  • EQUIPMENT AND FURNISHINGS

    A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.

    Observation. -Shelves in 3 classrooms had chipped and scratched surfaces, with the porous wood material exposed. -Sticky residue with dust material were found on the floors, and on multiple shelving and cubby surfaces. -A potty seat in the bathroom was cracked with the soft foam material exposed where children sit. -Stools for washing hands, and some walls were observed to have build up of soil -The facility had dust build up in the corners and along the walls in the bathrooms and near the windows of 3 classrooms. -Floor trim in the daisy classroom was broken and stored behind a toilet in the bathroom, trim in the activity room was peeling away from the wall. -One floor tile was chipped on one corner, exposing the cement underneath, next to the drain in rose classroom

    Corrective action. The manager said the facility had discontinued the use of a janitor and had been getting quotes for a new janitor, and had the maintenance person at the facility reviewing items identified by licensing during the inspection.

  • EQUIPMENT AND FURNISHINGS

    A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child. Observation (CORRECTED DURING INSPECTION): Two bathroom sprays were stored on the counter accessible to children washing hands in the rose classroom. This was corrected by staff during the inspection.

  • HYGIENE AND COMMUNICABLE DISEASE

    A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene.

    Observation. -No sanitization was used in between changing diapers in the Apple classroom. When asked the staff said the bleach bottle was located in the kitchen which is used for both the bathroom and the kitchen sanitization. -A child in the Tulip classroom used the bathroom, washed their hands, and dried their hands on their pants, as the paper towel dispenser was located outside of the bathroom and out of reach of children. The rose classroom bathroom had no dispenser for paper towels and role of paper towel on the counter. -Two bathrooms had no toilet paper dispenser and no toilet paper accessible (the manager corrected this in one bathroom at the time of the inspection).

    Corrective action. The manager will address this and provide a written response.

  • STAFFING

    A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.

    Observation. Of 14 employee files 3 employees had no criminal record check obtained by the licensee.

    Corrective action. The manager submitted the crc application during the inspection, and will provide a plan for staff while they wait for the clearance to be completed.

  • A licensee must ensure that a child, while under the care or supervision of the licensee, is not subjected to any of the following: (b) confinement or physical restraint by an employee, except as authorized in a child care's plan if the care plan includes instructions respecting behavioural guidance.

    Observation. On a day in October, children were confined in highchairs for periods longer than one hour and the highchairs continued to be used throughout the day.

    Corrective action. The manager has removed most highchairs from the classroom and replaced them with chairs and tables, and had a staff meeting to review the staff guidance policies.

  • EQUIPMENT AND FURNISHINGS

    A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.

    Observation. Licensing observed: -One shelf had sticky residue along the front. -The bathroom in Daisy classroom had damage to the wall, and trim coming away from the wall exposing the material behind. -The playroom classroom had trim coming away from the wall exposing the material behind.

    Corrective action. The manager said she will consult with the licensee and provide a plan to address this contravention.

  • EQUIPMENT AND FURNISHINGS

    A licensee must supply equipment, furniture and supplies that are (a) of sturdy and safe construction, easy to clean and free from hazards. Observation (CORRECTED DURING INSPECTION): Licensing observed: -A playpen used for sleeping with a hole in the mesh enclosure. -Two change pads were cracked exposing the soft material underneath, preventing effective sanitization.

    Corrective action. The manager removed the playpen, and the change pads and will be purchasing new change pads today. There were sufficient change surfaces after the two change pads were removed.

  • EQUIPMENT AND FURNISHINGS

    A licensee must ensure that each piece of furniture or equipment for sleeping (b) is clean and comfortable.

    Observation. Bedding was stored in contact in 3 of the classrooms.

    Corrective action. The manager said they will be moving the bedding storage to the cubbies in baskets, and will provide a plan when they have completed the system change.

  • POLICIES AND PROCEDURES

    A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.

    Observation. All of the fire extinguishers with exception to two had not been serviced in more than a year.

    Corrective action. The manager said they will contact the company who services the fire extinguishers and have them address this.
