  • EQUIPMENT AND FURNISHINGS

    A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.

    Observation. Licensing observed the following that are accessible to children in care; - one jar and one tube of diaper rash cream on the bathroom windowsill - bleach and water bottle on a shelf in the room the children were eating and then doing an activity - a child's prescribed medication in the child's cubby

    Corrective action. A corrective action plan to be submitted to Licensing on how this contravention has been addressed.

  • EQUIPMENT AND FURNISHINGS

    A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.

    Observation. Licensing observed the following; - a plastic toy that is climbable and against the wooden low fence in the outdoor play area. Potential for a child to climb up on it and fall over the fence into the neighbouring yard. - a tall bulletin board against the fireplace in the nap/play area. Potential to fall on a child and injure them - three outlet plugs without covers

    Corrective action. A corrective action plan to be submitted to Licensing on how this contravention has been addressed.

  • EQUIPMENT AND FURNISHINGS

    A licensee must supply equipment, furniture and supplies that are (a) of sturdy and safe construction, easy to clean and free from hazards.

    Observation. Licensing observed two tall shelves in the nap area that are not secured.

  • LICENSING

    A licensee must display in a prominent place in the community care facility the certificate, or a copy of the certificate, of any educator or assistant employed to work in the community care facility.

    Observation. Licensing observed a staff working at the community care facility however, their certificate was not posted anywhere within the facility. Licensing had a discussion with the Manager on ensuring that all staff working at the facility have their certificate or a copy of their certificate posted in a prominent place.

    Corrective action. A corrective action plan to be submitted to Licensing on how this contravention has been addressed.

  • NUTRITION AND FOOD SERVICES

    A licensee must ensure that children are not (c) left unsupervised while consuming food or drink.

    Observation. Licensing observed the ECEA staff leave the children alone a couple of times while they were eating. Licensing had to inform the staff to come back to where the children were eating and to ensure that they are supervised at all times while children are eating and drinking. Licensing reviewed supervision while children are eating and drinking with the Manager.

    Corrective action. A corrective action plan to be submitted to Licensing on how this contravention has been addressed.

  • OR SUPERVISION

    Without limiting subsection (1), a licensee must ensure that (b) the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E.

    Observation. Upon arrival Licensing observed that an early childhood educator assistant (ECEA) was working alone with the children. Upon a discussion with the staff and Manager Licensing confirmed that the ECEA works every Wednesdays for a few hours alone. The requirement for the service type being provided requires to have an ECE at the facility at all times. Licensing showed and reviewed Schedule E with the Manager and discussed the importance of always ensuring that the staff to child ratio is maintained at all times.

    A licensee must keep current records of each of the following: (d) written policies and procedures that are intended to guide employees in the care and supervision of children.

    Observation. Licensing observed that the policy regarding abuse was missing important information on how to guide staff on the process for reporting allegations of abuse. Licensing provided education on the accurate agencies to notify if there a disclosure of abuse.

    In respect of a record referred to in this Division, a licensee must (a) keep in a single place at the community care facility the records referred to in sections 56 to 58.

    Observation. Licensing was unable to review the screen time and active play policy as the Manager said that they had it developed it but was not available at the facility. Licensing discussed that the Manager needs to ensure that all facility records (children's, staff and policies) should be in one place at the community care facility for Licensing and staff to review.

  • RECORDS AND REPORTING

    A licensee must keep, for each child requiring extra support, a current care plan showing the following information: (a) the diagnoses relevant to the child's requirement for extra support, as made by health care professionals.

    Observation. Licensing observed a child that requires a care plan however, there is no care plan available for a child requiring extra support. Licensing discussed with the Manager when a care plan is required and what to include in the care plans.

    Corrective action. A corrective action plan to be submitted to Licensing on how this contravention has been addressed.

  • RECORDS AND REPORTING

    A licensee must keep, for each child, a record showing the following information: (f) any medication administered to the child, including the amount and the time at which the medication was administered.

    Observation. Licensing observed that there is a child who requires to have prescribed medication cream administered. The Manager has administered the medication on the child however, there was no record of the amount and time the medication was administered. Licensing discussed with the Manager the importance of ensuring that the medication forms are completed anytime medication is administered to the child and provided clarification that this is for all medication and not only for oral medication administered.

    Corrective action. A corrective action plan to be submitted to Licensing on how this contravention has been addressed.

  • STAFFING

    A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.

    Observation. Upon a review of three staff records, Licensing observed that immunization status was not obtained for one staff.

    Observation. Upon a random review of three staff records, Licensing observed that one staff's certificate has not been validated through the early childhood educator (ECE) registry.

    Observation. There is a long piece of wood nailed to the fence in the outdoor play space at an angle. This piece of wood could cause injury to a child because of the height and angle that it is. This was identified at the last inspection as well.

    A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.

    Observation. The following was observed outside in the backyard: -side gate latch does not secure the gate closed -large metal piece leaning against the side of the house -small block of wood at the base of the swing set frame is not smooth -piece of wood that is secured to the fence and the wood frame around the playground at an angle at child's height -green string hanging from one fence panel and climber -two pieces of wood missing from the fence on the side and towards the front of the house

    Corrective action. Please ensure all of the above are addressed to prevent injury to children and staff
