- OR SUPERVISION
Without limiting subsection (1), a licensee must ensure that (a) children attending a community care facility are divided into groups, with each group having no more children than that permitted in Schedule E.
Observation. There were 4 children under 36 months old present at the time of inspection. As per Schedule E no more than 3 children under 36 months old permitted in Multiage.
Corrective action. A written response is required to address the contravention.
14020 - CCLR s.34(2)(a) - RECORDS AND REPORTING
A licensee must keep current records for each child showing (a) the information set out in subsection (2), (b) if applicable, the information and agreements set out in subsections (2.1) and (2.2), and (c) the consents referred to in subsection (3).
Observation. There were 4 new children in attendance today. All 4 children were missing their files or records of their personal information.
Corrective action. Please ensure to obtain and keep current records of all children in care prior to start of care.
19060 - CCLR s.57(1)(a)(b)(c) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation. There were 7 children in attendance at the time of inspection. However, only 4 children were signed in. The Manger said that she did not sign in the new children because she did not have their registrations available yet.
Corrective action. Licensing discussed the intent and safety of keeping attendance sheet accurate. The Manger said that she will maintain the attendance records for all children in care.

- EQUIPMENT AND FURNISHINGS
A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. The following was observed in the outdoor play space: -The fencing on all sides of the outdoor space is in disrepair; multiple boards are missing and multiple boards are rotting, some panels are not secure. This is a repeat contravention. -On the west side of the yard there is rotting wood, garbage and debris accessible to the children in care. -The smaller retaining wall consisting of three landscape ties on the upper side of the yard is rotting and pieces are breaking off. -The main retaining wall that separates the lower and upper levels of the yard creates a drop off of approximately three feet. A system needs to be put in place to ensure children do not fall from the upper level onto the cement below.
Corrective action. Licensee to submit a plan to Licensing on how the above items will be addressed.
11010 - CCLR s.13(1) - POLICIES AND PROCEDURES
A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation. The food in the facility emergency kit has expired.
Corrective action. Ensure the food in the emergency kit is replaced.
13020 - CCLR s.22(1)(b) - STAFFING
A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)
Observation. Licensing reviewed one staff file. The staff members Early Childhood Educator certificate has not been verified through the Registry.
Corrective action. Ensure staff files are complete.

A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. One one side of the fence, 2 panels are broken. The sponge mat inside is ripping.
Corrective action. The Licensee contact will fix the fence and send a picture to Licensing. The mat will be thrown out.

- EQUIPMENT AND FURNISHINGS
A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. The kitchen floor is showing signs of dirt and grime build up along the perimeter of the floor. The transition between the flooring of the kitchen and hallway and hallway and washroom are covered with duct tape that is not secure in some sections. This makes it difficult to ensure proper cleaning and sanitizing.
Corrective action. Please ensure all areas of the kitchen floor are cleaned thoroughly on a regular basis. Please ensure a more permanent plan for the transition pieces between the flooring.
11020 - CCLR s.13(2) - EQUIPMENT AND FURNISHINGS
A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation. In the larger playroom under the desk, there is a long cord plugged in for the video camera surveillance. This cord is on the floor tangled up accessible to children. There was also a phone charger plugged into the wall outlet in the smaller playroom but no phone attached.
Corrective action. Please ensure all electrical cords are not accessible to children.
11200 - CCLR s.17 - LICENSING
A licensee must display in a prominent place in the community care facility the certificate, or a copy of the certificate, of any educator or assistant employed to work in the community care facility.
Observation. The staff working today did not have her ECE certificate posted in the facility.
Corrective action. Any staff that works in the facility and holds a certificate issued by the ECE Registry must post that certificate.
10070 - CCLR s.11(4) - STAFFING
A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.
Observation. Immunization status was not obtained for the staff working today.
Corrective action. Please ensure all staff that work with the children have immunization status on file.

Observation. One staff did not have their Early Childhood Educator certificate verified through the ECE Registry.
Corrective action. Please ensure that any staff that hold a certificate issued by the ECE Registry is validated through their website.

Observation. One staff's criminal record check is from another organization. Manager explained that they have applied for a site specific one already and this staff does not work alone with the children.
Corrective action. Please ensure criminal record checks are specific for the facility.

A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. The following was observed inside: -diaper pad needs to be replaced -2 light fixtures in the facility do not have covers leaving the light bulbs exposed The following was observed outside: -miscellaneous broken items -rusty portable fire pit with burnt pieces of wood scattered around it -BBQ -exposed black plastic pipe coming out of the ground presenting a tripping hazard -all deck surfaces slippery to walk on -missing/broken fence panels all throughout entire fence line -black long metal piece with sharp end
Corrective action. Several of the above items noted in the outdoor space were identified at last year's inspection. As this is a repeated violation, a plan must be put in place on how the outdoor play area will be maintained and that a daily checklist is done to ensure there are no hazards in the backyard.

Observation. The following was observed inside: -one electrical outlet accessible -area in kitchen where tile is missing and lino is exposed requires thorough cleaning -sanitizer not accessible in washroom for diaper change table -blind cords accessible in playroom -drawers in large playroom have electrical cords accessible -sleep mats and sheets stored touching The following was observed outside: -miscellaneous broken items -yard tools - rusty shovel -rat trap -rusty propane tank -garbage scattered -bag of charcoal briquettes -BBQ -rusty portable fire pit -broken, rusty metal post -exposed black plastic pipe - tripping hazard -slide placed on deck in area not appropriate -deck surface slippery to walk on -trampoline -missing fence pieces -one whole panel leaning and being held up by strap Critical hazard noted due to all the items in the backyard where children play that need to be addressed.
Corrective action. All areas of the facility must be a healthy and safe environment for children at all times.

A licensee must keep current records of each of the following: (d) written policies and procedures that are intended to guide employees in the care and supervision of children.
Observation. A trampoline is in the backyard. Manager stated that children do not use it.
Corrective action. Please provide a written policy regarding the trampoline.
