Observation. Licensing observed the area surrounding a firefighter pole on the large climber, as well as higher platforms of the climber to be lacking woodchips underneath. The areas show packed dirt underneath with minimal woodchips. Manager informs that they generally rake the woodchips to provide more depth in those specific areas.

Observation. Licensing observed a medical care plan with missing information and an expired medication date. Care plans should be updated annually, to reflect current information and any changes to symptoms and care instructions.

Observation. Licensing observed a wooden panel on the storage shed to be broken. This item is no longer in good repair. Licensing observed two out of three swings to be out of order. Manager informs that new swings are being installed, a work order has been sent. These items are no longer in good repair.

Observation. *Life saving medication required for a child with a care plan has expired.

Employees have access to reliable communications equipment in an emergency. [CCLR Sec. 22(4)]
Observation. *Due to recent incident and because staff are often out on walks with children at a ratio of 1:8, a discussion was held with the manager as to how staff can quickly and effectively obtain assistance and communicate with each other during an emergency away from the facility such as a missing/wandering child. CCFL learned that while there is a written procedure in place, there is not infrastructure (ie: walkie talkies or facility cell phones) to support it. Staff are currently using their own cell phones which increases the possibility of unreliability and communication breakdown during an emergency. Because personal phones are not managed by UBC Childcare Services there isn't accountability to that part of of the missing/child procedure and thus increases risk that staff may not have a cell phone on their person, they may not have the correct staff/facility contacts in their phone, they may not have service/minutes, or they may not have a charged battery.

Observation. *CCFL observed 2 windows in the stepped seating area that open fully; A child standing on the second step would be at waist level to the window and could possibly climb or fall out onto the street outside of the fenced area. A sticker has been placed on the window advising that it not be opened more than 4" however this is not an adequate stop gap. (This item originally found out of compliance on June 22, 2022) *A hole was observed in the ceiling over a section of the main activity area and was advised by the manager that there have been several leaks of unknown origin resulting in the closure of this area to the children. CCFL has concerns about the electrical wiring located in the ceiling, the possibility of mould, as well as the compromise to the amount of useable space if this area is permanently blocked off.

Observation. *A sharp circular piece of asphalt at the base of a fence post separating the 2 programs has emerged from beneath the sand creating a trip and fall hazard. *A hard packed dirt hill in the centre of the outdoor play yard has loose gravel covering it. The Manager indicated that it is difficult for children and staff to navigate that area and tends to end in slips and falls.

Observation. *Licensing observed bottles of spray cleaner accessible to children on a low shelf and also on the edge of the kitchen counter.

The entire outdoor play area is enclosed and constructed in a manner that is suitable for the age and development of children, and ensures that children are free of harm. [CCLR Sec. 16(3)(a)(b)]
Observation. *The paint on the climber has become flaky and sharp. The Manager reports it has been partially sanded, however the risk of splinters from the metal paint (when running a hand over the railing) is still present. *A discussion was held with the Manager in regards to the hill beneath the tree. The roots of the tree are coming through the earth and the Manager reports that it is often slippery due to the weather and surfacing, making it unsafe for children and Staff. The Manager reports that an Educator broke an ankle on the hill last year. *There is winter algae present on the climbing structure. *Most of the logs throughout the play yard are completely deteriorated.
