A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. Licensing observed the following; - several tiles on the wall under the bathroom sink are broken and exposing the white underlay as well as the insulation - the bathroom counter top in two bathrooms are damaged and eroded - broken garbage lid in one of the bathrooms - several of the bathroom doors and walls are dirty with stains on them
Corrective action. A corrective action plan to be submitted to Licensing on how this contravention has been addressed.
11020 - CCLR s.13(2) - EQUIPMENT AND FURNISHINGS
A licensee must supply equipment, furniture and supplies that are (a) of sturdy and safe construction, easy to clean and free from hazards.
Observation. Licensing observed two tall shelves that are not secured. Potential to fall on a child and injure them.
Corrective action. A corrective action plan to be submitted to Licensing on how this contravention has been addressed.
11080 - CCLR s.15(1)(a) - EQUIPMENT AND FURNISHINGS
A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation. Licensing observed the following that are accessible to children in care; - a child's medication in an unlocked drawer in the classroom. Licensing discussed what it meant by being locked up. - a perfumed body spray and multi-vitamins in an unlocked cupboard. The Assistant Manager locked the cupboard up to make it inaccessible to children.
Corrective action. A corrective action plan to be submitted to Licensing on how this contravention has been addressed.
11200 - CCLR s.17 - POLICIES AND PROCEDURES
A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].
Observation. Licensing observed that the fire drill for the month of July 2025 was not recorded in one of the programs.
Corrective action. Staff will ensure that all drills are recorded.
13050 - CCLR s.56(1)(c) - RECORDS AND REPORTING
The licensee must (b) review the care plan at least once each year with a parent of the child requiring extra support and any person requested by the parent.
Observation. Licensing observed that two children's care plans were not reviewed annually with the parent or any person requested to by the parent. Both care plans were reviewed last in July 2024. Licensing provided clarification on all care plans being reviewed at least once a year
Corrective action. A corrective action plan to be submitted to Licensing on how this contravention has been addressed.
19260 - CCLR s.58(2)(b) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (k) the date on which the child stops attending the community care facility.
Observation. Licensing observed that two children's withdrawal date was not recorded in their file or anywhere else.

19180 - CCLR s.57(2)(k) - STAFFING
A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)
Observation. Licensing was unable to confirm if one staff's certificate has been verified through the early childhood educator registry, as the Manager was unable to locate the staff's file.
Corrective action. A corrective action plan to be submitted to Licensing on how this contravention has been addressed.
12140 - CCLR s.19(4)(a) - STAFFING
A licensee must ensure that each employee (b) practices implementing the fire drill system at least once each month.
Observation. Upon a discussion with the Manager, Licensing confirmed that fire drills are not practiced for the group child care (SA) program. Licensing reviewed and provided clarification on this section of the regulation. Additionally, Licensing reviewed who and why each program is required to implement a fire drill at least once a month.
Corrective action. The Manager will ensure that moving forward all programs practice implementing a fire drill once a month.
12190 - CCLR s.22(2)(b) - STAFFING
A licensee must ensure that each employee (c) practices implementing the emergency plan at least once each year.
Observation. Upon a discussion with the Manager, Licensing determined that an emergency drill is not practiced with the group child care (SA) program. Education provided by Licensing.
Corrective action. The staff will ensure to practice implementing an emergency drill at least once a year.
12200 - CCLR s.22(2)(c) - STAFFING
A licensee must keep (a) in the case of employees, all records required under section 19 (1) [character and skill requirements] for the entire time that the subject of the records is an employee of the community care facility.
Observation. The Manager was unable to locate a staff's file, therefore, Licensing was unable to review the following staff's documents; - CRC - character references - resume - immunization status

Observation. Licensing observed the following that are accessible to children in care; - Two big bleach bottles and one dish soap bottle in an unlocked cupboard - Bleach and water solution spray bottle sitting on the bathroom counter. - Three adult scissors in an unlocked drawer. - Blind cords in several of the classrooms. Potential strangulation hazard.

11200 - CCLR s.17 - EQUIPMENT AND FURNISHINGS
A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. Licensing observed the following; - Paint on the wall has chipped in several areas and classrooms exposing the white underlay. - a mat in one of the group child care (30 months to SA) classroom ripped in several areas and exposing the foam underlay. - a wooden car table that is ripped.
Corrective action. A written response to be submitted to Licensing on how this contravention will be addressed.
11020 - CCLR s.13(2) - EQUIPMENT AND FURNISHINGS
A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. Licensing observed the following; - More than two high chairs in the group child care (under 36 months) classrooms stacked on top of one another. Potential to fall on children and injure them. - Fridge temperature, in one of the classrooms, measured at 6 degrees Celsius. Discussed fridge temperature to be between 0-4 degrees Celsius. - Tape on the ground, in several classrooms, has ripped and is dirty. - One carpet curling at the corner. There was tape holding the carpet down however, it has come off. Potential tripping hazard.
Corrective action. A written response to be submitted to Licensing on how this contravention will be addressed.

Observation. Wooden desks within #159 which are quite unsteady and are in need of repair or removal from the room.
Corrective action. Please ensure facility, furniture and fixtures are clean and in good repair.

Observation. Within both Infant Toddler rooms, the ECE opens and closes the classrooms. Discussion had with Manager about having and IT staff on site at all times.
Corrective action. Please ensure staff to child ratio is maintained as per Schedule E.

Observation. Licensing observed a criminal record check for the individual in the preschool program has still not been obtained. There is a RCMP check available. Licensing had a discussion explaining that what would meet the intent of the regulation.
Corrective action. Ensure that a criminal record check is obtained for any person, over the age of 12, that is ordinarily present on the premises of the community care facility while children are in care.

Observation. The following were observed that are accessible to children; - A diaper rash jar on the diaper change table, in one of the Group Child Care (under 36 mnths) program. - A air freshener aerosol spray bottle and bleach & water solution spray bottle on the bathroom counter, in one of the Group Child Care (under 36 mnth) program. - In different care programs three children's medication in their backpacks.
Corrective action. Ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
11200 - CCLR s.17 - EQUIPMENT AND FURNISHINGS
A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. Licensing observed the following; - In one of the Group Child Care (30 mnths to SA) programs, Licensing measured the fridge temperature at 7.2 degrees Celsius. Licensing discussed with the Manager that the fridge temperature should be between 0-4 degrees Celsius. - In one of the Group Child Care (30 mnths to SA) programs, a carpet curling at one corner. Potential tripping hazard. - In the Group Child Care (under 36 mnths) & Group Child Care (30 mnths to SA) playgrounds, many tree branches and leaves on the rubber turf. The leaves have caused the playground to be slippery. - Garbage was also observed throughout the playgrounds. Licensing discussed playground checks.
Corrective action. Ensure that a healthy and safe environment is provided at all times while children are in care.
11010 - CCLR s.13(1) - LICENSING
A licensee must display in a prominent place in the community care facility the certificate, or a copy of the certificate, of any educator or assistant employed to work in the community care facility.
Observation. One staff's new certificate was not posted anywhere in the community care facility.
Corrective action. Ensure that staff certificates or a copy of the certificates are posted in a prominent place in the community care facility.
10070 - CCLR s.11(4) - OR SUPERVISION
Without limiting subsection (1), a licensee must ensure that (b) the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E.
Observation. Upon a discussion with two staff, in one of the Group Child Care (30 months to SA) program, Licensing observed that for the last hour of the program the early childhood educator assistant (ECEA) works alone with the children. The staffing requirement for the care program is one early childhood educator (ECE) to 8 children. Therefore, the ratio of employees to children is not being maintained. Licensing discussed with the Manager and staff that staff to child ratio for the care program.
Corrective action. Ensure that the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E.
14030 - CCLR s.34(2)(b) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (i) a photograph or digital image of the child, and other information that can be used to readily identify the child in an emergency.
Observation. Upon a random review of 11 children's records, Licensing observed one child's record missing a photograph or digital image.
Corrective action. Ensure that children's records are complete.

Observation. Upon a random review of 11 children's records, Licensing observed two children's records missing medical insurance number.

Observation. Upon a random review of 11 children's records, Licensing observed that there are two children who require extra support,however, there is no care plan available for the two children.
Corrective action. Ensure that for each child requiring extra support, a current care plan is in place showing the diagnoses relevant to the child's requirement for extra support.

Corrective action. Ensure that a criminal record check is obtained for any person, over the age of 12, that is ordinarily present on the premises of the community care facility while children are in care.

Observation. Licensing observed the following; - Two indoor carpets that are curled upwards at one corner. Potential tripping hazard. - The rubber resilient surfacing, in the Group Child Care (30 months to SA) outdoor play area, has ripped under the slide xposing the rocks underlay.
Corrective action. Please ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in care.
11020 - CCLR s.13(2) - OR SUPERVISION
Without limiting subsection (1), a licensee must ensure that (b) the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E. Observation (CORRECTED DURING INSPECTION): Licensing observed that in one of the Group Child Care (30 months to SA) program there were 9 children in care with 1 staff. Licensing provided education on the staff to child ratio and ensuring that it is maintained at all times. The secondary staff arrived 30-40 minutes while Licensing was conducting the inspection.
Corrective action. Please ensure that the ratio of employees to children attending the community care facility is no less than that permitted in Schedule E.
14030 - CCLR s.34(2)(b) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation. Upon a review of the attendance records for the month of March, Licensing observed five days that children were not signed out.
Corrective action. Please ensure that attendance records are accurate on a daily basis.

A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation. Upon a random review of nine children's records, Licensing observed one child's record missing emergency contact information. Licensing provided education on what would meet the intent of this regulation.
Corrective action. Please ensure that children's records are complete prior to the child attending the community care facility.

Observation. Upon a review of nine children's records, Licensing was informed that one of the child had stopped attending the community care facility. However, there is no date on which the child had stopped attending the community care facility. Licensing provided education on identifying the withdrawal date on children's records.

Observation. The following were noted at today's inspection: -Book shelf in the infant toddler nap room which is not secured to the wall and could act as a topple hazard. -Training toilet seat was stored on the floor seat down in the bathroom in an unsanitary manner.

- EQUIPMENT AND FURNISHINGS
A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. The following were observed and discussed with the manager at the time of inspection: - In IT room: Changing table location beside the entrance door is not suitable for this program. There is another changing table and mat for diapering inside of the washroom, where staff/child have quick access to the sink. Manager said washroom will be used for diapering purpose. There was no thermometer for the IT room's fridge where children store their food and milk. Manager stated that a thermometer will be purchased for staff to know fridge's temperature. - In 3-5 room: Currently a sleeping mat that is being used solely for diapering purpose has started to rip. This mat needs to be replaced with another mat for proper sanitization after each diaper change. Also, there were several cleaning spray bottles in the washroom with no labels on them ( CORRECTED DURING INSPECTION)
Corrective action. Please ensure to provide a healthy and safe environment at all times while children are in care.
