    Observation. More than two children under the age of 36 months attended the Group Child Care (30 months to school age) program.

    Corrective action. The manager will ensure that no more than two children under the age of 36 months attend the Group Child Care (30 months to school age) program.

  • EQUIPMENT AND FURNISHINGS

    A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.

    Observation. Walls and baseboards throughout the facility are in need of cleaning. Foam is exposed on nap mats in the 3-5 program making them difficult to sanitize.

    Corrective action. The manager will ensure that a reasonable level of cleanliness is maintained and that nap mats do not have exposed foam.

    A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child. Observation (CORRECTED DURING INSPECTION): Medication is being stored in packs in strollers and is accessible to children.

    Corrective action. The medications were made inaccessible to children during this inspection.

  • EQUIPMENT AND FURNISHINGS

    A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.

    Observation. One fridge was 12.2c and one fridge was 9.6c. Licensing discussed removing some of the items in the fridges that do not need to be refrigerated to ensure air flow. This is repeat noncompliance. Nap mats are being stored so that sheets are touching.

    Corrective action. The manager will ensure that the temperature of all fridges if between 0-4c. To mitigate the spread of germs the manager will ensure nap mats are stored so that sheets are not touching.

    A licensee must display in a prominent place in the community care facility the certificate, or a copy of the certificate, of any educator or assistant employed to work in the community care facility.

    Observation. Certificates for all educators are not displayed.

    Corrective action. The manager will ensure that all certificates are displayed.

    Observation. A care plan was not reviewed annually with the parent or any person requested to by the parent.

    Corrective action. The manager will ensure that the care plan is updated a minimum of once every 12 months.

    Observation. Files for nine staff were reviewed. Immunization status was not available for four staff. This is repeat noncompliance.

    Corrective action. The manager will ensure immunization status is available for all staff.

    A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.

    Observation. Walls in the bathrooms and hallway adjacent to the bathrooms are in need of cleaning.

    Corrective action. The manger will make sure all walls are kept clean.

    A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.

    Observation. Teachers snack foods and beverages were accessible to children in the Group Child Care (30 Months to School Age) and the fridge in this program was measured at 17c. Perishable foods are not being stored in the fridge in the Group Child Care (Under 26 Months) program.

    Corrective action. The manager will monitor the temperature of the fridge to ensure it is between 0-4C and will ensure all perishable foods are stored in the fridge.

  • EQUIPMENT AND FURNISHINGS

    A licensee providing a care program to any child younger than 36 months of age must provide a separate sleeping area located away from any activity area. Observation (CORRECTED DURING INSPECTION): The nap room in the Group Child Care (Under 36 Months) has not been available due to water damage for two weeks. This was not reported to the Licensing Officer.

    Corrective action. The manager said she was unaware this needed to be reported to the Licensing Officer and the temporary plan is that children are sleeping in the playroom and that if a child needs more than one nap a space will be created in the play room away from active play. Repairs are expected to be completed by the end of this week.

    A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].

    Observation. The manager stated an emergency drill had taken place in the last 12 months although it was not recorded.

    Corrective action. The manager will make sure the next emergency drill is recorded.

Observation (CORRECTED DURING INSPECTION): In the infant and toddler classroom Licensing officer observed a staff purse stored in children's cubby, making it accessible to children. During this inspection, the purse was removed and stored out of reach of children. This is a repeat contravention from the routine inspection # SMIA-C4VMBL dated 12 July 2021.

    Corrective action. .Please ensure staff purses and their personal belongings are inaccessible to children at all times.

    Observation. 7 of 15 children's files reviewed; were missing emergency contact information.These emergency contacts are required in the event of an emergency and the parents are unreachable. Manager stated that she will contact the families to obtain this information.

    A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.

    Observation. During inspection the following was observed: · In the infant and toddler nap room there were three exposed electrical outlets accessible to the children. Manager made them inaccessible during the inspection. · The doorknob on the naproom closet was quite loose. Manager fixed this during inspection. · The fridge temperatures were measured at 12.7 degrees Celsius in the Group Child Care (30 months to school age) program room and 8.7 degrees Celsius in the Infant and Toddler program.

    Corrective action. A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees

    A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene.

    Observation. Surface of one of the two diaper change mat is showing wear and tear in some areas making the surface porous. This is a repeat contravention from routine inspection# HRUN-ALCNTC.

    Corrective action. Please ensure the surface of the diaper change pad is not porous and can be sanitized between each use.

    A licensee must ensure that a child's medication is not accessible to any child, except that a child may have access to his or her own medication if (b) the nature of the child's medication is such that, without immediate access to the medication by the child, the child's health will be significantly at risk. Observation (CORRECTED DURING INSPECTION): A child with allergies did not have their Epi Pen accessible while in the outdoor play space.

    Corrective action. Please ensure a child's emergency medication is accessible at all times in the event of an emergency.

    Observation. The fire extinguisher was scheduled to be serviced by March, 2021.

    Corrective action. Please ensure fire extinguishers used as part of your facilities emergency plan are serviced annually.

    The licensee must (b) review the care plan at least once each year with a parent of the child requiring extra support and any person requested by the parent.

    Observation. Two children had care plans and the manager was unsure if the directions in the care plan were still appropriate to follow, that included the use of emergency medication.

    Corrective action. Please ensure that the information is updated and reviewed regularly to clearly reflect the course of actions required by staff and any other direction pertaining to the care plan.

    A licensee must keep, for each child, a record showing the following information: (h) any special instruction respecting the child's diet, medication, participation in a program of activities, or other matter relevant to the child's care, (i) given by the child's parent to the licensee in writing.

    Observation. Licensing observed medicated creams for three children during the inspection. Written parental consent to administer medication was unavailable.

    Corrective action. Written consent must be in place that reflects the type of medication, purpose, dosage and frequency.

  • STAFFING

    A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.

    Observation. Licensing reviewed 4 staff files and noted the following: - 2 staff did not have site specific criminal record checks. Manager advised that criminal record check applications were submitted last week. - 1 staff did not have a criminal record check on file. Manager advised staff will not be working alone with children until the arrival of the clearance letter. This is a repeat contravention from the last routine inspection.

    Corrective action. Ensure each person has obtained a criminal record check prior to employment.
