• OR SUPERVISION

  Without limiting subsection (1), a licensee must ensure that (a) children attending a community care facility are divided into groups, with each group having no more children than that permitted in Schedule E. Observation (CORRECTED DURING INSPECTION): Licensing observed upon arrival that there were 9 children present with a staff certified as an ECE/IT. Towards the middle of the inspection, one child was picked up and 8 children remained in care (ratio/maximum capacity met) with a staff and the facility manager present.

  Corrective action. This facility (Multi-Age) has a maximum capacity of 8 children only. Ensure that the correct number of children (no more than 8) is met at all times as specified on Schedule E.

• EQUIPMENT AND FURNISHINGS

  A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.

  Observation. Licensing observed a board leaning and peeling at the outdoor play space.

  Corrective action. The facility manager said that children used to play with this item, but due to the condition of it, the facility is planning to discard this item. Ensure a healthy and safe environment at all times.

  A licensee must keep, for each child, a record showing the following information: (i) a photograph or digital image of the child, and other information that can be used to readily identify the child in an emergency. Observation (CORRECTED DURING INSPECTION): CCFL reviewed all children's files & found that 1 lacked a photo.

  A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure. Observation (CORRECTED DURING INSPECTION): 1 present child wasn't accounted for. Another present child was signed in; however, her arrival time wasn't documented.

  A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.

  Observation. All employee documentation was reviewed. An employee lacked evidence of 3 character references.

  Corrective action. All requirements of CCLR 19 (Character & skill requirements) must be obtained by employees' 1st day of employment.

  Corrective action. All requirements of CCLR 19 (Character & skill requirements) must be obtained by employees' 1st day of employment.

  A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the licensee using a system established and maintained by the director of the early childhood educator registry, Observation (CORRECTED DURING INSPECTION): All employee documentation was reviewed. An employee's ECEA certificate wasn't verified.

  Immediately after a person who was the subject of a character reference is no longer employed by or ordinarily present at the community care facility, a licensee must return all character references to the person, or destroy the character references. Observation (CORRECTED DURING INSPECTION): All employee documentation was reviewed. A former employee's references remained in her file.

• POLICIES AND PROCEDURES

  A licensee must have all of the following: (a) emergency exits and a fire drill system approved by a local assistant within the meaning of the Fire Services Act.

  Observation. The fire extinguisher required servicing by 31/Dec/2019.

  Corrective action. The fire extinguisher must be serviced by the date specified on the service tag.
