  • RECORDS AND REPORTING

    In respect of a record referred to in this Division, a licensee must (a) keep in a single place at the community care facility the records referred to in sections 56 to 58. Observation (CORRECTED DURING INSPECTION): Children's records were not on-site. Partway through the inspection, the Licensee arrived with the children's records.

    Corrective action. The facility will ensure that children's records are on-site.

  • EQUIPMENT AND FURNISHINGS

    A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees. Observation (CORRECTED DURING INSPECTION): One child was eating whole grapes which presented as a choking hazard. Upon notifying the staff, the grapes were cut in half.

    Corrective action. The facility will ensure that foods that present a potential choking hazard, such as grapes, cherry tomatoes, sausages, will be cut into appropriate sizes for this age group.

  • LICENSING

    A licensee must display in a prominent place in the community care facility the certificate, or a copy of the certificate, of any educator or assistant employed to work in the community care facility.

    Observation. Staff certificates were not posted. Only the manager's certificate was posted.

    Corrective action. The facility will post staff's certificate in a prominent place.

  • OR SUPERVISION

    Without limiting subsection (1), a licensee must ensure that (b) the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E.

    Observation. Staff to child ratio was not maintained with an IT and ECEA working. As per the Licensee contact, the ECEA staff has completed her ECE education and is in the process of applying for this certification. Licensing and the Licensee contact discussed exemptions.

    Corrective action. The Licensee contact will apply for an exemption request for this ECEA staff.

  • POLICIES AND PROCEDURES

    A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.

    Observation. There are insufficient emergency supplies, including water and food supply, to sustain the whole program for at least 72 hours. There is only enough food and water supply for staff.

    Corrective action. The facility will obtain more emergency supplies, including water and food supply, for the program.

    A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.

    Observation. For multiple days, children's absences were not recorded.

    Corrective action. The facility will ensure that children's arrivals, departures, and absences are recorded daily.

    A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.

    Observation. Three children without appropriate emergency contacts with one child without a contact listed and two children with parents listed as contacts.

    Corrective action. The facility will follow up with the families to obtain emergency contacts that are neither parents/guardians.

  • STAFFING

    A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.

    Observation. One staff with a criminal record check addressed to another facility and one staff without a criminal record check. .

    Corrective action. As per the Licensee contact, she has applied to have the criminal record check shared with her facility and has applied for a criminal record check for the other staff. The Licensee contact awaits the results. In the meantine, the staff without a criminal record check will not be left alone with children.
