    The facility, the furniture, equipment, fixtures and supplies are of sturdy and safe construction.  They are easy to clean, and are clean and in good repair and free from hazards. [CCLR Sec. 13(2) and Sec. 15(1)(a)]

    Observation. Overall the furnishings, equipment and materials are in satisfactory repair and clean. Observed the couch in the south activity room is showing some wear in one corner and cushion (fabric is torn and foam exposed, spot duct taped). Noted that overall the couch is in good condition so suggested creating or finding a washable cover to extend the life of the couch. Manager expressed support for this noting the children really like the couch and likely has years of life yet. CCFL agreed. Observed the cubby units for the preschool and daycare upstairs are aging and showing more wear. Discussed ensuring replacement is planned for within the capital plan. Estimate that cubbies likely need replacement within 2 years (2027. CCFL and Manager will continue to monitor and reassess with each routine inspection.

    The entire outdoor play area is enclosed and constructed in a manner that is suitable for the age and development of children, and ensures that children are free of harm. [CCLR Sec. 16(3)(a)(b)]

    Observation. Outdoor play yard is undergoing a revisioning. Concept plans have been reviewed with CCFL and options discussed. Manager reported they are waiting for the next round of drawings to share with CCFL for review and comment/ approval. Manager said they hope to move forward with project in early / mid 2026, no clear timeframe has been determined yet. In the meantime, Manager and staff team are monitoring the condition of all elements and installing bandaid repairs until such time that the yard project is ready. Today Manager pointed out the ongoing drainage issue. The area between the mound and the fibar along the bike path is where the current drain is located. The area is currently a deep pool of water, drain is not working. Manager stated the drain is serviced twice a year but there is no regular service schedule. Will require the program set a regular servicing schedule and increase the servicing to quarterly. This may be sufficient to address or at least help mitigate the situation. If anything, it will inform the evolving yard replacement project as to drainage work required.

    Observation. Overall the furnishings, equipment and materials are in satisfactory repair and clean. Manager noted there had been some leaks and repair in the south room of the preschool. Manager and I discussed the long linear bubbling and cracking in the paint in the northeast corner of the south activity room. Manager stated that facilities management was aware of this. Manager stated the hall was going to undergo a renovation which would include more substantive storage and loft on the south side. Manager confirmed that the child care programs have been consulted regarding their needs for storage in this renovation. Discussed how the stair entry areas could be made safe and secure for children attracted to climbing, reviewed options, Manager will contact CCFL if further information or support is required.

    Observation. There are plans to revision the outdoor play yard. Elements of the yard are aging out and band aid repairs will no longer be sufficient. Board and staff team are actively involved in the conception of a new proposed design. The staff team have met and created a description of how the children are currently using the yard and key well loved play elements such as the earth mound. Noted the storage system devised for loose parts is functional and sufficient. The undercover area was set up in an imaginative way for the children to explore various natural elements. With Manager, discussed areas of the yard to be monitored carefully in the meantime to ensure safety including the wood railings around the fibar and keeping the drains well served to help with pooling water. Some actions are required and cited below.

    Observation. Noted the art covering over the gate is holding up. Manager stated the added artistic pieces have been well loved and handled, such that they need replenishing. Observed in the gym that staff are using what was meant to be a temporary storage area for their gross motor play equipment. The flaps are heavy and difficult to lift, the amount of space is limited and there is janitorial equipment, ladders,brooms and other items that are stored on top of and around the storage system. The manner of storage is not safe for staff or the children to access. In addition, the storage space is limited and not secure. Because of this, the preschool, two daycares and occasional child care cannot expand on their collection to meet requirements under Schedule G. Informed the Manager that this was not in compliance and action must be taken to address 1) the lack of safe, secure storage and 2) the lack of indoor gross motor play materials. At present there are some mats, balls, two tunnels and a small toddler sized slide. The number and variety of indoor gross motor loose parts and equipment is not sufficient for the range of capacities and ages cared for. Action 1) must come first and then Action 2) to come into compliance. Discussed with Manager

    Observation. The veneer on the cubbies was peeling off and repaired in spring of 2021. The white veneer is peeling off and has peeled off the cubbies again and requires repair. Particle board is exposed making it difficult to clean and prone to water damage. Manager raised the issue of the gate at the exit door from the preschool main activity room to the outdoor play yard. The staff team have been using a moveable child gate with eye hooks and latch. This has caused damage to the wood on the frame and is not a sustainable option. CCFL supports the staff teams' goal of having a gate across the door opening so that the door can be left open during warm days and other times fresh air is needed. The pandemic has exposed how important ventilation can be and the ongoing climate change means climbing temperatures. CCFL strongly recommends installing a custom built gate across the opening that is non-climbable and at least 4 feet high with a child proof latch. This door may remain open and not be a safety hazard. In addition, custom work can be designed to minimize the impact on the wood frame as well as be of sturdy, long lasting construction in a way a store bought kiddie gate cannot.
