- EQUIPMENT AND FURNISHINGS
A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. Licensing observed the following: - two cots, each with an additional mattress and one with a pillow, which is not in accordance with manufacturers instructions, posing a potential hazard - a metal downspout, accessible to children in the outdoor playspace with a sharp edge
Corrective action. The licensee removed the additional mattresses during the inspection and will ensure to follow safe sleep practice for all children, including following manufacturers instructions for sleep equipment. The Licensee will ensure that the metal downspout is not accessible to children.

Without limiting subsection (1), a licensee must ensure that (a) children attending a community care facility are divided into groups, with each group having no more children than that permitted in Schedule E.
Observation. Licensing observed three children in attendance in the Group School Age program who did not meet the age requirements for this care type.
Corrective action. The Licensee will moved the children to other classes where they met the age requirements, effective tomorrow, July 23, 2025.

Observation. Licensing determined that children were not divided into appropriate group size, i.e. in GCC (30 Months to SA); On Oct 4, 2022, there were more than 2 children younger than 36 months old in a single group.

- EQUIPMENT AND FURNISHINGS
A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. LO observed and discussed the following with the Manager: -1 playpen used for sleeping has a hole on the mesh. -1 diaper changing mat started to rip. LO discussed about ensuring that mat is free of tears and rips for proper cleaning/disinfecting of the mat after each use. The outdoor ramp (IT side): - severe paint peeling - various areas of the ramp is posing tripping hazards - wood rot, peeled off and splintered wooden planks
Corrective action. Ensure that all facility's furniture, equipment and fixtures are clean and in good repair.
11020 - CCLR s.13(2) - HYGIENE AND COMMUNICABLE DISEASE
A licensee must do all of the following: (b) operate the community care facility in a manner that will promote (i) the health, safety and dignity of persons in care,
Observation. During inspection, LO observed a child's diaper being change in the classroom; LO discussed about appropriate diapering practice, including protecting the dignity of the child with the staff and Manager.
Corrective action. Ensure that appropriate practice is in place to ensure the health, safety and dignity of children in care.
15050 - CCALA s.7(1)(b)(i) - HYGIENE AND COMMUNICABLE DISEASE
A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene. Observation (CORRECTED DURING INSPECTION): Staff did not encourage or instruct children to wash hands.
Corrective action. Ensure that children are instructed to wash their hands frequently as needed. LO shared resources from BCCDC.
15030 - CCLR s.46(1) - STAFFING
A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation) Observation (CORRECTED DURING INSPECTION): 4 staff files were reviewed; 1 staff certificate was not validated through the ECE registry.
Corrective action. Ensure that all staff files are complete.
12140 - CCLR s.19(4)(a) - STAFFING
A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation. 4 staff files were reviewed; 1 staff's CRC was expired. The Manager applied on-line while LO was onsite to the CCRP to obtain the updated clearance letter.
Corrective action. Ensure that all staff files are complete.

11010 - CCLR s.13(1) - POLICIES AND PROCEDURES
A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation. Emergency supplies were insufficient and some nonperishable items were expired.
Corrective action. Please ensure that sufficient supplies are available to implement the emergency plan.
13020 - CCLR s.22(1)(b) - PROGRAM
A licensee must provide to children a comprehensive and coordinated program of indoor and outdoor activities that (b) is appropriate for the age and development of children in each group in the community care facility.
Observation. LO observed and discussed the following with the Licensee contact: Non-nappers were restricted to stay on their mats, while other children were napping. LO discussed about ensuring that non-nappers are provided with alternative activities when not napping. Please submit your plan to Licensing.
Corrective action. Please ensure that children are provided with age and developmentally appropriate activities while in care of the facility staff.
18020 - CCLR s.44(1)(b) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation. 15 children's files were reviewed; 1 child was missing Dr's information.
Corrective action. Please ensure all children's files are complete.
19100 - CCLR s.57(2)(d) - RECORDS AND REPORTING
The licensee must (b) review the care plan at least once each year with a parent of the child requiring extra support and any person requested by the parent.
Observation. 2 children's care plans were expired; LO discussed about reviewing the care plans at least once a year, and all staff must be trained to adequately assist the child(ren) requiring extra support.
Corrective action. Please ensure care plans for children requiring extra support are current. LO discussed about including any important information on the care plan for staff, i.e. location of the medication

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (c) a record of the person's work history.
