- EQUIPMENT AND FURNISHINGS
A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. Licensing observed the following; - a plastic climber and slide close to the metal fence and not sufficient fall zone clearance. The Manager moved the slide to ensure sufficient fall zone clearance. - a tall doll house not secured. Potential falling hazard and injuring a child. - one fridge temperature was measured at 9.3 degrees Celsius and another measured at 6.3 degrees Celsius. Licensing provided education to the Manager that fridge temperature should be between 0-4 degrees Celsius. - a wall fan's cord hanging down in the group child care (under 36 months) nap room. Strangulation hazard. - one shelf not secured in the GCC (under 36 months) program - a water pipe broken by the entrance of the outdoor play area and water coming out of it onto anyone who walks to the playground.
Corrective action. A corrective action plan to be submitted to Licensing on how this contravention has been addressed.
11010 - CCLR s.13(1) - EQUIPMENT AND FURNISHINGS
A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation. Licensing observed a Lysol solution bottle in an unlocked cupboard in one of the GCC (under 36 months) bathroom.
Corrective action. A corrective action plan to be submitted to Licensing on how this contravention has been addressed.
11200 - CCLR s.17 - EQUIPMENT AND FURNISHINGS
A licensee must ensure that all indoor and outdoor play materials and equipment accessible to children are (b) safely constructed, free from hazards and in good repair.
Observation. Licensing observed several deflated balls in the outdoor play area.

11190 - CCLR s.16(4)(b) - EQUIPMENT AND FURNISHINGS
A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. Licensing observed the following; - paint chipped from the walls throughout the facility - walls and light switches dirty and have stains on them - one crib with the paint and wood chipped

11020 - CCLR s.13(2) - HYGIENE AND COMMUNICABLE DISEASE
A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene.
Observation. Licensing observed the following; - in the GCC (30 months to SA) bathroom roll of toilet paper sitting on the toilet tank - in one of the GCC (under 36 months) bathroom roll of toilet paper sitting on top of the toilet paper holder - children's bedding from both programs touching one another. Potential for cross contamination and spreading of germs. Licensing discussed with the Manager the hygiene reasons for ensuring the toilet paper rolls are installed into the holder.
Corrective action. A corrective action plan to be submitted to Licensing on how this contravention has been addressed.
15030 - CCLR s.46(1) - LICENSING
A licensee must display in a prominent place in the community care facility the certificate, or a copy of the certificate, of any educator or assistant employed to work in the community care facility.
Observation. Licensing observed a staff working at the community care facility however, the staff's certificate was not posted anywhere within the facility.
Corrective action. A corrective action plan to be submitted to Licensing on how this contravention has been addressed.
10070 - CCLR s.11(4) - OR SUPERVISION
Without limiting subsection (1), a licensee must ensure that (b) the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E.
Observation. Upon discussion with a staff and the Manager, Licensing confirmed the following in the group child care (under 36 months) program; - the IT staff leaves at 3 PM therefore, there is no IT staff in the afternoons. - the ECE staff leaves at 4 PM leaving an ECEA to work alone in the program until closing. - Based on Schedule E the requirement is, for this care program, is to have an IT present at all times. Therefore based on the schedule provided staff to child ratio is not being maintained.
Corrective action. A corrective action plan to be submitted to Licensing on how this contravention has been addressed.
14030 - CCLR s.34(2)(b) - POLICIES AND PROCEDURES
A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation. Licensing observed that all the water and some food in the emergency bag has expired. Therefore, there isn't sufficient supplies in the bag for 72 hours to recover from an emergency.
Corrective action. A corrective action plan to be submitted to Licensing on how this contravention has been addressed.
13020 - CCLR s.22(1)(b) - PROGRAM
A licensee must provide to children a comprehensive and coordinated program of indoor and outdoor activities that (c) complies with the program standards set out in Schedule G.
Observation. Upon a discussion with one staff, Licensing confirmed that children have not gone outside for active play for a couple of days because of the rain. Licensing had a discussion with the Manager to ensure that children are taken outside everyday for active play even if it is raining.

18030 - CCLR s.44(1)(c) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation. Upon a review of three children's records, Licensing observed the following; - medical insurance number was not obtained for two children - immunization status was not obtained for two children

19070 - CCLR s.57(2)(a) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation. Upon a review of three children's records, Licensing observed the following; - emergency contact information not obtained for one child - doctor information not obtained for two children

19100 - CCLR s.57(2)(d) - RECORDS AND REPORTING
A licensee must have in writing from a parent, and maintain at the community care facility, consent (a) to call a medical practitioner or ambulance in case of accident or illness if the parent cannot immediately be reached.
Observation. Upon a review of three children's records, Licensing observed that written consent from a parent to call a medical practitioner or ambulance in the event of a accident or illness was not obtained for three children.
Corrective action. A corrective action plan to be submitted to Licensing on how this contravention has been addressed.
19190 - CCLR s.57(3)(a) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation. Upon a review of the attendance records for the month of November 2025, Licensing observed three days that children's time of departure was not recorded.
Corrective action. The Manager will ensure that attendance records are accurately on a daily basis.

A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility.
Observation. Upon a review of three children's records, Licensing observed that the date of enrollment was not recorded for one child.

19080 - CCLR s.57(2)(b) - STAFFING
A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.
Observation. Upon a review of four staff records, Licensing observed that immunization status was not obtained for one staff.

12090 - CCLR s.19(1)(f) - STAFFING
A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)
Observation. Upon a review of four staff records, Licensing observed that two staff's certificates have not been validated through the ECE registry. The Manager was unsure of how to complete the verification for an ECEA certificate. Licensing provided clarification on how to validate an ECEA certificate.
Corrective action. A corrective action plan to be submitted to Licensing on how this contravention has been addressed.
12140 - CCLR s.19(4)(a) - STAFFING
A licensee must ensure that each employee (c) practices implementing the emergency plan at least once each year.
Observation. Licensing observed that the emergency drill has not been practiced at least once a year.

12200 - CCLR s.22(2)(c) - STAFFING
A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.
Observation. Upon a review of four staff records, Licensing observed that references were not obtained for one staff.
Corrective action. A corrective action plan to be submitted to Licensing on how this contravention has been addressed.
12050 - CCLR s.19(1)(b) - STAFFING
Despite this section, during the half hour before a care program begins and the half hour after a care program ends, a licensee may permit children who would otherwise be grouped in different care programs, and who are arriving at or leaving the community care facility, to be grouped together and supervised other than as required under Schedule E if (a) the care program is described as Multi-Age Child Care, Group Child Care (Under 36 Months), Group Child Care (30 Months to School Age) or Group Child Care (School Age).
Observation. Upon discussion with a staff and the Manager, Licensing confirmed that the two care programs are mixing longer than 30 minutes (at the beginning and/or end of the day). The programs mix for 2 hours at the beginning of the day and 1 hour at the end of the day. Licensing explained, to the Manager, that mixing of programs can only occur for 1/2 and hour at the beginning and end of the day.
Corrective action. A corrective action plan to be submitted to Licensing on how this contravention has been addressed.
12280 - CCLR s.34(4)(a) - STAFFING
A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation. Upon a review of four staff records, Licensing observed that criminal record checks have not been obtained for two staff.

12040 - CCLR s.19(1)(a) - STAFFING
A licensee must ensure that children have at all times immediate access to an employee who (a) holds a valid first aid and CPR certificate, provided on completion of a course that meets the requirements of Schedule C.
Observation. Upon review of fours staff records, Licensing observed that one of the staffs first aid certificate has expired. The staff works alone for an hour with the children. The staff said that they have competed the first aid training however there is no evidence for Licensing to confirm this.

Observation. Upon a review of the child's file that was not in place at the routine inspection, Licensed was informed by the Manager that the child no longer attends. However, there was no date recorded of when the child stopped attended.
Corrective action. The Manager will record the date on which the child stopped attending the community care facility.

Therefore, Licensing was unable to review the following required documents for the staff; - CRC - immunization status -references -certificate validation - resume. This is a repeat contravention.

Observation. Licensing observed the following; - Diaper change mat ripped at the corners. - Tape used to hang up several posters has ripped and dirty in the group child care (under 36 months) classroom.

11020 - CCLR s.13(2) - EQUIPMENT AND FURNISHINGS
A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation. Licensing observed the following that are accessible to children in care; - An unlocked cabinet under the sink with cleaning solutions. - A cleaning solution bottle and a large container of dishwasher soap on a shelf in a bathroom. - A portable heater in the group child care (30 months to SA) classroom. The heater was hot upon touch and a potential hazard of burning a child's hand.
Corrective action. A written response to be submitted to Licensing on how this contravention has been addressed.
11200 - CCLR s.17 - HYGIENE AND COMMUNICABLE DISEASE

10070 - CCLR s.11(4) - POLICIES AND PROCEDURES
A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation. Licensing observed that there is not sufficient water in the on wheels emergency bag for the number of children and staff in care.
Corrective action. The Manager stated that they are in the process of updating the emergency bag and will add the water.
13020 - CCLR s.22(1)(b) - RECORDS AND REPORTING
A licensee must keep current records for each child showing (a) the information set out in subsection (2), (b) if applicable, the information and agreements set out in subsections (2.1) and (2.2), and (c) the consents referred to in subsection (3).
Observation. Licensing was unable to review a child's file as the facility did not obtain the child's records. The Manager said that the child's parent had not submitted the registration form and all required documents. Licensing discussed the importance of having complete records for all children in place prior to the child attending the community care facility.
Corrective action. A written response to be submitted to Licensing on how this contravention has been addressed.
19060 - CCLR s.57(1)(a)(b)(c) - STAFFING
A licensee must keep (a) in the case of employees, all records required under section 19 (1) [character and skill requirements] for the entire time that the subject of the records is an employee of the community care facility.
Observation. At the time of the inspection the Manager and a staff were unable to locate one full time staff's file.Therefore, Licensing was unable to review the following documents; - Criminal record check - immunization status - first aid - references - certificate validation -resume

Observation (CORRECTED DURING INSPECTION): Upon arrival Licensing observed two children from the group child care (under 36 months) in the group child care (30 months to school age) classroom. Licensing provided education on mixing of groups.
Corrective action. The Manager brought both children back into the group child care (under 36 months) classroom.

Observation. Upon a random review of four staff records, Licensing observed that only one character reference was obtained for two staff. Licensing discussed what would meet the intent of this legislation.

- EQUIPMENT AND FURNISHINGS
A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. Facility felt as though the GCC 3-5 room was too cold for nap time. The weather temperature outside the daycare is approximately -8 Celsius. Children were moved to the Infant Toddler room in order to allow the children to nap in a warmer location. The heat appears to be set at the maximum, however the outlet is not large enough to heat the room. There are old large windows at the front of the room, which are quite drafty and the room temperature appears to be around 18 Degrees Celsius. Discussion had with Licensee and staff about being proactive for the weather and ensuring that the space is comfortable for the children.
Corrective action. Licensee stated that they now intend on bringing in another heater for the room. LO reviewed heater safety with the staff. Further discussion had with staff about keeping the space warm.
11010 - CCLR s.13(1) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation. Attendance for the GCC 3-5 program has multiple days from January 8 to the current date where the children are not signed out of the daycare at the end of the day.
Corrective action. Attendance needs to be completed daily.
19090 - CCLR s.57(2)(c) - STAFFING
A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation. Two staff do not have site specific criminal record checks. One of those staff has attempted to apply for a site specific CRC but it has not worked. LO recommended that they get in contact with the CRC Board to find out why it is not working. Manager's CRC has not yet been obtained but has recently applied with the Registry.

Without limiting subsection (1), a licensee must ensure that (b) the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E.
Observation. -Within the infant toddler program, the second staff working at the facility at the time of inspection, was an ECEA. Manager stated that in the afternoon the second qualified staff who has their IT leaves the premises around 2PM for lunch. -Staff working within the GCC (30 mos-School Age) did not have a valid ECE Licence as they had applied for the Licence but have not yet physically received the Certificate.
Corrective action. Discussion had with Licensee about the requirements under Schedule E. Please provide a written response on how you will address this contravention on or before December 7, 2023
14030 - CCLR s.34(2)(b) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation. At the time of inspection, the following was noted: -Sign in and Sign out was incomplete on previous days (i.e. Nov 23/24) -Children have been attending one classroom but attendance did not reflect this. -One child was already signed out, indicating that they will be leaving at 5:10 even though they were still in care.
Corrective action. Discussion had about attendance. Reflection of what is happening in each room. A child needs to be signed in when they attend a room and then signed out when they are moved to another room and sign in to the new classroom.

Observation. Immunization status was not obtained for one or more employees.
Corrective action. Staff to provide an immunization declaration.

Corrective action. Please provide a written response to indicate how you will address the contravention noted above on or before December 7, 2023
12280 - CCLR s.34(4)(a) - STAFFING
A licensee must do all of the following: (a) employ at a community care facility only persons of good character who meet the standards for employees specified in the regulations.
Observation. One staff who was working at the facility did not have a file on site.
Corrective action. Discussed with Licensee the requirement to have a complete file on site prior to allowing staff to work.
12030 - CCALA s.7(1)(a) - STAFFING
A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation. Manager does not have a valid criminal record check from the Ministry.
Corrective action. Licensee stated that as they have recently moved to the province they were unable obtain the required CRC right away. Discussion had with the Licensee about the Manager not working alone until the required criminal record check is obtained.
