Observation. On September 24 2025, Licensing observed the 2 young children who are under the age of 30 months enrolled in their care. (i.e. 25 months and 28months). These children are not permitted to receive care as per Schedule E. When addressing this issue with the Licensee, the Licensee inquired if these children can potentially be transferred to the IHMA program located upstairs. Licensing informed the Licensee that this decision should be made by the affected families and both programs to ensure the best interest of the children. Licensing advised the Licensee to contact the families immediately to address this contravention. Additionally, Licensing observed an additional child who is under the age of 36 months registered in addition to the two children under the age of 36 months, which the program is permitted to have. Any additional child must have an exemption in place however they must not attend the program until the exemption request has been reviewed and approved. On September 25 2025, the Licensee informed Licensing that the plan was in place to address the contravention. However, during today's visit Licensing observed that one of the Under 30 Months children still attending the program. The program manager informed that this child attends on a drop in basis. Licensing scheduled a meeting with the Licensee to address this issue and the lack of transparency.

Observation. Licensing observed the following: - An indoor bench constructed of 4 x 4's. The 4 x 4's had some rough splintered edges that pose a potential risk of injury to a child. - Two wood supports on the outdoor bridge had rotten edges and are in need of repair/replacement.
