    A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.

    Observation. The fridge temperature in each of the Group Child Care (30 months to school age ) programs is above 4c.

    Corrective action. To ensure safe food storage the assistant manger will ensure fridge temperatures are between 0-4c.

    Observation. One toilet in Toddler 3 class does not flush and is currently not being used.

    Corrective action. The assistant manager will ensure that the toilet repairs are made so that the toilet can be used.

    Observation. Children experienced restricted movement and limited autonomy remaining seated for extended periods of time with minimal access to independent activities. Children's attempts to leave the table were met with physical restraint, including inappropriate handling by staff.

    Observation. LO observed and discussed the following with the Manager: - Cleaning supplies located under the sinks in Toddler and MA rooms were unlocked and accessible to the children; some of these cleaning supplies were stored together with the babies' diapers - One of the bathroom stall is used as a storage; few pieces of drywall boards, a vacuum and step stool were stored within the stall and accessible to the children

    Corrective action. Ensure that a healthy and safe environment is provided at all times while children are in care.

LO observed in various classrooms and discussed the following with the Manager: - air freshener and bleach bottles stored on top of washroom sinks were accessible to the children - children's napping mats with their beddings were stacked on top of each other - 3 diapering mats were ripped; this does not allow proper cleaning after each use

    Observation. In 1 of the GCC (< 36 months) programs, an ITE & an RA (who explained that she is awaiting her ECEA certificate) were caring for 8 children.

    Corrective action. The minimum employee to children ratio must be maintained @ all times: • 1 ITE : ≤ 4 children • 1 ITE & 1 ECE : 5-8 children • 1 ITE, 1 ECE, & 1 ECEA : 9-12 children

    Observation. CCFL reviewed 18 children's records & found that 1 lacked his immunization status.

    Observation. CCFL reviewed all employees' records & found that 1 had 1 reference instead of ≥ 2.

    Corrective action. All requirements of s. 19(1) are required by employees' 1st day of employment.

    Observation. CCFL reviewed all employees' records & found that: - 1 requires a CRC share - 2 have CRCs from the RCMP - 2 lack CRCs

    Corrective action. Current CRCs from the BC Ministry of Justice's Criminal Records Review Program (addressed to the licensee) are required. In the meantime, these employees cannot work alone w/ children or assist w/ diapering/toileting.

    A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry.     Observation. CCFL reviewed all employees' records & found that 1 lacked evidence of certificate validation.

    Corrective action. Certificates must be verified ( https://earlychildhoodeducator.gov.bc.ca/Public/CertAndRenewal/Certificate_Validation.aspx or 1.888.338.6622) upon hire & every renewal.
