  • EQUIPMENT AND FURNISHINGS

    A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.

    Observation. Licensing observed rodent feces in the following places in the facility: - in the kitchen under the sink, in the 'pipe cover' cupboard, in all of the lower pull out cupboards where small appliances like the toasters and some food is stored, and in the lower storage area where a bin with bread is stored. - in the Infant room between the area where the broom is kept and the garbage can. (This is a repeat contravention) Licensing observed: - a lower cabinet in the Toddler room containing staff's personal bags had a broken child lock, leaving the contents of staff's personal bags accessible to the children. - plug covers missing from 3 separate plugs in the Sr. 30 months to School Age Care room.

    Corrective action. Manager said the facility has been working with a pest control company for a number of months but there is still evidence of rodent activity as Licensing observed rodent feces in the kitchen and one classroom. Manager also stated that the pest control technician said remediation needs to go beyond just setting traps and deal with were the rodents are getting into the building. Licensee will provide a written response regarding the next steps that will be taken.

  • EQUIPMENT AND FURNISHINGS

    A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.

    Observation. Licensing observed: - visibly soiled carpets in the Infant room and in the Toddler room. (This is a repeat contravention) - a water table in the Jr. 30 month to School Age room with dirty water in it that had been used for sensory play. Staff said the water had been in the table for more than a week.

    Corrective action. Manager said the water will be removed and staff will be directed to empty the water table after each use.

    A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].

    Observation. Manager stated monthly fire drills and annual emergency drills are practiced, however, it was noted that a monthly fire drill for the month of February 2025 and the annual emergency drill had not been recorded.

    Observation. While inspecting the 30 Month to School Age outdoor play space, Licensing observed some climbing toys and three Little Tike riding cars but no other toys were present. During a discussion with the manager, Licensing was shown a small basket with toys that she said staff can take outside for the children, but the staff usually choose not to take the basket outside. (This is a repeat contravention)

    Observation. Licensing found evidence of rodent feces in the kitchen and in 2 classrooms. Additionally, one staff observed a rodent in each classroom this week.

    Corrective action. While the licensee has taken steps to control the rodent population, these steps have not been successful. Therefore, a written response is required from the licensee indicating how they will address this contravention.

  • EQUIPMENT AND FURNISHINGS

    A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.

    Observation. Licensing observed: - a rocking chair with ripped fabric, and what appeared to be soiled marks on the arm rests. -A play kitchen set with a door removed, leaving a hinge with sharp edges accessible to children. -Bench cushion in one room which appeard to be soiled. -The change pad in one GCC(under 30m) classroom with tears. The manager said this is not being used by the clasroom, and will be removed. -Chipped floor strip in one classroom exposing the underflooring, and preventing sanitization

    Corrective action. The manager said they will be correcting all identified items today and will provide written response.

  • MEDICATION

    If a licensee has agreed with a parent to give a child any medication prescribed by a medical practitioner or provided by the parent, the licensee and his or her employees must ensure that the medication is (a) administered to the child in the amount and at the times specified by the child's parent or in the child's record or care plan.

    Observation. Medication for one child was expired in 2022, and no medical administration form was available for the medication.

    Corrective action. The manager believes this medication is no longer needed, and will correct this today.

    A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.

    Observation. Licensing reviewed 12 staff files, of those 3 had no completed Criminal Record Check(CRC), and one had not been completed by the licensee. The manager said there are 3 new staff and they had record of submitting the CRC request today.

    Corrective action. The manager said the staff will not be working alone, or in the bathroom with children until the CRC has been completed.

Observation (CORRECTED DURING INSPECTION): Of 12 employee files reviewed, 2 files did not have immunization record in file.

    Corrective action. The manager said the staff were new today, and had not yet provided immunization record, but will obtain those today.

    Observation. Continuous supervision had not been maintained at all times as a minor incident occurred when a child under the care of the facility was injured. Staff did not know how or when the minor incident happened.

    Corrective action. The manager will consider and provide a written response with a corrective action plan on or before April 2, 2024

  • EQUIPMENT AND FURNISHINGS

    A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees. Observation (CORRECTED DURING INSPECTION): -Cables for the classroom speaker was unsecured. -One classroom cabinet below the sink was unsecured with staff bags stored, and a broken piece of the sink cabinet was exposed. -One plug cover in the in IT classroom was broken. -The rocking chair seat in the IT classroom was in need of a repair or replacing. -One closet in the bathroom gave children who use the bathroom access to a wire for snaking toilets, and another storage cubby. (this is a repeat contravention)

    Corrective action. The manager addressed the contravention during the inspection. The manager said that bathroom closet interior will be addressed with a perminant cover for long term safety measure.

  • EQUIPMENT AND FURNISHINGS

    A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.

    Observation. The GCC (30m-SAC) classroom was observed to have limited toys and equipment available for a classroom of 20 children. The sensory table had nothing inside, the bookshelf was turned around and inaccessible to children, the kitchen centre, and the two other toy areas had 3-4 children engaged in play. Additional children were observed running in circles during free play. Licensing reviewed toys and equipment located in the storage room and found there to be limited toys.

    Corrective action. The manager said that some new toys have recently been purchased, and the facility will continue to increase the options over the month. The manager said there will be some programming deliveries set to be made in the coming week from CCRR.

  • HYGIENE AND COMMUNICABLE DISEASE

    A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene.

    Observation. -Licensing observed children washing hands after snack time, and there were no hand towels accessible or given to children for drying hands. Staff said they were out of hand towels. The manager looked in the storage room and no paper towels were available. -Two bathroom stalls had no toilet paper available for children. Two rolls of toilet paper were located in the art room storage -After a child had been changed on the change table the change pad and table did not appear to have been cleaned with a cleaning agent, and no cleaning agent appeared to be located in the bathroom. This is a repeat contravention

    Corrective action. The manager will be buying a bleach spray bottle, and sufficient bathroom paper supplies for the afternoon. The manager said the long term solution will be increasing the supply orders to sufficiently provide the amount of paper products for program needs.

    A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.

    Observation. During the inspection licensing observed: -Cables for cameras located throughout the facility were unsecured. -two classroom storage shelves had doors that had a metal wire accessible to children while playing. In one room staff removed the door from the shelf. -One closet in the bathroom gave children who use the bathroom access to a wire for snaking toilets, and another storage cubby. -The laundry room area was accessible to children who are walking to the bathrooms, cleaning supplies were located on the floor. (gate was moved to prevent access at the time of inspection)

    Observation. -One electrical outlet was uncovered in the nap room accessible to children -The left corner of the fence at the outdoor play ground had a gap at the bottom where there was access to a propane tank stored on the other side of the fence. -one electrical plug was on the floor accessible to children in the nap room. Licensing observed a child walk into the room where the cord was unsecured.
