    The facility, the furniture, equipment, fixtures and supplies are of sturdy and safe construction.  They are easy to clean, and are clean and in good repair and free from hazards. [CCLR Sec. 13(2) and Sec. 15(1)(a)]

    Observation. When I arrived, noted a contractor was working on the pavers in the exterior court yard. Manager came out and we had a conversation with contractor re paving and step work. Contractor has addressed issues noted in September 2025 routine inspection and upgraded the steps going down the east side of the building. No longer a safety hazard. Contractor described how they sloped the pavers to address drainage issues. Manager and I agreed the outdoor furnishings require attention - extensive peeling paint on both tables, dividers and seating. There is one missing plank from one of the benches. Manager said he had it inside. Observed the windows (cited as due for replacement in 2024 - e.g. broken seals) have yet to be replaced. Condition has deteriorated since 2024. See attached photos for examples. Photos taken on main floor activity area (games room). Manager said that window replacement was still in the capital plan. No time frame yet. Replacing windows will assist in heat retention in the winter and prevent mold / water damage. Meant to have been addressed by December 2025. In the preteen lounge - one fluorescent light was dim and flickering - calling for attention. There is a cracked tile upon entry to lounge (see photo). Both issues have been submitted as a work order. Not repaired yet. Washrooms - handles are broken in both the girls and boys washrooms. Two stalls are closed. Need these toilets to support capacities. Work order in. No action yet. Water fountain - coming away from the wall, cracks are showing. See photo. Kitchen - a new stove has been installed since my last visit. Commercial fridge still has not been replaced. Work order in. No action. The domestic fridge is not adequate to support the food programs offered via Kimount. Microwave just broke down and requires replacement.

    Observation. Manager and I took the opportunity to review outstanding required actions from the September 2024 inspection report. The majority of the required work has been done, some is still to be done. (Please refer to routine inspections from 2023 and 2024 for confirmation of past work completed indoors and out.) Manager called my attention to the fluorescent light fixtures throughout the facility. Covers have cracked and aged out, contractor is completing order and installation is estimated to occur before end of month. Below is a list of what is outstanding and any new required actions. Please note completion dates.

    Observation. As noted, the facility is aging and some repairs and replacements are required. Attention has been paid to the outside of the facility - roofing and fascia repairs and repainting of the building. Now is the time to start planning for and acting on required repairs inside the facility. Reviewed and discussed the following with the Manager. Observed that almost every window in the building has a broken seal and fogging between the panes. Replacing the windows will assist in heat retention in the winter (help with heating bills) and prevent moisture build up / leaks. The fluorescent light cover in the "men's" / gender diverse washroom is missing. If a fluorescent bulb breaks, it shatters into small pieces that can cause significant injury. The fluorescent light cover to the north of the missing one is starting to show signs of sagging in the frame. Manager noted that other fluorescent covers have security clips. This should be considered on the washroom light fixtures. Flooring downstairs requires replacement. Tiles are cracking and lifting (due to past flood). Manager remarked that the grey textured flooring in the washrooms is hard to clean. The textured anti slip finish retains dirt. Mirrors in the washrooms are de-silvering. There is a exposed pipe under the sinks from a prior repair. The cap has not been replaced, exposing tile and dry wall to moisture and chipping. Cover to be replaced. In the kitchen there is water damage next to the dishwasher - particle board is swollen. Some patches of missing and chipped paint in the gym due to contact with balls etc. At some point, the wrong paint was used in the gym and any attempts at repainting end up peeling. The peeling paint in the ceiling of the tech room and the office remains the same since last year and require attention.

    Instructions in a child's record or care plan respecting food and drink for the child are followed. [CCLR Sec. 48(2)]

    Observation. Manager shared how the online registration system captures information re dietary needs, allergies and sensitivities. Post meeting in June 2023, Manager started using the care plan template for children with anaphylaxis. Reviewed the form which Manager completed over the phone with the family. Observed that the care plan did not include parental permission or the date of expiry for medication. Manager noted the family does not come in to the program. Discussed ways that the Manager could obtain parental permission, via email, online signature, physical signature. Manager stated he would follow up and ensure they had a record of the parental permission for administering the EpiPen. Manager stated he would obtain the expiry date and add it to the care plan. Noted the care plan stated the child carried the EpiPen in his backpack to and from home, school and Kimount. This is acceptable. Asked if staff checked to see if the EpiPen was present upon arrival. Manager said no. Discussed the importance of ensuring that staff check for the presence of the EpiPen each day on arrival. Manager stated they would work on a check in system for this child and others with meds in the future. Manager currently keeps care plans and list of dietary needs in office. Discussed finding an appropriate place to post this information in the kitchen, where food is prepared.

    A healthy and safe environment is provided at all times [CCLR Sec. 13(1)].

    Observation. Overall staff and cleaning staff are working together to maintain an aging building in a satisfactory standard, with one small and two notable exceptions. The large shelving unit in the upstairs activity room is not secured to the wall. Manager stated the unit used to be secured by L brackets but it was moved. They will ensure the unit is secured asap. During the June 21, 2023 orientation meeting and final inspection (prior to licensing), CCFL noted the tarps on the roof and at least 6 fluorescent light fixtures without covers. CCFL was informed that work orders had gone in re the leaky roof and the city was aware. CCFL was informed the city intended on completing repairs once the licence was received. CCFL said we would not hold up issuing the licence but the repair would have to occur shortly thereafter or this would be a matter of noncompliance (see report dated June 21, 2023). The Licensee was issued June 29, 2023. Observed during today's inspection, the tarps on top of the roof have multiplied and even more fluorescent light fixtures are in a state of disrepair, either not working or without covers. Manager informed CCFL the city of Vancouver has said they would not conduct repairs until the lease with B & G Club was secured. Manager reported that lease negotiations were ongoing with no end date in sight. Manager stated it is not possible to obtain covers for the light fixtures as they are too old. B & G Club have obtained quotes re replacement fixtures with covers. CCFL observed the peeling paint on the tech room ceiling. There is a crack in the wall in the upstairs activity room. Staff and Manager stated that, during one heavy rain, water leaked from a light fixture in the upstairs activity room. More shingles have fallen off since June exposing the bare wood underneath. Rainy season has returned and it is reasonable to expect the leaks and ensuing water damage will as well. Tarps can only do so much. CCFL is concerned that failure to provide a timely repair will result in not only more costly, extensive damage but possible safety hazards to children in care, e.g. electrical shorts etc. Regarding the exposed light fixtures, if a fluorescent bulb breaks, it shatters into small pieces that can cause significant injury, especially to eyes. Most fixtures requiring repair are located directly above children engaged in active play, e.g. playing pool, foos ball etc. There is no way to reduce the hazard to children without taking away play opportunities that are required under the regulation. A timely repair is required. CCFL's position is that this cannot wait for the conclusion of lease negotiations.
