  • EQUIPMENT AND FURNISHINGS

    A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.

    Observation. The children's diaper cream, Lysol wipes, and a disinfectant spray were accessible to children in the infant-toddler bathroom.

    Corrective action. Manager said they will move the items out of reach of children.

    Observation. Infant-toddler nap mats with the bedding on are stacked on top of each other in a pile, risking cross-contamination.

    Corrective action. Please ensure that bedsheets are stored separately.

    Observation. One staff working in the toddler program did not have evidence of IT Certificate from the BC ECE Registry present. LO reviewed staffing ratios with the staff and options for staffing exemptions to be submitted.

    Corrective action. Ensure the correct ratio of employees to children outlined in Schedule E are in place at all times.

  • LICENSING

    A licensee must display in a prominent place in the community care facility the certificate, or a copy of the certificate, of any educator or assistant employed to work in the community care facility.

    Observation. One qualified staff working in the program did not have their certificate posted in the facility. The LO reviewed this with the Licensee during the inspection.

    Corrective action. Ensure all qualified educators have their certificates displayed in a prominent place in the facility.

    Without limiting subsection (1), a licensee must ensure that (a) children attending a community care facility are divided into groups, with each group having no more children than that permitted in Schedule E.

    Observation. The Licensing Officer (LO) reviewed the attendance and it was noted that children three years of age are regularly attending the toddler program without retention applications or approvals in place. The LO reviewed this and the process for submitting retention applications with the Licensee during the inspection.

    Corrective action. Ensure each program has no more children attending than that permitted in Schedule E of the CCLR's.

    Observation. The fire drill records were reviewed during the inspection. Two recent months were not recorded as successfully being practiced. LO reviewed this item with the staff and Licensee during the inspection.

    Corrective action. Ensure fire drills are practiced and recorded once each month.

    Observation. Seven children's files were reviewed and one file did not have evidence of a Doctor name of phone number. LO reviewed the requirement with the staff during the inspection.

    Corrective action. Ensure children's files are complete including the name and contact details for a medical practitioner.

    Observation. Five staff files were reviewed. One staff working in the program on the day of the inspection had a CRC from another facility. LO reviewed the requirement to have facility specific CRC's with the staff during the inspection.

    Corrective action. Ensure all staff files are complete including CRC's that are facility specific.

    A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the licensee using a system established and maintained by the director of the early childhood educator registry, Observation (CORRECTED DURING INSPECTION): Five staff files were reviewed and one staff did not have evidence of validation of the ECE certificate. Staff corrected this during the inspection.

    Corrective action. Ensure staff files are complete including validating ECE certificates through the ECE Registry.
