- EQUIPMENT AND FURNISHINGS
A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child. Observation (CORRECTED DURING INSPECTION): 3 storage cabinets located in two bathrooms had not been secured. One cabinet had a hot water tank and storage of building supplies, one cabinet had access to cleaning supplies, and one had access to plastic bags.
Corrective action. Licensee corrected this during the inspection after licensing identified the risk, and will consider and provide a written response with a system for ongoing compliance.
11200 - CCLR s.17 - OR SUPERVISION
Without limiting subsection (1), a licensee must ensure that (b) the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E.
Observation. During the inspection licensing observed there to be 13 infants in the GCC (under 36 month program) and only 1 Infant toddler educator, both groups were divided, however did not meet the Schedule E requirements for staffing. This was corrected during the inspection when a child went home.
Corrective action. Licensee will consider a plan and provide a written response.
14030 - CCLR s.34(2)(b) - POLICIES AND PROCEDURES
A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].
Observation. Licensing reviewed the emergency fire drills and found that on one month, the fire drill had not been documented. Licensee said the fire drill was completed, and had not recorded it.
Corrective action. Licensee will consider and establish a plan to ensure records of compliance with section 22 (2)(b) are kept.
13050 - CCLR s.56(1)(c) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation. Licensing reviewed 33 children's records and found that the emergency contact person was not included in the file for 10 children.
Corrective action. Licensee will consider and establish a plan to ensure children's records are complete.
19100 - CCLR s.57(2)(d) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility.
Observation. Licensing reviewed 33 files, of those 10 had the month and year, but not the day of enrolment
Corrective action. Licensee will consider and establish a plan to ensure children's records are complete.
19080 - CCLR s.57(2)(b) - RECORDS AND REPORTING
In respect of a record referred to in this Division, a licensee must (a) keep in a single place at the community care facility the records referred to in sections 56 to 58.
Observation. Licensing reviewed 10 employee files, of those two files were not available for review at the facility, however the licensee said the files were located at another facility.
Corrective action. Licensee will develop a plan to ensure files are available in a single location.
19320 - CCLR s.59(a) - STAFFING
A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)
Observation. One staff certificate had not been posted.
Corrective action. Licensee will consider and provide a plan to ensure all certificates are posted.
12140 - CCLR s.19(4)(a) - STAFFING
A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation. Licensing reviewed records for 10 employees of those 1 employee had an expired CRC, 1 employee had a CRC from another province, and 1 employee CRC was from another facility, 1 employees crc was not available for review at the facility. Licensee was able to show that they had submitted an application for a crc but had not yet received a clearance letter. One clearance arrived during the inspection.
Corrective action. The licensee will consider a plan and provide a written response to address this.
