- EQUIPMENT AND FURNISHINGS
A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. Upon inspection the following was observed: - Diaper cream and sunscreen were in the drawer in the GCC 30 months to school age bathroom, accessible to children. - Multiple heavy items were stored on high shelves in the GCC 30 months to school age class posing a risk if they fall. - 1 tall shelf in the infant/toddler classroom was not secured to the wall, posing a risk if it tips over - The unused metal fencing that is lining the outside of the secured fencing in the outdoor play space has a sharp edge and is a height that children are able to reach/touch.
Corrective action. Ensure all items are addressed to ensure a healthy and safe environment,
11010 - CCLR s.13(1) - EQUIPMENT AND FURNISHINGS
A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. Upon inspection the following was observed in the Group Child Care 30 months to School Age room: - The back of a toilet was wrapped with tin foil and duct tape. The manager advised the lid broke a couple of months ago. - A cupboard located at the children's level had a broken/cracked door and was visibly dirty.
Corrective action. The manager advised she is going to create a plan to address ongoing maintenance.
11020 - CCLR s.13(2) - HYGIENE AND COMMUNICABLE DISEASE
A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene.
Observation. Upon inspection the following was observed: - The change pad was not cleaned after a child's diaper was changed in the GCC Under 36 months room. - Bins are used to store multiple children's nap bedding together in the GCC 30 months to school age room.
Corrective action. Ensure the change pad is cleaned after each use and children's nap bedding is stored separately and is not touching.
15030 - CCLR s.46(1) - OR SUPERVISION
Without limiting subsection (1), a licensee must ensure that (b) the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E.
Observation. Upon review of the staffing schedule, the following was noted: - There is no ECE in the GCC 30 months to School age program after 3:00pm or 4:30pm daily - An ECEA is scheduled as the second staff in the GCC Under 36 month program on multiple days - An RA is scheduled on multiple days for break coverage in both classrooms. The manager advised that staff break off site.
Corrective action. Ensure the employee to children ratio is no less than that permitted in Schedule E.

Observation. Staff to child ratio was not maintained in the 30 months to School Age room and in the Under 36 month room.
Corrective action. Please ensure the ratio of employees to children is no less than that permitted in Schedule E.
14030 - CCLR s.34(2)(b) - POLICIES AND PROCEDURES
A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation. Emergency Supplies are insufficient to implement the emergency plan. The staff explained the families provide the emergency kits with supplies. Licensing observed approximately 10 children's kits and they have 28 children enrolled daily.
Corrective action. Please provide adequate supplies for all children enrolled.

A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance. Observation (CORRECTED DURING INSPECTION): Upon inspection, the change pad in the infant/toddler room appeared dirty. Staff said it was not sanitized after the last diaper change.
Corrective action. Please ensure the community care facility, and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
11020 - CCLR s.13(2) - LICENSING
A licensee must display in a prominent place in the community care facility the certificate, or a copy of the certificate, of any educator or assistant employed to work in the community care facility.
Observation. Upon inspection, one staff did not have her certificate posted.
Corrective action. Please ensure a copy of the certificate for all educators and/or assistants is displayed.
10070 - CCLR s.11(4) - POLICIES AND PROCEDURES
A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].
Observation. Upon inspection there was no fire drill recorded for April 2023 and no evacuation drill recorded. Staff said the April drill was done.
Corrective action. Please ensure there are records respecting fire and evacuation drills.

A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation. Fire Extinguishers have not been serviced annually
Corrective action. Please ensure the fire extinguishers are serviced annually.
13020 - CCLR s.22(1)(b) - STAFFING
A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (c) a record of the person's work history.
Observation. A record of the person's work history was not obtained for one or more employees.
Corrective action. Please ensure there is a record of a person's work history obtained for all employees.
12060 - CCLR s.19(1)(c) - STAFFING
A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.
Observation. A minimum of two character references were not obtained for one or more employees.
Corrective action. Please ensure all staff have character references on file.

Observation. At the time of arrival, Licensing Officer observed two Early Childhood Educators and an Early Childhood Educator Assistant in ratio with 10 children in the Group Child Care - under 36 months program. An Infant Toddler Educator is required to be in ratio in the Group Child Care - under 36 months program.
Corrective action. Ensure that the ratio of employees to children is no less than permitted in Schedule E.
14030 - CCLR s.34(2)(b) - POLICIES AND PROCEDURES
A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment]. Observation (CORRECTED DURING INSPECTION): The last recorded implementation of the fire drill system in the Group Child Care - under 36 months program was February 2021.
Corrective action. A staff corrected the record of fire drills during the inspection.
13050 - CCLR s.56(1)(c) - STAFFING
A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the licensee using a system established and maintained by the director of the early childhood educator registry,
Observation. One of the four staff records reviewed did not include early childhood educator registry verification of a certificate.
Corrective action. Ensure to verify certificates with the early childhood educator registry prior to employment.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.
Observation. Three of the four staff records reviewed were missing evidence of immunization status.
Corrective action. Ensure to obtain evidence of staff immunization status prior to employment.

A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. Upon inspection, the stroller that is used with the infants appeared dirty where the children sit.Staff stated that they will be getting a new stroller.
Corrective action. Please ensure that the equipment in the facility are clean and in good repair.
11020 - CCLR s.13(2) - EQUIPMENT AND FURNISHINGS
A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation. Upon inspection there was air freshener spray in the children's washroom that was accessible to the children.
Corrective action. Please ensure the children do not have access to any substance that may be hazardous to the health and safety of a child.
11200 - CCLR s.17 - RECORDS AND REPORTING
The licensee must (b) review the care plan at least once each year with a parent of the child requiring extra support and any person requested by the parent.
Observation. Upon review of the children's records, one care plan had not been reviewed with the parent within the year.Medication was also found to be expired.
Corrective action. Please ensure care plans are up to date.
19260 - CCLR s.58(2)(b) - RECORDS AND REPORTING
In respect of a record referred to in this Division, a licensee must (a) keep in a single place at the community care facility the records referred to in sections 56 to 58.
Observation. Upon review of the staff records, one staff did not have any records on site at the facility.
Corrective action. Please ensure staff records are maintained on site at the facility. This is a repeat contravention.
19320 - CCLR s.59(a) - STAFFING
A licensee must ensure that each employee (a) is trained in the implementation of the fire drill system and emergency plan described in subsection (1), including the use of any equipment noted in the fire drill system and emergency plan.
Observation. Upon inspection, the fire extinguisher was to be maintained in July 2020 but was not.
Corrective action. Please ensure emergency plan and equipment is maintained

- STAFFING
Despite this section, during the half hour before a care program begins and the half hour after a care program ends, a licensee may permit children who would otherwise be grouped in different care programs, and who are arriving at or leaving the community care facility, to be grouped together and supervised other than as required under Schedule E if (b) a total of 8 or fewer children are present at the community care facility, of whom no more than 3 are younger than 36 months old.
Observation. Upon inspection, there was 1 child over the age of 36 months in the under 36 months program, for more than a half an hour. No retention request had been submitted to Licensing at this time.
Corrective action. Please ensure children who are grouped in different care programs are not grouped together for longer than the allowed time stated in 34 4)b) of the regulations.This is a repeat contravention.
