  Observation. Licensing audited 13 staff files, three staff files were missing character references.

  Corrective action. Ensure to obtain missing character references for all staff files.

• A licensee must not employ a person in a community care facility as an educator or an assistant unless the person holds a valid certificate issued under Division 2 [Employee Qualifications], which must be verified by the licensee using a system established and maintained by the director of the early childhood educator registry

  Observation. Licensing audited 13 staff files. Three files were missing verification of certification.

  Corrective action. Ensure to obtain and verify all certificates.

  3010 - CCLR 19(4)(a)
• A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment]

  Observation. Licensing observed that one of the programs had not kept a record of the fire drill completed in September, 2025.

  Corrective action. Ensure a current record is kept of the montly fire drill system.

  3020 - CCLR 56(1)(c)
• The licensee must review the care plan at least once each year with a parent of the child requiring extra support and any person requested by the parent.

  Observation. Licensing observed a child's care plan had not been reviewed since 2023.

  Corrective action. Ensure the care plan is reviewed at least one a year with parent & any parent requested by parent.

  3070 - CCLR 58(2)(b)
• A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: evidence that the person has complied with the Province’s immunization and tuberculosis control programs

  Observation. Licensing audited 13 staff files. Five staff were missing immunization status.

  Corrective action. Ensure evidence of immunization status is obtained for employees.

  Observation. Licensing audited 13 staff files. One was missing a record of work history.

  Corrective action. Ensure to obtain a record of work history missing in the staff file.

• A licensee, other than a licensee who provides a care program described as either Preschool (30 months to School Age) or Group Child Care (School Age), must have in a community care facility a sturdy surface for changing diapers, located outside the food preparation area, next to a covered container for soiled clothing

  Observation. Licensing observed two children being changed in the kitchen area, same location used for food preparation, storage of lunch boxes and drinking water bottles.

  Corrective action. Ensure the diaper change area is away from food preparation areas.

  Observation. Licensing observed that a log of inspections practiced had not been kept since October 17, 2024 for the Group Child Care (30 Months to School Age) program. ECE stated they were conducted and not recorded.

  Corrective action. Ensure a log of all inspections, maintenance and repairs is kept.

  Observation. Licensing observed that bedding used by different children in care was stored together.

  Corrective action. Ensure a program is established to practice the rules of health and hygiene.

• Without limiting subsection (1), a licensee must ensure that the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E.

• A licensee must ensure that children are supervised at all times by a person who is an educator, an assistant or a responsible adult.

  Observation. Licensing observed that children in a Group Child Care (Under 36 Months) program were left to nap in a nap room unsupervised. ECE stated practice was to have an educator in the nap room during nap time, both educators in this program were not in the nap room on this date, there was no monitor alternative to allow for supervision and children were behind a closed door.

  Corrective action. Ensure children are supervised at all times.

• Log kept of all inspections, maintenance & repairs

  Observation. Licensing observed that a log of outdoor play area inspections, maintenance and repairs was not kept since August 17, 2023. ECE stated they conducted the playground checks daily but had not been recording them in the log.

  Corrective action. Ensure a log is kept of all inspections, maintenance and repairs.

  Observation. Licenisng audited four staff files, three files were missing criminal records check for a person employed at the community care facility.

  Corrective action. Ensure a criminal record check is obtained for a person employed at a community care facility.

• A licensee must not employ a person in a community care facility as an educator or an assistant unless the person holds a valid certificate issued under Division 2 [Employee Qualifications], which must be verified by the licensee using a system established and maintained by the director of the early childhood educator registry

  Corrective action. Licensing audited 16 staff files, all files contained certificate validation.

• Without limiting subsection (1), a licensee must ensure that the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E.

  Observation. Licensing observed one ECE and one ECEA with eight children in a Group Child Care (Under 36 Months) program. The ECE was covering for an ITE who had ended employment, the ECEA was covering for an ECE that was not absent and was working at the facility on this date.

  Corrective action. Ensure staff to child ratio is maintained.
