Observation. Licensing observed various materials and equipment in place for the children inside such as: * story books in a cozy pillow corner * a home-living center * age-appropriate manipulative materials for fine motor development * a child-sized work bench * animals * cars and trucks * Spring easter bunny baskets were available for play For outside play, limited play materials and equipment were available. * two balls * a water table play with scoops and small shovels * one push toy (another was brought out when a struggle occurred between two children over the one that was initially available) * two rocking horses * one bubble car * a few sand play toys A discussion occurred with the proposed Manager about conducting an assessment of outside toys and equipment with the purpose of acquiring a sufficient amount for the play of eight children. Licensing observed the nap - gross motor room set-up with sleep - rest mats and a crib. As discussed with the proposed Manager and the Licensee representative, at the time of licensing, this room was to also be used by children for play as a means to augment the activity space when children are not sleeping. Today's discussion also included considerations when setting up the space and having the crib tucked away in a corner of the room and with an Educator positioned in a manner to prevent children from bumping into it.

Observation. The morning snack consisted of fish crackers and boiled carrot discs. Licensing was informed that the grocery order was to arrive in the afternoon. Cream cheese was observed available in the fridge which combined with crackers, could have been an option for providing protein. A discussion occurred with the proposed Manager and the Licensee representative about providing healthy food and drink in accordance with Canada's Food Guide.

Observation. Licensing observed the following: * liquid hand soap and single-use hand towels available at all wash basins * bleach / water spray bottles available in the kitchen and in the program's main activity area * the diaper change mats appear to be in good condition * fridge temperature (kitchen) = 2'C * bottle - bar fridge temperature = 46'F (7'C): Licensing observed children's lunch bags and a carton of milk stored in this fridge. A safe food storage temperature for perishable foods is not to exceed 4'C. At the time of licensing, this bar fridge was identified as for children's bottle storage. As discussed with the proposed Manager and a Licensee representative, Licensing advises that children's lunch bags be stored in the kitchen's fridge. This may aid in a lowering the bar fridge temperature by allowing more circulation of cool air. Soap / water spray bottle was not available in the main activity area. Cleaning surfaces in the bathroom prior to disinfecting them is important. Toys were observed on the counter and shelf in the laundry room. Please note that at the time of licensing, these surfaces were identified to be used for laundry only so as to prevent contamination from soiled laundry.

Observation. Licensing observed that many of the surfaces - walls, gates, columns - in the program space are showing wear and in need of re-painting so as to provide a washable surface. This was discussed with the proposed Manager and a Licensee representative. The Licensee representative informed that a grant is being sought so as to have funds needed to re-paint the program spaces.

Prior to the children coming out for play, the surfaces in the outside play space were also hosed down. This cleaning is in place to address the ongoing problem of having bird droppings on surfaces. The measure of power-washing and hosing down the outside play spaces is part of the Licensee's operational plan and in response to having a chicken slaughter house located adjacent to the child care facility. As a result of the slope of the ground and the power-washing, water was observed pooling in the outside play space and accessible to children.

Licensing observed the following: * toilet bowl brush accessible to children in the bathroom (corrected during inspection - relocated to a cupboard) * broken window chain pull observed hanging above a crib and accessible to children (corrected during inspection - anchored high on the wall) * drawer accessible to children contained choke-able items - tacks, batteries (corrected during inspection - items relocated) * two cribs in the nap room were located beside electrical outlets - accessible via the open crib slats (corrected during inspection - cribs were repositioned) * blankets were woven between a crib's slats which the Manager informed was intended to minimize light and support sleep; these were identified as a potential hazard because they were added to the crib and not approved by the crib manufacturer (corrected during inspection - blankets removed) In the outside play environment, Licensing observed the following: * equipment such as rakes, shovels, a bag of garden soil accessible to children * bird excrement and feathers observed on children's riding toys, toys and surfaces throughout the environment including on the gate, fences * various debris (garbage, leaves) observed located in the undercover fenced area where HVAC units are located * leaves and other debris were observed under the small play hut Licensing was informed that the reason why the outside environments have not been cleaned as per the Operational Plan is due to the hired company having a policy to not power-wash surfaces when temperatures reach below 0'C. Despite this company's policy, the environment is still be free of bird excrement and bird feathers / parts.

Observation. Licensing observed a large hole in the ceiling above the children's eating area, with debris on the counter and shelves. The Manager explained that the hole was caused by a water leak from a bathroom tap located in the apartment above the child care facility. The Manager informed that the area was closed off for a day as there was an active leak and that a plumber arrived the next day to fix the problem. Licensing informed the Manager that this type of event would qualify as a reportable incident considering that it impacted the ability to provide care to children. Licensing observed a notice posted on the fridge stating that the water to the child care facility would be turned off the following day, with no water being available from 10 am to 3 pm. Licensing inquired with the Manager as to how care would be provided to children with no water being available to flush toilets, wash hands, wash dishes, etc. After some deliberation, Licensing informed that consultation with an Environmental Health Officer would occur on this matter. Please note, such notices require a notification to Licensing so as to assist with assessing health and safety risks.

Observation. During a diaper change, Licensing observed an Educator did not clean a child's bottom after removing a wet diaper and before placing a fresh one on. Licensing spoke to the Educator about this and in response, the Educator proceeded to clean the child. For the remaining diaper routine, Licensing observed this step being implemented by the Educator. Licensing did not observe children being offered with the opportunity to practice sitting on the toilet as part of their bathroom routine. Children were observed being supported by an Educator with hand washing after diaper changes.

A plastic tube (choke-able item) was observed in the woodchips / Fibar (protective surface). It was brought to the attention of the Educators and removed from children's access. Licensing observed the door leading into the laundry room was locked - preventing children's access to cleaning products and laundry equipment.

Observation. Licensing Officer did not observe any sensory based activities (ie water play, sand play, playdough, goop) available for the children. These types of activities are considered staples to an Early Childhood Education environment. Incorporating them into daily activities of infant and toddler children is important. This is a re-occurring area of non-compliance. Various play-based toys and equipment were observed available for the children.

Observation. Licensing Officer observed the following: * an Infant Toddler Educator moved snack food (sliced grapes) on a child's plate / touching the plate and using the same spoon to serve food to other children. When bringing this observation to the attention of the Educator, another serving spoon was obtained. * no child was offered an opportunity to practice sitting on the toilet as a means of toilet learning. * an Infant Toddler Educator did not gather all the supplies needed for a child prior to changing a child's diaper or placing the child on the diaper change mat. After realizing the child did not have any more diaper wipes, the Educator called for assistance. The Manager provided a diaper wipe from another child's supplies. When discussing this with the Manager, Licensing Officer was informed that the diaper wipe taken from one child for another were the same kind and that it was important that the child on the diaper change mat not have another type due to sensitive skin. Licensing Officer inquired if it was possible for the Licensee to have a stock of supplies available for situations like this to which the Manager agreed that supplies would be purchased. * an Infant Toddler Educator continued to wear disposable gloves to dress a child after changing a child's diaper. The Educator was also observed still wearing the gloves to lift a child down from the diaper change mat, to help the child stand on a foot stool at the children's sink and to then turn the water taps on. It was only when it was time to help the child wash their hands did the Educator remove the disposable gloves. The Educator was also observed not washing their hands after using disinfectant spray on the diaper change mat and wiping the surface with a paper towel. These observations were brought to the attention of the Educator and the Manager. Licensing Officer observed an Infant Toddler Educator placing their hands on the outside of toddlers' upper arms and lifting them down and up from the diaper change mat. This is a concern as by doing so, a child's shoulders may be injured.

Observation. Licensing Officer observed at approximately 9 am, sleep / rest mats were set-up in the nap / gross motor room. Licensing Officer was informed that this set-up is in place as part of the early shift duties. To do so, does not allow for children's gross motor play or active play inside as reflected in operational documentation when the facility was licensed. Gross motor equipment was not observed available inside rather a convertible rocking boat / wooden steps was observed in the outside play space. A discussion occurred with the Manager about this issue and how this particular piece of equipment would likely become ruined due to exposure to wet weather. Licensing Officer observed a limited amount of equipment available to promote children's physical / active play outside. Larger sized balls were brought over to the toddlers from the GCC (30 Months to School Age) outside play space. With the gross motor / nap room not available for children inside due to sleep / rest mats placed out early in the morning, and having a lack of toys / equipment outside to promote active physical play, it appears that the provision of active play as per the Director of Licensing Standard of Practice - Active Play is not being implemented.

Observation. During today's inspection, Licensing Officer observed an Infant Toddler Educator step into the laundry room to remove clean laundry from the washer into the dryer while children were seated at the table and in high chairs. This same Educator left the children - while they were eating - to go into the kitchen and without communicating with another Educator who was with a child in the washroom. Children were left unsupervised while they were eating their morning snack.

Licensing Officer observed the following: * bar fridge temperature = 4'C, good! * kitchen fridge temperature = 4'C, good! * bleach / water spray available for disinfecting surfaces * soap / water spray not available for cleaning diaper change mat in bathroom (compliance during inspection) * single-use hand towels available at the children's hand sinks * single-use hand towels not available at the Educators' hand sink in the children's bathroom * liquid hand soap available at all hand sinks * no soap / water spray bottle available to clean surfaces in the kitchen * two small holes have formed in the concrete slab located in the outside play space - it presents as a possible source of injury: the Manager informed that they will hopefully be permanently addressed in June 2023 * various debris (ie broken toys, pigeon anti-roost strips) and balls were observed in and around the HVAC equipment. Licensing Officer was informed that a fob is no longer available to the Educators. This poses an issue with regards to gaining access via the building's front door when returning from walks in the neighbourhood with children in strollers. The Manager informed that as a result of this, Educators telephone the Manager and request that they open the door for them. This may also result in a concern should at those times, the Manager be included as part of the child to staff ratios and supervision of children.

Educators' personal backpacks / purses were observed stored accessible to children in the cubby room in an unlocked cabinet * storage closets located in the gross motor / nap room were not locked - cribs, mattresses were observed stacked inside along with other items which would be harmful should they fall upon a child (Addressed during the inspection.) * laundry room door was unlocked / door left open - children able to gain access to cleaning products and equipment * an unlocked drawer - accessible to children - contained a spray solution for cleaning chalk boards and a glue / adhesive product with a product label informing that it is to be kept out of the reach of children (Addressed during the inspection.) * PRANG labelled paint does not indicate that it is non-toxic nor does it provide an ingredient listing

Observation. The daily attendance record did not reflect the children in attendance or their arrival times. Educator(s) did not monitor this record for accuracy or completeness. This record is critical in times of evacuation or where a child may be missing. As discussed with the Manager, the Child Care Licensing Regulation does not require parents / guardians to complete the daily attendance rather it is a Licensee's responsibility to do so. As discussed with the Manager, an inquiry specific to custody is needed. Licensing Officer observed a tracking system in place by way of photos of children's faces posted on a clipboard. While transitioning back inside, photos were missing / not on the clipboard yet all the children were still in care. Licensing Officer was informed that the photos may have fallen into a backpack. As this system was developed by the Licensee so as to be certain all children are accounted for, diligent monitoring of it is needed.

As observed during today's inspection, the maintenance log sheet used by the company who has been hired to power-wash, inspect and clean the outside play spaces is not being completed to reflect the maintenance work done. The log sheet only reflects by signature that a power washing of the play area occurred. As provided on the log sheet, this company is responsible for: * power wash the play area and canopy * litter, needle pick-up in the play area * litter, needle pick-up in front area * landscaping play area (3rd Friday of each month) * logbook maintained of all inspections, maintenance and repairs Licensing did not observe documentation to account for a lack of protective surfacing under and around the climbing logs. Additionally, no notations were observed specific to the two small holes which were observed present in the concrete slab.

Observation. Please note the following as provided in the Operational Plan for this facility: Supervision plan for toddlers transitioning to the outdoor play space Before transitioning to the outdoor space, the 8 toddlers along with their classroom educators will be toileted and prepared for outdoors, ie. Stopping at cubby room as a group of 8 children and 3 educators or in smaller groups, 4 children and 1 educator to dress for the weather. From there the selected group will be maintained when moving from the cubby room to the outdoor area. When in a larger group of 8 children and 3 educators, educators will ensure they place themselves, 1 at the front of the group and 1 at the end of the group. The third will check the playground and help where is need it. When considering the operational plan, it was put in place by the Licensee to address the non-contiguous location of the outside play space for this program. It is understood that only two Infant Toddler Educators would be needed when 4 or less children are in care and three Educators would be needed when more than 4 children are in attendance During today's inspection, Licensing Officer was informed that two Infant Toddler Educators are no longer employed to work in this Group Child Care (Under 36 Months) program. The Manager - who is a qualified Infant Toddler Educator, is working with another Infant Toddler Educator in the care of the toddler children. A total of 5 children were in attendance today. The Manager informed that on some days there are 6 children in care.

Observation. As observed during the September 29, 2022 inspection and noted in a report, the maintenance log sheet used by the company who has been hired to power-wash, inspect and clean the outside play spaces is not being completed to reflect the maintenance work done. The log sheet does not reflect that the work was done on October 17 or October 24, 2022 - only on November 1, 2022. As provided on the log sheet, this company is responsible for: * power wash the play area and canopy * litter, needle pick-up in play area * litter, needle pick-up in front area * landscaping play area (3rd Friday of each month) * logbook maintained of all inspections, maintenance and repairs. Licensing Officer observed that the checklist titled, Seksik Daily Pre-Opening Outdoor Checklist demonstrated the last entry dated October 25, 2022. No other notations were made for the last part of October and there was no checklist available for the new month of November.
