  Observation. The program was again operating without the appropriately qualified staff. There was one ECE with two RAs in one of the programs. One ECA was off-site on a break.

  Observation. One of the program rooms was operating with 20 children supervised by an ECE and two RAs rather than the required ECAs.

  Observation. In one program there is an ITE, ECE and ECA supervising 24 children and in the other program there are two ECAs (one doing a practicum) and an RA supervising 25 children. Switch either the ITE or ECE to the other program to bring the programs into compliant ratio and to supervise the practicum.
