A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. Protruding nails were observed in some panels of the outdoor play area fence.
Corrective action. Manager stated the nails will be made inaccessible.
11020 - CCLR s.13(2) - EQUIPMENT AND FURNISHINGS
A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. -the kitchen area used by staff is accessible to children which included storage of cleaning equipment, a small fridge on a table and the microwave on top of the fridge -cubbies in the 3-5 program are not secured to the wall posing a tipping hazard
Corrective action. Manager stated that a proper divider will be placed to prevent children from accessing the kitchen area and cubbies will be secured to the wall.

A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation. Emergency supplies fro the facility were insufficient for the children.
Corrective action. Manager stated they will review the emergency kit with the Licensee and add sufficient supplies.

Observation. The following was observed: -in the small kitchen area there is an electric hot plate with two burners that is occasionally used by staff -there is a microwave easily accessible -outdoor play area has some garbage strewn throughout -resilient ground surfacing needs to be more evenly distributed, particularly around the slides -sweep pea gravel off cement area to prevent slipping
Corrective action. Please ensure kitchen area is not accessible to children. Please ensure regular maintenance of outdoor play area

A licensee must ensure that the entire outdoor play area is (a) enclosed in a manner that is suitable for the age and development of children, and will ensure that children are free of harm.
Observation. The fence that encloses the outdoor play area has had a couple minor repairs but the fence still remains in poor condition and there are still areas that may cause injury to children. -broken and rotting wood -entrapment areas
Corrective action. Please ensure that the fence is completely repaired or replaced to ensure the health and safety of children in care.

- EQUIPMENT AND FURNISHINGS
A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation. The following was observed in close proximity to the outdoor play space where children would access the gate to that space: -3 large garbage disposal bins -open bags of garbage with unknown content strewn around the area -liquid substance in a container -broken toilet -shattered glass on the ground The following was observed inside the playground: -multiple cigarette butts -long metal pole in a pot of cement that is laying on the ground -metal bracket that has sharp edges and rust that is being used to hold down a piece of equipment onto a piece of wood
Corrective action. Licensee must ensure the health and safety of all children while in care.
11200 - CCLR s.17 - EQUIPMENT AND FURNISHINGS
A licensee must ensure that the entire outdoor play area is (a) enclosed in a manner that is suitable for the age and development of children, and will ensure that children are free of harm.
Observation. The playground is completely enclosed with a wooden fence, however, most of the fence is showing signs of deterioration such as: -rotting wood -broken pieces of wood all throughout the fencing which presents a high possibility for slivers and cuts -missing panels and framework -paint chipping on most of the fence -spaces at the bottom of the fence and in between panels allowing entrapment areas -exposed screw heads, some appear rusty It appears that some temporary measures have been taken to address some issues, but they are not acceptable to ensure the safety of the children in care.
Corrective action. Please ensure that children are free from harm when outside in the playground.
11160 - CCLR s.16(3)(a) - OR SUPERVISION
Without limiting subsection (1), a licensee must ensure that (a) children attending a community care facility are divided into groups, with each group having no more children than that permitted in Schedule E.
Observation. A child was in care that did not meet the age requirement for the Group Child Care 30 Months to School Age program. After review of the attendance records, it appears that other children who do not meet the age requirement also attend the Group Child Care 30 Months to School Age program.
Corrective action. Please ensure that children meet the age requirement for the program they attend.

Observation. Licensing observed: - A bottle of Clorox cleaner accessible to children. -A piece of the play ground fence is protruding into the play space posing a tripping hazard.

A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. Licensing observed the following: -Chipped paint throughout the facility, at child height. -Playground fence is in disrepair at several points throughout outdoor play space. -Large wooden boards with protruding nails right next to the playground entrance. -The cubbies in the daycare room are in disrepair with some areas of the cubbies that have completely come apart exposing sharp nails.
Corrective action. Ensure the community care facility and the furniture, equipment and fixtures within it are clean and in good repair.
11020 - CCLR s.13(2) - HYGIENE AND COMMUNICABLE DISEASE
A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene.
Observation. The manager described the system of handwashing which included a common towel that is used by all the children to dry hands. Licensing provided education on the importance of drying hands properly as part of a complete handwashing routine.
Corrective action. Ensure an effective handwashing system is established.
15030 - CCLR s.46(1) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation. Upon inspection of three children's files, Licensing observed that one child did not have an immunization status declaration.
Corrective action. Ensure children's files are complete.

A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation. Licensing observed that the facility keeps two sets of attendance records which differ from each other. A clarifying conversation with the Manager could not identify why attendance on the sign in sheet was different than the attendance record kept on attendance sheets.
Corrective action. Ensure that attendance records are accurate.

- EQUIPMENT AND FURNISHINGS
A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. Licensing noted the following on the playground. - The gate leading to the playground is broken. The gate has previously been repaired however the latch does not close without having to life the gate. The children may be able to leave the playground or obtain an injury trying to open the gate. - There was garbage on the playground, including candy and gum wrappers. - There was clear broken glass inside the playground in front of the gate, accessible to children. In discussion with Staff and the Manager it was determined that the playground is not being inspected on a consistent basis prior to children going outside. The playground is a fair distance across the parking lot and is accessible to public. Licensing reccomends developing a system to ensure the play area is free from hazards.
Corrective action. Please ensure that the facility, equipment and fixtures are clean and in good repair
11020 - CCLR s.13(2) - POLICIES AND PROCEDURES
A licensee must keep current records of each of the following: (d) written policies and procedures that are intended to guide employees in the care and supervision of children.
Observation. Licensing reviewed the facility policies. It was identified that the active play and screen time policy was missing. Staff could not locate this policy however they said they think they have one. This include the requirement of 60 minutes of daily outdoor play for a daycare program.
Corrective action. Please ensure that written policies and procedures are available to guide staff in the care and supervision of children.
13060 - CCLR s.56(1)(d) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation. Licensing reviewed the attendance records for the preschool and daycare programs. The following was identified: - 10 children were signed as present in the daycare program, but there were 5 children in the program. There remaining children were in the preschool room for preschool. - 9 children were physically present in the preschool room, however 3 children were signed in on the attendance. These children were already signed out for 2:30pm however the time was not yet 2:30pm and the children were still in attendance
Corrective action. Please ensure that accurate attendance records are kept, including the program the children are attending and the time of arrival and departure.

A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation. Licensing reviewed 6 children's files. 1/6 was missing a telephone number for their preferred doctor.
Corrective action. Please ensure that a telephone number is included of the families preferred doctor or medical clinic.
