A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. The following was observed at the time of the inspection and review with the Licensee; - smoke detector not operational in the nap room - blind cords accessible in the nap room - fridge used to store children's lunch kits requires cleaning - cleaning and sanitizing of eating surfaces not effective - diaper change table mat requires cleaning
Corrective action. Ensure a healthy and safe environment is provided at all times.
11010 - CCLR s.13(1) - EQUIPMENT AND FURNISHINGS
A licensee must ensure that each piece of furniture or equipment for sleeping (c) is appropriate for the size, age and development of the children intended to use it.
Observation. Sleeping equipment observed being used not age appropriately or according to the manufactures instructions.
Corrective action. Ensure equipment used for sleeping is appropriate for the age and development of the children using it and also according to the manufacturers instructions.
11120 - CCLR s.15(2)(c) - LICENSING
A licensee must display in a prominent place in the community care facility the certificate, or a copy of the certificate, of any educator or assistant employed to work in the community care facility.
Observation. One staff working in the program did not have their certificate displayed.
Corrective action. Ensure all qualified staff have their certificates displayed in a prominent place.
10070 - CCLR s.11(4) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation. Attendance documents not accurate at the time of the inspection.
Corrective action. Ensure attendance records are accurate at all times including present, absent and time of arrival and departure.
19090 - CCLR s.57(2)(c) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation. Three children's files were reviewed and one child did not have gender identified or immunization status.
Corrective action. Ensure all children's registration forms are complete including gender and immunization status.
19070 - CCLR s.57(2)(a) - RECORDS AND REPORTING
In respect of a record referred to in this Division, a licensee must (a) keep in a single place at the community care facility the records referred to in sections 56 to 58.
Observation. Child in care did not have a registration form complete or on site at the time of the inspection.
Corrective action. Ensure all children's registration forms are complete and on site for children in care.
19320 - CCLR s.59(a) - RECORDS AND REPORTING
A licensee must keep, for each child requiring extra support, a current care plan showing the following information: (b) the courses of action recommended by health care professionals to address the needs of the child requiring extra support.
Observation. A child in care with an allergy does not have a care plan in place showing source of action required.
Corrective action. Ensure care plans are in place to support children that require extra support outlining the course of action required.
19220 - CCLR s.58(1)(b) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation. Three children's files were reviewed and two children did not have emergency contacts available.
Corrective action. Ensure all registration forms are complete including emergency contacts.
19100 - CCLR s.57(2)(d) - STAFFING
The licensee must not permit a person over the age of 12 to be ordinarily present on the premises of a community care facility while children are present, unless the person is of good character and the licensee has obtained a criminal record check for that person.
Observation. A criminal record check for a person over the age of 12 who is ordinarily present is not available.
Corrective action. Ensure all individuals over 12 years who are on site have CRC's completed and on site.
12160 - CCLR s.20(1) - STAFFING
A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation. Criminal Record Check on file is not site specific.
Corrective action. Ensure all staff files are complete including site specific CRC's.
12040 - CCLR s.19(1)(a) - STAFFING
A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.
Observation. Immunization status was not obtained for one or more employees.
Corrective action. Ensure all staff files are complete including Immunization Status.

A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. The following items were observed at the time of the inspection; - fridge thermometer not available for safe storage of perishable food items - the resilient surfacing under the swing set not sufficient in the event of a fall - wear, tear and damaged walls within the facility - damaged blind with cords accessible to the children in care - tarp exposed on the outdoor play area posses a risk of tripping hazard The LO reviewed all of these items with the Licensee in depth.
Corrective action. Ensure a healthy and safe environment is provided at all times.
11010 - CCLR s.13(1) - NUTRITION AND FOOD SERVICES
A licensee must (b) promote healthy eating and nutritional habits.
Observation. Storage of children's lunch kits was observed at the time of the inspection as a potential risk due to the lack of refrigeration.
Corrective action. Ensure health eating habits are encouraged including effective storage of perishable food items.
17020 - CCLR s.48(1)(b) - POLICIES AND PROCEDURES
A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation. Fire Extinguisher has not been serviced annually
Corrective action. Ensure the program can respond and recover from any emergency with effective equipment.

A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation. Five children's files were reviewed and one child did not have evidence of medical practitioner and emergency contact available.
Corrective action. Ensure children's files are complete including Dr's name and contact details and emergency contact details.

A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation. -A container of paint and a bottle of detergent in a closet with a broken lock, accessible to children in care. -A bottle of dish soap accessible in an unlocked cupboard, accessible to children. -Spaces around cribs are being for storage and at time of inspection, a plastic rain cover was stored next to the crib while the crib was occupied by a child. This is a repeat contravention.
Corrective action. Ensure that children do not have access to any object or substance that may be hazardous health and safety.

Observation. The facility, staff and children were not equipped to engage in daily, consistent outdoor play.
Corrective action. Ensure daily outdoor play time is provided to each child unless weather conditions make it unreasonable to do so.

Observation. -2 children sleeping on vinyl mats with no sheets. -One child sleeping on a fabric mattress with no sheet. The mattress had visible stains on it.
Corrective action. Ensure that each piece of furniture or equipment used for sleeping is clean and comfortable.

A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. -Staff belongings were accessible to children in care. -Areas around 2 cribs used for storage - railing of the cribs covered with items stored some leaning over the cribs. -An electrical cord dangling over a sleeping child posing a strangulation hazard.
Corrective action. Ensure that a healthy and safe environment is provided at all times.

A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. -Some chipping paint throughout the facility. - Missing transition strip between main play space an kitchen is causing a tripping hazard.
Corrective action. Ensure the CCF is clean and in good repair.
11020 - CCLR s.13(2) - PROGRAM

Observation. The staff member on site said that a near by park is used for outdoor play and they use the park when it is not raining and that outdoor play is not provided on a daily basis.
Corrective action. Ensure outdoor play opportunity is provided everyday unless the weather conditions make it unreasonable.

A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. At the inspection the Manager pointed out that the gutters around the house was falling/hanging loose which poses a risk to the children and parents coming and going. The water is penetrating the windows and roof from the broken gutters, the Manager had someone temporarily secure the gutters and acknowledges that it is in need of repairs and is obtaining estimates.
Corrective action. Please ensure that a safe environment is provided to children while in care.

Observation. There were 2 ECE and one ECEA staff including the manager employed to work with the children. However, none of the staff certificates were posted in the facility.
Corrective action. Ensure that copies of staff certificates are prominently displayed in the facility.

A licensee must have all of the following: (a) emergency exits and a fire drill system approved by a local assistant within the meaning of the Fire Services Act.
Observation. Licensing observed that fire extinguisher purchase date is March 2, 2020 and it is over due for safety inspection.
Corrective action. Ensure that fire drill system is approved within the meaning of the Fire Services Act.
