for children. Provide written confirmation to the Licensing Officer by November 24, 2025, that all staff files have been reviewed for compliance and are complete.

  • C7.1 - Is the facility safe, sanitary, free from hazards, in good repair, and appropriate for the age and development of children?Non-critical

    Observation. The Site Manager informed the Licensing Officer that a board had been removed from the roof of an outdoor play structure and was scheduled for replacement at a later date. The Licensing Officer observed the pointed end of rusty nails accessible to children in care at the location where the board had been removed. When unsafe equipment is identified, extra safety measures must be implemented to ensure the health and safety of children in care. The Licensing Officer discussed the concern with both the Site Manager and Licensee Contact and requested immediate corrective action, as children were observed having access to the area, posing a risk of accidental injury. Provide written confirmation to the Licensing Officer by November 24, 2025, confirming that the identified risk has been addressed, including details of how the Licensee has rectified the issue.

  • C3.1 - Does the facility have sufficient employees who possess adequate training and experience to meet the care, supervision, and needs of the children?Non-critical

    Observation. Documentation or evidence that staff received orientation or training on the fire escape plan or emergency procedures prior to working with children has not been recorded in staff records. Maintaining complete, accurate, and up-to-date staff records is essential for ensuring a safe, compliant, and well-managed child care environment. The Licensing Officer also provided education and guidance to the Site Manager that all facility staff must participate in monthly fire drills and the annual emergency evacuation practice and attendance should be recorded as evidence. Provide written confirmation to the Licensing Officer by November 24 2025, that all staff files have been reviewed for compliance and are complete.

  • C4.1 - Are facility records current and complete?Non-critical

    Observation. A repair required for an outdoor play structure, identified by the Site Manager, was not recorded in the outdoor play area log. Failing to document identified risks and repairs compromises safety, compliance, and liability management, which may put children and the facility at unnecessary risk. Provide written confirmation to the Licensing Officer by November 24, 2025, that the risk and the actions taken by the facility to mitigate the risk have been documented in the outdoor play log. Additionally, outline the changes made to the system to prevent future instances of missed documentation.

    Observation. During today's inspection Licensing observed the following: • The water temperature at the sink in the staff washroom exceeds 49 degrees C. Although the washroom is designated to staff only, it is located inside of a children's program room and was observed to be open and accessible presenting a risk of injury to children in care. The designated children's washroom does have regulators to ensure the temperature does not exceed 49 degrees C. • A wooden chair in the outdoor play area is in need of repair and was observed to be used by a child in care at the time of inspection. The chair is broken and presents a risk of injury to children if used. • A hallway closet door is broken and requiring repair. The closet is not storing any hazardous items; however, it comes off the track and may pose a risk to children if it falls. Ensure the above noted risks are addressed and any applicable systems are revised to prevent future occurrences. Submit to Licensing by the follow up date requested details regarding how the issues were corrected and systems revised.

    Observation. A playhouse structure located in the outdoor play area is in disrepair with splintering wood. A unused freezer without safety locks is located in the downstairs entrance to the care progam.

  • C7.1 - Is the facility safe, sanitary, free from hazards, in good repair, and appropriate for the age and development of children?Non-critical

    Observation. During today's inspection some equipment was found to be needing repair or replacement: diaper changing mat and sleeping mats have rips. In addition, the rails for the outdoor stairs going from the patio to the outdoor play space in the yard is loose and requiring repair or replacement. Licensing requests a health and safety plan for children accessing the stairs until this may be addressed. Please provide the requested health and safety plan and corrective measures for the diaper and sleeping mats by the follow up date provided. During the inspection, information was exchanged regarding other items that are not considered in non-compliance; however would be an asset to the facility to be addressed at this time: -The table normally used for diapering is older and without any straps for securing a child. The staff seem to be preferring the floor for diapering children to avoid lifting children. Any equipment that would make it physically easier to diaper children would be an asset for the staff. -There is a room inaccessible to children on the lower floor. This is intended to be a washroom once funding may be attained. As there is no other toilets or sinks located on the lower floor of the facility; this would be an asset for the staff and children to assist in maintaining compliance for supervision and staff to child ratios. It would also be more convenient to access a washroom on the lower floor from the outdoor play space. -Many windows have been observed to have condensation and may frost up in the winter months. -The front door to the facility and entrance way does not have any windows or ability to look out. Staff mentioned for security reasons it would benefit the staff to be able to observe who is at the door. -The sliding glass door to the patio sticks and is not able to be moved at times.
