A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees. Observation (CORRECTED DURING INSPECTION): Licensing observed 6 chairs stalked on top of one another. Potential to fall on a child and injure them. Licensing had a discussion with the Manager on having a system to check the indoor and outdoor area for hazards.
Corrective action. The Manager took the chairs down and put them around a table.

A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. Licensing observed the following; - Two plastic slides right in front of the metal fence. Potential for a child to fall backwards as climbing up and injure themselves. The Manager moved the slides to the middle of the outdoor play area. - A hole in the outdoor play area close to the metal fence. Potential tripping hazard. - Two to three highchairs stacked on top of each other in the main play area.
Corrective action. A written response to be submitted to Licensing on how this contravention has been addressed.
11010 - CCLR s.13(1) - EQUIPMENT AND FURNISHINGS
A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation. Licensing observed the following; - Several dirty and wet rags in the outdoor play area. The Manager place a garbage bin over it but there are still accessible to children. - Several wet and dirty rags on the bathroom floor beside the sink. The Manager said that it used for drying the floor. Licensing discussed ensuring that children do not have access to dirty rags or objects.
Corrective action. A written response to be submitted to Licensing on how this contravention has been addressed.
11200 - CCLR s.17 - OR SUPERVISION
A licensee must ensure that children are supervised at all times by a person who is an educator, an assistant or a responsible adult.
Observation. Upon arrival at the facility Licensing observed, for a couple of minutes, two children playing in the sand box at one end of the outdoor play area. The Manager was at the other end of the play area with her back towards the children and looking in the opposite direction. One child was eating sand and the Manager was unaware of it until Licensing pointed out that the child was eating sand. During the inspection , Licensing observed the Manager on their phone several times. Licensing discussed the importance of ensuring that children are supervised at all times while in care.
Corrective action. A written response to be submitted to Licensing on how this contravention has been addressed.
14060 - CCLR s.39(1) - POLICIES AND PROCEDURES
A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].
Observation. Licensing was informed by the Manager that a fire drill was implemented for the month of December 2024 however, it was not recorded.
Corrective action. A written response to be submitted to Licensing on how this contravention has been addressed.
13050 - CCLR s.56(1)(c) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation. Upon a review of the attendance records for the month of May 2025, Licensing observed the following; - three days children were not identified as absent. - one day children's time of departure not recorded. This is a repeat contravention.
Corrective action. A written response to be submitted to Licensing on how this contravention has been addressed.
19090 - CCLR s.57(2)(c) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation. Upon a random review of three children's records, Licensing observed that the name and telephone number of a doctor was not obtained for one child. This is a repeat contravention.
Corrective action. A written response to be submitted to Licensing on how this contravention has been addressed.
19100 - CCLR s.57(2)(d) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (k) the date on which the child stops attending the community care facility.
Observation. Upon discussion with the Manager, Licensing was informed that a child no longer attends the child care facility. However, there was no date on which the child stopped attending recorded anywhere. Licensing provided education on ensuring that the date of withdrawal is recorded for children that no longer attend the care facility.
Corrective action. A written response to be submitted to Licensing on how this contravention has been addressed.
19180 - CCLR s.57(2)(k) - RECORDS AND REPORTING
A licensee must have in writing from a parent, and maintain at the community care facility, consent (a) to call a medical practitioner or ambulance in case of accident or illness if the parent cannot immediately be reached.
Observation. Upon a random review of three children's records, Licensing observed that consent to call a medical practitioner or ambulance in case of an accident or illness was not obtained for one child.
Corrective action. A written response to be submitted to Licensing on how this contravention has been addressed.
19190 - CCLR s.57(3)(a) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation. Upon a random review of three children's records, Licensing observed the following that have not been obtained; - one child's medical insurance plan number - two children's immunization status. Licensing provided further clarification on what information is required.
Corrective action. A written response to be submitted to Licensing on how this contravention has been addressed.
19070 - CCLR s.57(2)(a) - STAFFING
A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)
Observation. Upon a review of two staff records, Licensing observed that one staff's certificate has not been validated through the ECE registry.
Corrective action. A written response to be submitted to Licensing on how this contravention has been addressed.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (c) a record of the person's work history.
Observation. Upon a review of two staff records, Licensing observed that a work history was not obtained for one staff. This is a repeat contravention.

Observation. Licensing observed the fridge temperature at 6 degrees Celsius. Licensing explained that the fridge temperature needs to be between 0-4 degrees Celsius.

Observation. Licensing observed three children's blankets in a crib touching gone another. Potential for cross contamination and spreading of germs.

Without limiting subsection (1), a licensee must ensure that (b) the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E.
Observation. Upon arrival Licensing observed that there was an early childhood educator (ECE) with three children. For the care program being offer the staff to child ratio is one infant and toddler educator per 4 children. Licensing discussed when the absent employee would qualify.
