- EQUIPMENT AND FURNISHINGS
A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. The following items were observed and reviewed with the manager at the time of the inspection; - medication accessible to children in care - pet supplies/equipment accessible to children in care - the emergency evacuation route travels through an area where a swimming pool is located and not fenced off - fridge thermometer broken - fire extinguisher has expired - alcohol storage accessible to children
Corrective action. Ensure a healthy and safe environment is provided at all times.
11010 - CCLR s.13(1) - LICENSING
A licensee must do all of the following: (b) operate the community care facility in a manner that will promote (i) the health, safety and dignity of persons in care,
Observation. Eight children were observed in care at the time of the inspection exceeding the maximum capacity of 7 children. The LO reviewed this requirement with the manager in depth.
Corrective action. Ensure the facility operates in a manner that promotes health, safety and dignity which includes not exceeding the maximum capacity.
10120 - CCALA s.7(1)(b)(i) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation. Attendance records reviewed were not accurate at the time of the inspection and on a few other dates reviewed.
Corrective action. Ensure accurate attendance records are maintained included arrival and departure times.
19090 - CCLR s.57(2)(c) - STAFFING
A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)
Observation. Two qualified educators have not had their ECEA certificates validated through the ECE Registry. The LO reviewed this requirement at the time of the inspection.
Corrective action. Ensure all staff files are complete including ECE validation.
12140 - CCLR s.19(4)(a) - STAFFING
A licensee must keep (b) in any other case, all criminal record check results and character references for the entire time that the subject of the criminal record check or character reference is ordinarily present on the premises.
Observation. One adult living at the premise did not have a renewed CRC available for review at the time of the inspection.
Corrective action. Ensure all individuals residing at the premise have valid CRC results on site.

- EQUIPMENT AND FURNISHINGS
A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. The following items were identified at the time of the inspection that the LO's reviewed in depth with the Licensee. Outdoor area; - garbage and debris accessible - standing water accessible - hand shovel accessible - damaged landscaping foliage accessible - toys and equipment showing significant wear and tear and in need of cleaning Indoor area; - dust, accumulated pet hair throughout - significant clutter and toys posing a tripping hazard assessable - medication stored on the counter accessible - food preparation area not clean or suitable - food debris in the kitchen and playroom area accessible - some hazardous products assessable and stored posing a hazard - fire extinguisher not secured to the wall posing a hazard - secondary fire exit reviewed as a potential hazard due to the stability of the stairs and access to pets LO's reviewed maintenance practices as a possible support practices for these items at the time of the inspection.
Corrective action. Ensure a healthy and safe environment is provided at all times.
11010 - CCLR s.13(1) - NUTRITION AND FOOD SERVICES
A licensee must (b) promote healthy eating and nutritional habits.
Observation. Children's food is stored in a new fridge in the program. No fridge thermometer was present at the time of the inspection supporting effect storage practices.
Corrective action. Ensure healthy food storage is maintained.
17020 - CCLR s.48(1)(b) - RECORDS AND REPORTING
The licensee must (a) develop the care plan in consultation with a parent of the child requiring extra support and any person requested by the parent.
Observation. Care plan's not in place or developed in consultation with the parent or any person requested by the parent for a few children enrolled in the program. The LO's reviewed this requirement in depth at the time of the inspection.
Corrective action. Ensure a care plan is in place for all children requiring one in consultation with a parent or any person requested by the parent.
19250 - CCLR s.58(2)(a) - STAFFING
A licensee must ensure that each employee (b) practices implementing the fire drill system at least once each month.
Observation. Fire drill practices and records were reviewed and November and December were missed.
Corrective action. Ensure fire drill practices and records are completed monthly.
12190 - CCLR s.22(2)(b) - STAFFING
A licensee must keep current records of each of the following: (b) for each employee, the records required under section 19 (1) [character and skill requirements].
Observation. Two staff the Licensee explained support the program did not have staffing files at the facility. The LO's reviewed the requirement for all staff to have up-to-date staffing files on site that include all items outlined in the legislation.
Corrective action. Ensure all employees have complete staff files available.

- EQUIPMENT AND FURNISHINGS
A licensee must supply equipment, furniture and supplies that are (a) of sturdy and safe construction, easy to clean and free from hazards.
Observation. At the time of the inspection equipment, furniture and supplies were observed on the floor and un-safely repositioned in the main activity area posing a risk to the children playing in the area. The LO reviewed this item in depth with the Licensee and recommended re-arranging furniture and equipment when children are not present.
Corrective action. Ensure equipment, furniture and supplies are sturdy, safely constructed, easy to clean and free from hazards.
11080 - CCLR s.15(1)(a) - OR SUPERVISION
A licensee must do all of the following: (b) operate the community care facility in a manner that will promote (i) the health, safety and dignity of persons in care,
Observation. There were 8 children in attendance which exceeded the maximum group size of 7 children. Additionally, of the 8 children in attendance 7 children were younger than 48 months old which exceeds the maximum permitted of 4. The attendance records additionally recorded 9 children in attendance on September 25th and 26th which exceeds the maximum group size. The LO reviewed in depth this attendance at the time of the inspection.
Corrective action. Ensure the group size and age requirements meet the guidelines outlined in Schedule E of the CCLR's.

- EQUIPMENT AND FURNISHINGS
A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. Licensing observed an unsecured, suspended electrical cord within children's reach in the main activity area. In addition, two unsecured electrical cords were observed in the children's nap room. Unsecured cords can pose a risk of entanglement.
Corrective action. The Licensee will ensure all cords are completely inaccessible to children or secured.
11010 - CCLR s.13(1) - EQUIPMENT AND FURNISHINGS
A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. Licensing observed areas of accumulated pet hair throughout the facility; and areas of flooring that were visibly soiled in the kitchen and bathroom.
Corrective action. The Licensee has a plan to increase sweeping and mopping.
11020 - CCLR s.13(2) - POLICIES AND PROCEDURES
A licensee must ensure that the policies and procedures referred to in subsection (1) are implemented by employees. Observation (CORRECTED DURING INSPECTION): The Licensee's screen use policy states that children will not have any screen time while in care; however, Licensing observed a child using a hand held screen and another child was watching the tv with a live security recording of the road/outdoor space.
Corrective action. The Licensee turned off the tv monitor and redirected children away from screen use during the inspection. The Licensee confirmed that she will implement her screen use policy in future.
13071 - CCLR s.56(2) - POLICIES AND PROCEDURES
A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].
Observation. The last recorded fire drill was in May 2024. The Licensee explained that monthly fire drills have been practised each month since then, but not recorded.
Corrective action. The Licensee will ensure to keep a record of all fire drills.

- EQUIPMENT AND FURNISHINGS
A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. Licensing observed the following: - A large plastic container of drinking water for three large dogs is on the floor of the kitchen, accessible to children - Soft dog toys and a chew toy on the floor in the children’s play space– licensee explained that children sometimes play with the soft dog toys. The licensee removed all of these items from children's reach during the inspection. - The diapering change table does not have a cover/padding. The size of the diapering change table would comfortably accomodate an infant; however, the size is not appropriate for the age of children in care - A Christmas tree was placed on a small, low table which prevented children from reaching the ornaments on the tree; however, the tree was large and not secured and could pose a risk if it were to fall The Licensee explained that the backyard, which is indicated on the site plans as the children’s play area, is no longer being accessed by children due to the following: - gaps between railings on the deck - deck stairs to yard are not structurally sound - unfilled pool - 3-4 dogs using the space The Licensee is now using the enclosed front yard for the children to play. Licensing observed the following hazards: -String lights attached to the fencing in the outdoor area; potentially accessible to children, with unsecured sections large enough to pose a potential risk of entanglement -Outdoor fenced area is located on the corner of a busy road and the fencing; measured to be 3ft 10 inches, is climbable
11010 - CCLR s.13(1) - EQUIPMENT AND FURNISHINGS
A licensee providing a care program to any child younger than 36 months of age must provide a separate sleeping area located away from any activity area.
Observation. The licensee explained that children are not currently accessing the bedroom identified on the floor plans as a nap room as it is being used for storage. The licensee said that the room currently contains unsecured cords and shelving over 5ft tall that is not secured. The licensee confirmed that any hazards in the room will be addressed, following which it will be used for children to nap.
Corrective action. Ensure to provide a separate sleeping area that is safe and accessible at all times while children are in care.
11130 - CCLR s.15(3) - EQUIPMENT AND FURNISHINGS
A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. The following was observed: - The tap in the bathtub does not turn off, running a stream of water into the drain; licensee explained that the tap needs repair - Three dogs and three cats live in the home; Licensing observed pet hair throughout the facility on floors and furniture, accumulating in corners and in a flooring gap near the top of the stairs - Some areas on the kitchen walls and cabinets appear to be soiled; some damage observed on the wall in the hallway exposing drywall - Small Carpets with visible pet hair are taped together under the tables where children eat; carpets and tape are not easy to clean as they are not wipeable
Corrective action. Ensure that the community care facilty and the furniture, equipment and fixutes within it are clean and in good repair

- EQUIPMENT AND FURNISHINGS
A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. Licensing observed the following: - The nap room window is located on a second floor and was slightly opened. A window guard was not in place to ensure that it could not be opened wide enough for a child to climb out. - Unsecured electrical cords on and suspended above the side table next to the couch in the front room with several cords plugged into an electrical outlet on the side table. - An unsecured cord on a white noise device on the floor of the nap room. - A computer cord suspended from a device next to the couch in the front room - An extension cord plugged into an outlet on the side of the exterior of the house; with one outlet uncovered within the children's outdoor play space - Cords that are attached to the side of the exterior of the house that are not secured and at children's height - a large tv in the front room which is not secured and could pose a hazard if it were to fall - an uncovered garbage bin located in the kitchen near where children were eating, which was full and accessible to children
Corrective action. The corrected the following during the inspection: - removed all unsecured cords within children's reach in the front room - replaced the window guard in the nap room to ensure that it cannot be opened further - removed the white noise device from children's reach in the nap room Ensure that a healthy and safe environment is provided at all times.
11010 - CCLR s.13(1) - EQUIPMENT AND FURNISHINGS
A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. Areas of the facility were not clean, including: walls and floors throughout, exterior of fridge, a play pen used for napping and the change table and pad. An area on the wall has exposed drywall which is porous and does not allow for cleaning.
Corrective action. Ensure that the facility is clean and in good repair.
11020 - CCLR s.13(2) - EQUIPMENT AND FURNISHINGS
A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation. Cleaning supplies were observed in an unlatched cupboard in the kitchen and personal toiletries, including items such as listerine and razors were observed in an unlatched cabinet and open shelving in the bathroom. These items were potentially within the reach of children and could pose a hazard.
Corrective action. Ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
11200 - CCLR s.17 - POLICIES AND PROCEDURES
A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment]. Observation (CORRECTED DURING INSPECTION): The Licensee said that the monthly fire drills have been practiced, along with the an annual emergency drill; however, these have not been recorded. The last recorded fire drill was June 2022.
Corrective action. The licensee corrected this during the inspection, creating a record of compliance for both fire and emergency drills

A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility. Observation (CORRECTED DURING INSPECTION): Of the 6 children's records reviewed, 2 did not include a date of enrolment in the facility.
Corrective action. Licensee corrected during the inspection, adding missing dates of enrolment.

A licensee must ensure that any heated water accessible to children is heated to no more than 49° Celsius.
Observation. During inspection the water in the bathroom where children wash hands was measured at 62 degrees celsius. The Manager has expressed that it will be monitored and adjusted to ensure the safety of children in care.
Corrective action. Please ensure that any heated water accessible to children is heated to no more than 49 degrees celsius.
