A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. Licensing observed the following: Lysol wipes were in a unlocked cabinet and accessible to children Children's bedding was not stored separately.
Corrective action. The manager said they will obtain locks for the bathroom cabinets and that a system will be implemented to ensure children's bedding is stored separately to promote health and hygiene.
11010 - CCLR s.13(1) - POLICIES AND PROCEDURES
A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation. Licensing observed the following: - Food and water in the emergency supply kit was expired. - Monthly fire drills and annual emergency drills are being completed but have not been recorded.
Corrective action. The manager said the food in the emergency supply kit will be replaced and emergency and fire drills will be recorded.
13020 - CCLR s.22(1)(b) - RECORDS AND REPORTING
The licensee must (a) develop the care plan in consultation with a parent of the child requiring extra support and any person requested by the parent.
Observation. One child who required a care plan did not have a care plan.
Corrective action. The manager said that the care plan will be developed in consultation with the parents

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.
Observation. Licensing reviewed 4 staff files and 3 files did not have evidence of character reference checks being obtained
Corrective action. The manager said that the character reference checks will be obtained.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (c) a record of the person's work history.
Observation. Licensing reviewed 4 staff files and found that 2 files did not have evidence of staff's work history.
Corrective action. The manager said work history will be obtained
12060 - CCLR s.19(1)(c) - STAFFING
A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation. Licensing reviewed 4 staff files and found that 2 files did not have criminal record checks and 2 files did not have site specific criminal record checks

In respect of a record referred to in this Division, a licensee must (c) produce records, on demand, to the medical health officer. Observation (CORRECTED DURING INSPECTION): Upon asking the staff for the children's records, the staff did not know where the children's files were kept and could not produce them.
Corrective action. The Licensee provided the files to Licensing once she arrived and said she will ensure 1 staff knows where the files are kept in her absence.

A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation. Licensing reviewed 5 children's files and found 1 child's sex not recorded and 1 immunization status not recorded.This is a repeat contravention.
Corrective action. The Licensee said that she would gather the requested information.

A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility.
Observation. Licensing observed 1 enrollment date not recorded in 5 children's files.This is a repeat contravention.
Corrective action. The Licensee contact said she knew the dates of enrollment and would write them down.

A licensee must display in a prominent place in the community care facility the certificate, or a copy of the certificate, of any educator or assistant employed to work in the community care facility.
Observation. Upon inspection there was 1 staff working who did not have her certificate posted.This is a repeat contravention.
Corrective action. Please ensure certificate is posted in a prominent place in the community care facility.
10070 - CCLR s.11(4) - OR SUPERVISION
Without limiting subsection (1), a licensee must ensure that (b) the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E.
Observation. Upon review of the staffing schedule, November 5, 2021 there was no Infant & Toddler staff working in the under 36 month program from 9:15am - 5:15pm This is a repeat contravention.
Corrective action. Please ensure the ratio of employees to children is no less than permitted in schedule E

19030 - CCLR s.55(2)(a) - RECORDS AND REPORTING
In respect of a record referred to in this Division, a licensee must (c) produce records, on demand, to the medical health officer.
Observation. Upon asking to view the staff files, the information wasn't able to be produced as the office door was locked.
Corrective action. Pleas ensure records can be produced upon demand to the medical health officer.
19340 - CCLR s.59(c) - STAFFING
Despite this section, during the half hour before a care program begins and the half hour after a care program ends, a licensee may permit children who would otherwise be grouped in different care programs, and who are arriving at or leaving the community care facility, to be grouped together and supervised other than as required under Schedule E if (b) a total of 8 or fewer children are present at the community care facility, of whom no more than 3 are younger than 36 months old.
Observation. Upon inspection, the Under 36 month program and the 30 months to school age was combined for 1 & 1/2 hours.
Corrective action. Please ensure different care programs are not grouped together for longer than what is permitted in Schedule E.
12290 - CCLR s.34(4)(b) - STAFFING
If for any reason an employee described in Column 1 of the table in section 37 [absent employees] ceases employment, (a) section 37 applies, for up to 30 days from the date the employee ceases employment, as if the employee were absent.
Observation. Upon inspection, there was no designated Manager for the facility. Staff said that the previous Manager ceased working at the facility September 30, 2021.
Corrective action. Please ensure Manager is replaced.

Observation. Upon inspection, manager stated that when the Infant and toddler educator is off or off site on a break, that there is no Infant and Toddler educator present on site.
Corrective action. Please ensure ratio of employees to children attending the community care facility is no less than permitted in schedule E.
14030 - CCLR s.34(2)(b) - OR SUPERVISION
A licensee must ensure that a child, while under the care or supervision of the licensee, is not subjected to any of the following: (b) confinement or physical restraint by an employee, except as authorized in a child care's plan if the care plan includes instructions respecting behavioural guidance.
Observation. Upon inspection, Licensing observed 2 children who had been placed in highchairs during circle time with no toys or equipment. Manager confirmed they were placed there to prevent them from disrupting circle time that was happening.
Corrective action. Please ensure children are not subjected to confinement except as authorized in a child's care plan.
