    Observation. Licensing observed the following; - one wooden cubby not secured. Potential to fall on a child and injure them. This is a repeat contravention. - 6 chairs stacked on top of one another in the multi-age program. Potential to fall on a child and injure them. - a carpet curling at the corners. Tripping hazard. - 2 large tree trunks that are broken and have lots of sharp wood pieces sticking out of many areas.

Licensing observed the following; - light switches are dirty and have stains on them throughout the facility - paint chipped on the walls, wooded gates inside and the wooden floor trimming throughout the facility - entire outdoor play area covered in leaves - a broken broom handle in the outdoor play area

    Observation. Licensing observed an unlocked bathroom cupboard with cleaning solution in it.

    Without limiting subsection (1), a licensee must ensure that (a) children attending a community care facility are divided into groups, with each group having no more children than that permitted in Schedule E.

    Observation. Upon a review of the attendance records for the months of October and November 2025, Licensing observed that there were three children under 36 months in the group child care (30 months to SA) program on two days. All three children are registered to attend this program. For this service type there should be no more then 2 children younger than 36 months. Licensing reviewed Schedule E with the Manager. Options discussed such as an exemption.

    Corrective action. A corrective action plan to be submitted to Licensing on how this contravention has been addressed.

    A licensee must (a) ensure that a community care facility has (i) emergency exits that meet the requirements of the BC Building Code, and (ii) a fire drill system that is approved as definedby section 31 of the Fire Services Act.

    Observation. Licensing observed that one of the fire extinguisher was not serviced annually. The fire extinguisher was last serviced in July 2024. The Manager said that it was serviced this year but there is no evidence of it being serviced in 2025.

    Corrective action. A corrective action plan to be submitted to Licensing on how this contravention has been addressed.

    Observation. Upon a review of three staff records, Licensing observed that two staff's certificates were not validated through the ECE registry. This is a repeat contravention.

    Despite this section, during the half hour before a care program begins and the half hour after a care program ends, a licensee may permit children who would otherwise be grouped in different care programs, and who are arriving at or leaving the community care facility, to be grouped together and supervised other than as required under Schedule E if (a) the care program is described as Multi-Age Child Care, Group Child Care (Under 36 Months), Group Child Care (30 Months to School Age) or Group Child Care (School Age).

    Observation. Upon arrival Licensing observed some of the group child care (30 months to SA) in the outdoor play area where the multi-age children were playing. Licensing also observed some of the multi-age program children in the hallway with the group child care (30 months to SA) children who were waiting to go outside. Both staff from each program were attempting to direct the children to their appropriate programs. The staff said that the children were waiting to go outside once the multi-age group came inside. Licensing provided education to the staff and Manager that there is to be no mixing of the programs and suggested other options when waiting to go outside to avoid any mixing.

    Corrective action. A corrective action plan to be submitted to Licensing on how this contravention has been addressed.

    Observation. Licensing observed the staff in the multi-age program in the bathroom with a couple of children for several minutes while there was a child in the kitchen eating their snack. Licensing provided education on the importance of always supervising children when they are consuming food and drink.

Observation (CORRECTED DURING INSPECTION): Upon arrival Licensing observed two staff working in the group child care (30 months to SA) program that were early childhood educator assistants (ECEA) and the ECE staff was not present. The ECE staff arrived at the facility 10 minutes later. Licensing discussed and provided education on schedule E and ensuring that there is always an ECE on-site at all times.

    Corrective action. A written response to be submitted to Licensing on how this contravention has been addressed.

    Observation. Licensing was unable to review a staff's record as their file was bit in place. The following documents, for the staff, could not be reviewed by Licensing; -CRC - references -resume -certificate -validation of certificate -immunization status Licensing had a discussion on ensuring that all staff files are on site and obtained prior to the staff working at the facility.

    Observation. Licensing observed the following; - Not sufficient resilient surfacing under a large metal slide. - One plastic climber too close to a wooden climber in the woodchip area. Potential for a child to come down the slide and hurt themselves against the wooden climber. - Another plastic slide in the woodchip area that is too close to the chainlink fence. - An uplifted tree root at the bottom of a slide. - Cubbies in the group child care (30 months to SA) program not secured. Toppling hazard.

    Corrective action. A corrective action plan to be submitted by the Manager.

    A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.

    Observation. Licensing observed the following; - Several of he climbing structures and slides have a lot of bird droppings on them. - Several areas of the pea gravel that has weeds growing out of them. - The cement on the top stair leading up to the outdoor play area is broken. Tripping hazard. - Paint chipping on the wooden railing for the outdoor area. - Several sleeping mats ripped at the corners. - The diaper change mat ripped in the multi-age program. - Plastic accordion frame in the bathroom is broken.

    Corrective action. A corrective action plan to be submitted by the Manager.

    Observation. Licensing observed a child that has a care plan and medications identified in it. However, the medications are not available at the facility. Licensing discussed the importance of having all medications, identified in a care plan, readily available for employees to administer in the event of an incident

    A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.

    Observation. The following was noted: -Change mat within Multi-Age room cracked, not easy to clean. -One transition piece on a step has just broken off -Multiple areas within the Multi-Age program where the paint has started to chip off the wall, chipped paint on the gate door. -Various pieces of garage (empty alcohol cans, discarded cigarette, empty cannabis containers) found within the outdoor play space. Discussion had about picking up garbage prior to taking the kids outside.

    Corrective action. Please ensure facility is clean and in good repair.

  • EQUIPMENT AND FURNISHINGS

    A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.

    Observation. The following were noted: -Facility was growing rose bushes within their garden boxes, however, they are quite thorny and can cause injury. -Many areas within the playground where there are piles of leaves and pieces of garbage, discussion had about removing these piles as an adequate assessment of hazards cannot be done unless the leaves and debris are removed. -There is a section where the asphalt has broken off and can cause a tripping hazard. -Some of the wood railway ties are starting to fall apart and have rough edges which could cause injury. -In the playground at the back of the facility there is a gap between the fence and the railway ties which could cause injury should the someone fall in to the gap. Some discussion had with the Manager around how to rectify the gap.

    Corrective action. Please ensure a healthy and safe environment.

    Observation. The following were noted: Indoor: -Lights in the facility are missing a light cover. Outdoor: -Large play structure has multiple areas where the paint is peeling. -One play house had been disassembled by some trespassers over the weekend and was piled up against the fence. -Pink play house has some areas where the pieces are not fully secured and need to be pushed back together.

    A licensee must keep, for each child requiring extra support, a current care plan showing the following information: (b) the courses of action recommended by health care professionals to address the needs of the child requiring extra support.

    Observation. A care plan does not include the course of action recommended by health care professionals for a child requiring additional support.

    Corrective action. -One child who is noted to have a food sensitivity/allergy sometimes partakes in the food program provided at the daycare. Child requires additional details around their symptoms should they come in contact with this food along with the course of action is required to be determined with the parent in order to complete the care plan for the child. -Another child who recently started at the daycare also requires a more in depth care plan as the current care plan is not complete.     A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.

    Observation. The following were noted at the time of inspection: -Some sanitizing bottles were not labelled to indicate what was inside. -Sanitizers and cleaners were stored in the unlocked cabinets under the sink in bath children's washrooms. Outside: -Still some thorn bushes growing through the fence and are accessible to the children (repeat). -Large railroad nail was sticking out of the gravel and can act as a tripping hazard. -High slide does not have the appropriate resilient surfacing depth underneath it. The current resilient surface is packed down and does not allow for much protection should a child fall of the slide. Please refer to the Standard of Practice for Safe Play Space for the appropriate amount of resilient surface depth.

    A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.

    Observation. The following were observed: -Play house that is in disrepair in outdoor play space. -Turquoise play structure has a large gap where a board was missing (entrapment hazard), was noted in the previous follow up inspection and the facility moved a play kitchen in front of it. Moving a light play kitchen would not be considered a solution to fixing the broken slat. In addition to the missing slat, the structure has another slat that is loose as well as some nails sticking out of it. There are also some areas where the paint has started to chip on it.

    Corrective action. Please ensure furniture is clean and in good repair.

    Observation. The following was observed at today's inspection: -In the GCC 3-5 program the circle area has large pieces of peeling paint by the radiator. -GCC 3-5 program has a broken toilet -Various pieces of garbage and broken toys within the outdoor play space (repeat). -Broken slat on climbing structure (entrapment hazard) in outdoor play space. -Rough edges on the raised wood perimeters as the wood has started to rot. -A hole in the ground within the outdoor play space which can act as a tripping hazard. -Large gap between the fence and tree causing an entrapment hazard -Vines with thorns growing into the outdoor play space.

    Corrective action. Please ensure facility is clean and in good repair.

    A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.

    Observation. Licensing observed the following: -Debris and bits of garbage in the outside play space. This is a repeat contravention. -A chunk of the baseboard was broken in the over three classroom. The broken piece was rough to the touch. Upon discussion with the manager, it was noted that landlord was made aware of the damage and the facility is awaiting repair. The manager moved a shelf in front of the baseboard to make the damaged baseboard inaccessible to children in care.

    Corrective action. Ensure that the community care facility and the furniture, equipment and fixtures within the it are clean and in good repair.

    In respect of a record referred to in this Division, a licensee must (a) keep in a single place at the community care facility the records referred to in sections 56 to 58. Observation (CORRECTED DURING INSPECTION): At the time of inspection, there were two children in care who did not have records present on site. Upon discussion with the staff, it was noted that the two children were from another facility and were combined with the Guildford Gardens Daycare group due to low attendance during the COVID-19 pandemic.

    Corrective action. Ensure children's records are available at the community care facility.
