A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. Outdoor Playground - Empty cans and bottles littered at the entrance of the playground - Pooling water in all toys - Slides and toy house structures tipped over
Corrective action. Ensure outdoor play area is clean and no structures are tipped over
11010 - CCLR s.13(1) - OR SUPERVISION
Without limiting subsection (1), a licensee must ensure that (a) children attending a community care facility are divided into groups, with each group having no more children than that permitted in Schedule E.
Observation. Upon reviewing children files and attendance, there are four children under the stage of three in attendance.
Corrective action. Review Schedule E of the legislation and ensure you maintain compliance
14020 - CCLR s.34(2)(a) - POLICIES AND PROCEDURES
A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation. Fire extinguisher has not been serviced in over a year. No emergency supplies on site
Corrective action. Ensure emergency supplies are available on site in case of an emergency.
13020 - CCLR s.22(1)(b) - PROGRAM
A licensee, other than a licensee providing a care program described as Occasional Child Care, must provide each child with daily outdoor play periods unless weather conditions would make it unreasonable to do so. (4) Despite subsection (1), a licensee who provides a care program described as Occasional Child Care need not provide a program of outdoor activities. (5) Despite subsection (3), that subsection applies to a licensee who provides a care program described as Child-minding only if the program provides care for 3.5 hours or more each day.
Observation. Staff stated children have 25 minutes of outdoor play daily.
Corrective action. Ensure all children receive at least one hour of outdoor play.
18060 - CCLR s.44(3)(4)(5) - RECORDS AND REPORTING
A licensee must keep current records of each of the following: (f) a log of minor accidents, illnesses and unexpected events involving children, that did not require medical attention and were not reportable incidents described in Schedule H.
Observation. There was no log of minor incidents on site
Corrective action. Ensure minor incidents are documented
19050 - CCLR s.56(1)(f) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation. Upon review of three childrens files, two files did not have an emergency contact
Corrective action. Ensure all children have an emergency contact other than the parent on file.
19100 - CCLR s.57(2)(d) - STAFFING
A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.
Observation. Upon reviewing two staff files, one staff did not have character references on file.
Corrective action. Ensure staff files are complete
12050 - CCLR s.19(1)(b) - STAFFING
A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)
Observation. Upon review of two staff files, one staff file did not have a validation for their ECEA certifcate.
Corrective action. Validate ECEA certifcate and include it in staff files

- EQUIPMENT AND FURNISHINGS
A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. Licensing observed the following inside the facility: - Hot water temperature at 52 degrees celcius. This is noted as a repeat contravention. The Manager said steps have been taken to reduce the temperature. - Food and milk stored in children's non insulated lunch bags without an ice pack. A discussion was had with the Manager to ensure proper food storage is practiced to prevent food borne illnesses. Licensing observed the following in the outdoor play space: - Broken plastic chair and hanging basket - Moldy and broken art easel - Metal clasps on a piece of cement that is posing as a tripping hazard
Corrective action. Ensure a safe environment is provided at all times.
11010 - CCLR s.13(1) - LICENSING
A licensee must display in a prominent place in the community care facility both the licence, including any terms or conditions of the licence, and the name of the manager.
Observation. Licensing observed 1 staff certificate not posted.
Corrective action. Ensure certificates are posted for staff that are regularly present.
10050 - CCLR s.11(1) - OR SUPERVISION
Without limiting subsection (1), a licensee must ensure that (a) children attending a community care facility are divided into groups, with each group having no more children than that permitted in Schedule E.
Observation. Licensing observed from September 2024 to November 9, 2024 there were 4 children under the age of 36 months. The Manager said a parent notified her the child was older than 3 however, date of birth was not confirmed upon enrollment. An inhome multi-age service type only allows for 3 children 36 months.
Corrective action. Ensure you are in compliance with Schedule E of the Legislation.
14020 - CCLR s.34(2)(a) - OR SUPERVISION
A licensee must (a) ensure that behavioural guidance is appropriate to the age and development of the child who is receiving the guidance.
Observation. Licensing observed two toddlers sitting in high chairs for about 20 to 30 minutes. One child was given milk, while the other had no food. One of the children was seen attempting to climb out of the high chair. The Manager explained that the children's hands had been washed, their diapers changed, and they were waiting for nap time. She mentioned that if she takes the children to the nap room, they tend to run around. At this time the Manager was also assisting another child with their lunch.
Corrective action. Ensure behaviour guidance is appropriate to the age and development of the children.
14220 - CCLR s.51(1)(a) - PROGRAM
A licensee must provide to children a comprehensive and coordinated program of indoor and outdoor activities that (a) is designed for the development and care of children.
Observation. Licensing observed screen time (TV) being provided to 3 children under the age of two.
Corrective action. DLSOP Active Play - Ensure screen time is not offered to children under the age of two.
18010 - CCLR s.44(1)(a) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation. A random selection of childrens files were reviewed. Out of the 5 reviewed, 2 files did not contain information for a medical practioner or a list of emergency contacts.
Corrective action. Ensure children's files are complete.

A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation. A random selection of childrens files were reviewed. Out of the 5 reviewed, 1 file did not contain immunization status.
Corrective action. Ensure children's files are complete.
19070 - CCLR s.57(2)(a) - STAFFING
A licensee must ensure that children have at all times immediate access to an employee who (a) holds a valid first aid and CPR certificate, provided on completion of a course that meets the requirements of Schedule C.
Observation. Licensing observed a staff member who does not hold the First and CPR requirements as per Schedule C. This staff member works alone with the children once a week.
Corrective action. Ensure all staff hold a current and valid First Aid and CPR certificate as per Schedule C of the Legislation.
12210 - CCLR s.23(1)(a) - STAFFING
A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.
Observation. A selection of staff files were reviewed. Out of the 2 reviewed, Immunization status was not obtained for 1 employee.
Corrective action. Ensure staff files are complete.

A licensee must ensure that each employee (c) practices implementing the emergency plan at least once each year.
Observation. Licensing observed the emergency evacuation plan was not implemented for 2023.
Corrective action. Ensure the emergency evacuation plan is implemented annually.
