- A licensee must ensure that each piece of furniture or equipment for sleeping (c) is appropriate for the size, age and development of the children intended to use it.
Observation. Staff were requiring a child to use equipment for sleeping (a weighted blanket) to induce sleep, without including this practice in their policies or receiving permission from parents.
Corrective action. The licensee must get permission from parents before using equipment such as weighted blankets on children at nap time.
11120 - CCLR s.15(2)(c) - A licensee must provide to children a comprehensive and coordinated program of indoor and outdoor activities that (c) complies with the program standards set out in Schedule G.
Observation. The facility was not allowing non-napper children to participate in alternative activities at nap time.
Corrective action. The licensee must provide alternative activities for non-napper children at nap time.
18030 - CCLR s.44(1)(c)

- MEDICATION
A licensee must ensure that a child's medication is not accessible to any child, except that a child may have access to his or her own medication if (a) the child's parent has instructed the licensee to permit this. Observation (CORRECTED DURING INSPECTION): Medication was accessible to children in care as not removed from their backpack on arrival. Cubbie area is accessible to children.
Corrective action. This was corrected at inspection and placed out of the reach of children.
16030 - CCLR s.53(2)(a) - MEDICATION
If a licensee has agreed with a parent to give a child any medication prescribed by a medical practitioner or provided by the parent, the licensee and his or her employees must ensure that the medication is (b) readily accessible to employees.
Observation. Medication was not readily accessible to employees as discussed with a staff. Medication remains in the fridge or in the facility when children are off site at the away play space.
Corrective action. Please ensure all medications are accessible to employees when supervising the children requiring emergency medication.
16020 - CCLR s.53(1)(b) - POLICIES AND PROCEDURES
A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].
Observation. Licensing reviewed records and observed the evacuation drill was not recorded.
Corrective action. Please ensure all drills are recorded once completed.
13050 - CCLR s.56(1)(c) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation. Licensing observed 18 children signed in to the program today yet 2 of them were attending a different program. Attendance records must be accurate in case of emergency. Further discussed with the manager who said it was due to short staffing and they forgot to sign them out.
Corrective action. Please ensure that all children in the program are signed in accurately at all times
19090 - CCLR s.57(2)(c) - STAFFING
A licensee must ensure that each employee (a) is trained in the implementation of the fire drill system and emergency plan described in subsection (1), including the use of any equipment noted in the fire drill system and emergency plan.
Observation. Licensing reviewed the evacuation processs with one staff who has been employed at the facility for some time, The staff was unaware of the evacuation drill and has never practiced it.
Corrective action. All staff must be trained in the emergency evacuation procedures. Please provide a corrective action plan to licensing

- OR SUPERVISION
Without limiting subsection (1), a licensee must ensure that (b) the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E.
Observation. Licensing observed that on arrival, staffing did not meet prescribed requirements. Further discussed with the Manager who will apply for an exemption to bring the facility back into compliance.
Corrective action. Please ensure staffing meets the requirements of Schedule E of the CCLR
14030 - CCLR s.34(2)(b) - STAFFING
A licensee must ensure that each employee (c) practices implementing the emergency plan at least once each year.
Observation. In discussion with the Manager, Licensing observed that the annual emergency vacuation has not been practiced. This was further discussed with the Manager as to the intent of the regulation.
Corrective action. Please ensure an annual drill is practiced by all staff which encompasses taking the emergency supplies to the secondary location listed in the facility policies.

Observation. 5 children's files reviewed one of five was missing the name and contact number for the medical practitioner.
Corrective action. please ensure children's records are complete with required documentation.

- EQUIPMENT AND FURNISHINGS
A licensee must supply equipment, furniture and supplies that are (b) located so as not to block or hamper an exit in the case of fire or other emergency.
Observation. At the time of this inspection items were stored in front of the door where emergency supplies are located.
Corrective action. Ensure the area where emergency supplies are located is kept clear to provide easy access, if needed.
11090 - CCLR s.15(1)(b) - MEDICATION
If a licensee has agreed with a parent to give a child any medication prescribed by a medical practitioner or provided by the parent, the licensee and his or her employees must ensure that the medication is (a) administered to the child in the amount and at the times specified by the child's parent or in the child's record or care plan.
Observation. A review of some of the medication administration forms did not indicate an area for staff to document the amount to be administered by staff.
Corrective action. Ensure information is documented regarding the amount of medication that staff have administered. Licensing provided a sample medication administration form.
16010 - CCLR s.53(1)(a) - RECORDS AND REPORTING
The licensee must (a) develop the care plan in consultation with a parent of the child requiring extra support and any person requested by the parent.
Observation. A random review of children's records was completed. It was noted that development of a formal care plan was pending for a child by an outside agency. As discussed, often there are wait lists by outside agency. As such, an interim care plan should be developed in consultation with the parent.
Corrective action. Ensure if needed interim care plans are developed in consultation with the parent(s)
