  • HYGIENE AND COMMUNICABLE DISEASE CONTROL / Health and HygieneNon-critical

There is an established program to instruct children in, and to practise the rules of, health and hygiene. [CCLR Sec. 46(1)]

Observation. The washroom where there is a toilet for the children to use, did not have toilet paper or single use towels to dry hands. The Licensee had one cloth towel available for her self, yet this was not single use. There were some paper towels in the dispenser but not easily available and not accessible to the children. There were additional cloth towels in the cupboard but would require a person to open the cupboard to access, not within children's reach. The licensee explained that she does not provide toilet paper for the children when they urinate but instead changes their clothes frequently. When a child has a BM she provides toilet paper to wipe.

  • PHYSICAL, EQUIPMENT AND FURNISHING / EnvironmentNon-critical

A healthy and safe environment is provided at all times [CCLR Sec. 13(1)].

Observation. The sand box was uncovered, the cover was near the sand box somewhat covered in over grown grass. The back yard is in need of an overall spring cleaning, the grass is overgrown making it difficult to see the varied , uneven surface below creating a falling/ tripping hazard. The back shed was open and unlocked. The side of the house ( west) is accessible to children yet not appropriate for children's access, and because it is around the side of the house, would be difficult to supervise. The gate at the entrance ( East side of home) does not have a self closing mechanism. Garbage outside beside the sliding glass doors was full.

  • RECORDS AND REPORTING / Records For Each ChildNon-critical

The licensee has written, parental consent to release a child to someone other than the parent. [CCLR Sec. 57(3)(b)]

  • RECORDS AND REPORTING / Safe Play Space Standard of PracticeNon-critical

Maintenance of Equipment: A log is kept of all inspections, maintenance and repairs. [Director of Licensing Standard of Practice - Safe Play Space]

Observation. The licensee has been indicating on the daily attendance sheet that she has conducted a play ground check, a check mark is provided. However, there is no indication / list or reference as to what is checked and no record of repairs or maintenance required. The outdoors is in need of an overall clean up and maintenance, yet nothing is indicated on record.

  • PHYSICAL, EQUIPMENT AND FURNISHING / Play Area, Materials and EquipmentNon-critical

The entire outdoor play area is enclosed and constructed in a manner that is suitable for the age and development of children, and ensures that children are free of harm. [CCLR Sec. 16(3)(a)(b)]

Observation. Licensing observed rotten and broken wood panels at both corners of the patio retaining wall, with a rusty screw exposed and accessible to children.

  • STAFFING / Emergency Training and EquipmentNon-critical

Implementation of the fire drill system is practiced at least once each month, and implementation of the emergency plan is practiced at least once each year. [CCLR Sec. 22(2)(b)(c)]

Observation. The emergency plan is not practiced at least once each year.

  • PHYSICAL, EQUIPMENT AND FURNISHING / Safe Play Space Standard of PracticeNon-critical

Ground Surfacing: The licensee has chosen protective surfacing that best fits with the weather conditions and material available in the area where the facility is located. [Director of Licensing Standard of Practice - Safe Play Space]

Observation. The licensee requested that Licensing come out to look at the outdoor space as there have been large cracks in the cement which go across the slabs. This does pose a hazard to the staff and to the children in care. The cracks do go directly across the slabs in two areas of the play space. At this point the licensee has put safety cones up on either side so the children and staff can see them but this will need to be addressed. Licensing supports the program in their emergency repair/replacement grant request.
