Observation. Licensing observed 11 rooms and observed IT6 had nine children with three ECEs. No ITE was present with this group.

- A licensee must (a) ensure that behavioural guidance is appropriate to the age and development of the child who is receiving the guidance, and (b) provide to employees and parents a written statement of the licensee's policy on behavioural guidance.
Observation. Licensing observed a child in one of the IT programs push another child down. The ITE raised her voice and said "no thank you", grabbed the child's arm and told the toddler to apologize to the other child. The children in the IT program did not have the language to apologize and no other strategies were observed.
Corrective action. Ensure behavioural guidance is appropriate to age and development of child receiving guidance.
3070 - CCLR 51(1) - A licensee must ensure that any surface used for food preparation, storage or consumption is not used for changing diapers
Observation. Licensing observed in six Group Child Care (Under 36 Months) programs and the diaper change pads were on the counter in the main area of the room and children were observed being changed while the other children were engaged in snack. The change pad in two of the rooms were set leaning against the counter allowing the surface to be used for storing items. Licensing discussed diapering in the main area in close proximity to food at the follow up inspection on July 7, 2023 with the Licensee contact.
Corrective action. Ensure any surface used for good preparation, storage or consumption is not used for diaper changing.
3060 - CCLR 46(2) - A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner (doctor's name and number does not apply to REC only) and emergency contact
Observation. Licensing audited seventeen children's files and observed two missing medical practitioner name and number and two missing emergency contacts.
Corrective action. Ensure all children's files have name and number of medical practitioner and emergency contacts.

Observation. Licensing audited seventeen staff files and observed one missing person's not permitted access.
Corrective action. Ensure all children's files have record of person's not permitted access.
3070 - CCLR 57(2)(j) - A licensee must display in a prominent place in the community care facility the certificate of any educator or assistant employed to work in the community care facility.
Observation. Licensing observed eleven classrooms and observed three staff certificates not posted in a prominent place. Licensing observed the certificates posted at the time of inspection.
Corrective action. Ensure certificates or copy of certificate of any educator/assistant employed displayed in a prominent place.

Observation. Licensing observed six Group Child Care (Under 36 Months) programs and observed diaper changing practices that did not include children washing their hands.
Corrective action. Ensure program instructs children in and to practice rules of health and hygiene including appropriate hand washing practices.
