    Observation. Regarding intake March 30, 2026. Through the investigation process, Licensing determined staff members did not conduct a head count before leaving the outdoor area as outlined in their care and supervision policy, leaving two children without supervision.

    Corrective action. Ensure that policies and procedures are implemented by employees. Action/s Required by Licensee: Licensee to submit a corrective action plan to Licensing specific to the contravention. Action/s Required by Licensing: On April 28, 2026, Licensee Contact submitted a corrective action plan to Licensing. The corrective action plan included: All centre policies would be fully reviewed with staff. A mandatory staff meeting would be held to ensure understanding and consistent implementation of policies. Staff would sign to acknowledge all policies. The corrective action plan was reviewed and accepted by Licensing.

    3020 - CCLR 56(2)
  • Without limiting subsection (1), a licensee must ensure that the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E.

    Observation. Regarding intake March 30, 2026. Through the investigation process, Licensing determined that the Group Child Care (Under 36 Months) and Group Child Care (30 Months to School Age) programs did not meet the staff to child ratios permitted under Schedule E of the Child Care Licensing Regulation in the mornings. Multiple programs, including Dolphin, Sealion, Starfish, Jellyfish, Octopus, and Salmon were over ratio between March 2 and March 10, 2026.

    Corrective action. Ensure that ensure ratio of employees to children is no less than that permitted in Schedule E. Action/s Required by Licensee: Licensee to submit a corrective action plan to Licensing specific to the contravention. Action/s Required by Licensing: On April 28, 2026, Licensee Contact submitted a corrective action plan to Licensing. The corrective action plan included: Staff schedules would be adjusted to ensure proper coverage at all times. Each room would use a ratio tracking board, and staff would immediately notify management if ratios were at risk. The corrective action plan was reviewed and accepted by Licensing.

  • A licensee must ensure that children are supervised at all times by a person who is an educator, an assistant or a responsible adult.

    Observation. Regarding intake March 30, 2026. Through the investigation process, Licensing determined that on March 25, 2026, two children were left in the outdoor area without supervision.

    Corrective action. Ensure children are supervised at all times. Action/s Required by Licensee: Licensee to submit a corrective action plan to Licensing specific to the contravention. Action/s Required by Licensing: On April 28, 2026, Licensee Contact submitted a corrective action plan to Licensing. The corrective action plan included: Active supervision would be reinforced at all times. Staff would complete name to face headcounts and follow a lead and sweep system during all indoor and outdoor transitions. All centre policies would be fully reviewed with staff. A mandatory staff meeting would be held to ensure understanding and consistent implementation of policies. Staff would sign to acknowledge all policies. The corrective action plan was reviewed and accepted by Licensing.

    Observation. Regarding intake March 30, 2026. Through the investigation process, Licensing determined that the terms and conditions of the licence were not followed, as the Group Child Care (Under 36 Months) programs frequently exceeded the licensed capacity during morning hours.

    Corrective action. Ensure Licensee must operate the community care facility in a manner that will promote the health, safety & dignity of persons in care, specifically, following terms or conditions on the licence. Action/s Required by Licensee: Licensee to submit a corrective action plan to Licensing specific to the contravention. Action/s Required by Licensing: On April 28, 2026, Licensee Contact submitted a corrective action plan to Licensing. The corrective action plan included: The licensed capacity would never be exceeded. Real time attendance tracking will be used in every room, with a designated staff member monitoring capacity throughout the day. Children would not be accepted into care if it would exceed licensed capacity. Management would complete daily capacity checks. The corrective action plan was reviewed and accepted by Licensing.

    Observation. Regarding intake October 7, 2025. Through the investigation process, Licensing determined that a child became ill while in care and parent was not notified immediately.

    Corrective action. Ensure that parent/emergency is notified immediately if child becomes ill or is injured. Action/s Required by Licensee: Licensee to submit a corrective action plan to Licensing specific to the contravention. Action/s Required by Licensing: On November 13, 2025, Licensee Contact submitted a corrective action plan to Licensing. The corrective action plan included: staff would be retrained on existing Illness and Injury Notification Policy to ensure immediate parent contact occurs both verbally and in writing on November 28, 2025. Supervisors would review each incident report before the end of the day to confirm that parent notification was completed. Management would conduct weekly audits weekly for three months until February 2026. The corrective action plan was reviewed and accepted by Licensing.

    Observation. Regarding intake October 7, 2025. Through the investigation process, Licensing determined that a reportable incident was not notified to the Medical Health Officer within 24 hours.

    Corrective action. Ensure the Medical Health Officer is notified within 24 hours if a child has been involved in/ may have been involved in a reportable incident described in Schedule H. Action/s Required by Licensee: Licensee to submit a corrective action plan to Licensing specific to the contravention. Action/s Required by Licensing: On November 13, 2025, Licensee Contact submitted a corrective action plan to Licensing. The corrective action plan included: Staff and management would be retrained on Schedule H reportable incidents and the 24-hour notification requirement on November 28, 2025. A Reportable Incident Log would be maintained and checked daily by the manager to verify timeliness of reporting. The Regional Manager would review all reports weekly to confirm compliance. The corrective action plan was reviewed and accepted by Licensing.

Staff stated that the CRC had been applied for through the online portal but the return email address had been changed and the old address was no longer accessible. The email address had since been updated and it was expected that the CRC results would be recieved shortly.

    Corrective action. Ensure a criminal record check is obtained for all employees.

    Observation. Licensing reviewed eight staff files. Six files did not contain a criminal record check.
