• A licensee must ensure that the policies and procedures referred to in subsection (1) are implemented by employees.

  Observation. A staff who did not have authorization to release children at pick-up released a child without checking the person’s ID; as a result, the staff did not follow the Licensee’s policies and procedures.

  Corrective action. The Licensee will provide a written response to licensing outlining how staff will follow the Release of Child policy and procedures.

• A licensee must (a) ensure that behavioural guidance is appropriate to the age and development of the child who is receiving the guidance.

  Observation. Licensing reviewed CCTV footage and observed that a staff held, shook and placed her hand over a child's face.

  Corrective action. The manager informed Licensing that the staff no longer works at the facility

• A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.

  Observation. Three staff did not have criminal record check clearance letters (CRC); they did not work alone with the children, but were included in the ratio.

  Corrective action. A record of application for the staff's CRCs was provided, and there is a plan in place to mitigate the risk of harm to the children.
