    A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.

    Observation. - Fence slat in the I/T outdoor play space is broken. A staff informed Licensing this playground has not been in use for approximately 1 week. - Leaves, pinecones and debris from the tree is all over the I/T playground. - Fence slats in the door between the I/T playground and 3-5 playground are broken A staff informed Licensing the Manager has been notified of these repairs and a contractor will be assigned to the work.

    Observation. - A care plan was not reviewed annually with the parent or any person requested to by the parent - A care plan did not have a date, therefore Licensing could not determine when the plan was created and when it requires renewal.

  • EQUIPMENT AND FURNISHINGS

    A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.

    Observation. Licensing observed the following: - Fence panel broken in the outdoor play area creating a large gap in the fence. Beyond the fence panel is a large 4ft drop. This poses an entrapment concern and harm for serious injury should a child fall through. This same fence panel is now wobbly. - Large hole between the concrete and astro turf in the corner of the infant/toddler playground. This poses as a hazard for tripping. - A gap in between the rubber tile and concrete in the 3-5 playground poses as a tripping hazard. - The cabinetry in the sink area in all 3 classrooms is now porrous making the surface hard to clean and sanitize. This is noted as a repeat contravention. - Staff informed licensing a stall in the 3-5 bathroom is locked and made inaccessible to the children due to a toilet paper roll that is broken. - A light switch in the 3-5 bathroom is cracked and broken. Staff have taped it together.

    Corrective action. Submit a corrective action plan.

    A licensee providing a care program to any child younger than 36 months of age must provide a separate sleeping area located away from any activity area.

    Observation. There is no longer a separate sleeping area located away from the activity area for the toddler classroom.

    A licensee must (a) ensure that a community care facility has (i) emergency exits that meet the requirements of the BC Building Code, and (ii) a fire drill system that is approved as definedby section 31 of the Fire Services Act.

    Observation. The following was observed: - Licensing observed the emergency evacuation door located in the outdoor play area is obstructed with 3 adult chairs. Additionally the chain link fence that leads to the muster point is locked. Staff were not aware the gate was locked and they have not been provided a key. The following information was provided to Licensing: - Licensing was notified by the City of Surrey Fire Department, the facility does not meet the current requirements for smoke detection.

    Corrective action. Submit a corrective action plan.

  • EQUIPMENT AND FURNISHINGS

    A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.

    Observation. Licensing observed the following: - Baseboard in the hallway torn off the wall. The Manager said it is in the process of being replaced. - Toilet paper holder is broken and being secured with a blue rubber band. The Manager said it is not broken but a clip within the mechanism is not working properly. - The edging of the cabinets located in all 3 classrooms are showing signs of wear and tear. The edging is becoming porrous making the surface unable to clean and disinfect appropriately.

    Corrective action. Ensure the fixtures within the facility are in good repair.

    Observation. Licensing observed the following: - Children's bedding stored together increasing the risk of bacteria and communicable diseases to spread. This is noted as a repeat contravention. - Edging of a carpet located in the Group Child Care (under 36 mos) rolled up in the corners posing a tripping hazard.

    Corrective action. Ensure there is a system to ensure a healthy and safe environment is provided.

    A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene.

    Observation. Licensing observed the following: - 4 stalls with no toilet paper. The Manager said toilet paper is handed to the children as needed to prevent toilets from being plugged up due to excess toilet paper being thrown in. - No paper towel available for the children in the Group Child Care (30 mos to SA) classroom.

    Corrective action. Ensure health and hygiene practices are maintained.

    Observation. Emergency medication as outlined on a care plan was not available. A staff said the medication was not required as per the parent.

    Corrective action. Ensure there is a system to ensure medication is readily accessible.

    Observation. Licensing observed more than 3 children children younger than 36 months present during the half hour before a care program begins.

    Corrective action. Ensure no more than 3 children under 36 months are present when combining during the first half and last half hour of the day.

    Observation. Licensing observed mixing of groups for a total of 1 hour and 10 minutes during the beginning of the day.

    Corrective action. Ensure groups are only combined for 30 minutes at the beginning or end of the day.

    A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.

    Observation. LO observed the following and discussed with the Manager: - GCC (302): loose cords were accessible to children in the carpeted area. - Outdoor Play Area: 4-5 nails were sticking out of the wooden plank and fence. There is also an opening/gap approximately 12 cm ( bottom of the wooden fence).

    Corrective action. Ensure that a healthy and safe environment is provided at all times while children are in care.

    Observation. Licensing observed that the latch for the outdoor playground gate, in the Group Child Care (under 36 months), does not close and secure. The staff have placed the first aid bag between two wood panels to keep the gate closed.

    Observation. Upon a review of nine staff records Licensing observed four staff criminal record check (CRC) addressed to another facility. The Manager informed Licensing that they had contacted the CRC department and was informed that it was being updated and they would contact the facility. Licensing suggested having the staff come to the Licensing office to have clerical complete it for them.

    Corrective action. Please ensure that staff files are complete prior to the staff working at the community care facility.

    Observation. Upon a review of nine staff records Licensing observed six staff's certificates have not been validated through the early childhood educator registry. Licensing provided education that every time a new certificate is issued or renewed validation has to be completed for the new certificate.
