- EQUIPMENT AND FURNISHINGS
A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. Upon inspection of the backyard play area, Licensing observed some pieces of wood in the sandbox with small splinters that may pose as a hazard.
Corrective action. The Licensee said that they will paint and sand the wood.
11020 - CCLR s.13(2) - EQUIPMENT AND FURNISHINGS
A licensee must ensure that the entire outdoor play area is (a) enclosed in a manner that is suitable for the age and development of children, and will ensure that children are free of harm. Observation (CORRECTED DURING INSPECTION): During this inspection, the children were playing in the front yard with the Licensee. The front yard is not enclosed. (Repeat contravention) Upon bringing this to the Licensee's attention, they immediately went back indoors.
Corrective action. The Licensee said they will refrain from using the front yard for outdoor play.
11160 - CCLR s.16(3)(a) - POLICIES AND PROCEDURES
A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation. There was no food in the emergency supplies.
Corrective action. Please ensure that there are enough emergency supplies to help mitigate and respond to any emergency.
13020 - CCLR s.22(1)(b) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation. Upon review of several children's records, the medical practitioner contact and emergency contacts are missing.
Corrective action. The Licensee will have a conversation with the parents to record this information.
19100 - CCLR s.57(2)(d) - RECORDS AND REPORTING
A licensee must have in writing from a parent, and maintain at the community care facility, consent (a) to call a medical practitioner or ambulance in case of accident or illness if the parent cannot immediately be reached.
Observation. Upon review of several children's records, one was missing a parent's consent for calling an ambulance in case of an emergency.
Corrective action. The Licensee will have a conversation with the parents to complete this record.
19190 - CCLR s.57(3)(a) - STAFFING
A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)
Observation. Upon review of staff records, one is missing a certificate verification.
Corrective action. The Licensee said that she will file this record.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.

A licensee must ensure that children have at all times immediate access to an employee who (a) holds a valid first aid and CPR certificate, provided on completion of a course that meets the requirements of Schedule C.
Observation. Two ECE staff that work at the facility do not have valid first aid; the Manager does but does not work in ratio at the facility. A discussion occurred that until the staff obtain a valid first aid certificate, they cannot work alone with the children. While Licensing was on site, one staff registered themselves for a course on July 6/24
Corrective action. The Manager will remain on site from open to close until either staff get their first aid certificates

The following areas are to be addressed: -food waste bag is on the kitchen floor -wood beams and old chain link gate accessible in the yard -ceiling fan in the nap room is unsteady when turned on -prevent access to garden and prickly stems -ensure children do not have access to tenant's belongings in the undercover area
Corrective action. Please address all of the above areas to ensure a healthy and safe environment for children.

A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees. Observation (CORRECTED DURING INSPECTION): Observed inside: -blind cords are accessible to children in the main playroom Observed outside: -the driveway, walk way and front entrance area of the facility is showing signs of the concrete cracking and splitting -the levels are not even which is presenting many tripping areas -parents, children and staff could injure themselves if they tripped over the uneven surfaces -this is the main entrance of the facility
Corrective action. Please ensure all blind cords are not accessible to children at any time. (corrected on site) Please ensure that the entrance to the facility is made safe and sturdy to prevent injury from tripping.
11010 - CCLR s.13(1) - EQUIPMENT AND FURNISHINGS
A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. There is a couch in the main playroom that has a rip where the children will sit on. The Licensee has put a blanket over it which is a short term fix but a long term plan is needed.
Corrective action. Please ensure that all furniture used by children are in good repair.
11020 - CCLR s.13(2) - POLICIES AND PROCEDURES
A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation. An emergency policy is in place however the alternate location will not provide shelter to children in the event of an evacuation of the facility. The Licensee stated they will amend the location. Food supplies should also be added to the emergency supply kit.
Corrective action. Please ensure the emergency policy is updated, the supplies are replenished and the evacuation drill is practiced.
13020 - CCLR s.22(1)(b) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (i) a photograph or digital image of the child, and other information that can be used to readily identify the child in an emergency.
Observation. A total of 7 children's files were reviewed today and 2 are missing photographs

- EQUIPMENT AND FURNISHINGS
A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. The following was observed outside: -a highchair is in the backyard that is dirty and not acceptable to use for children -one part of the railing fence that is on the upper deck moves slightly when pushed back and forth The following was observed inside: -the couch in the main play room has a large tear in the seat cushion allowing the stuffing to come through
Corrective action. Please ensure facility is in good repair. A safety plan is to be submitted regarding the loose railing on the deck. The children access the deck to go down the stairs to the backyard. Please provide a detailed plan how this area will not be accessed by children until the railing can be repaired or replaced. Please include an alternate way that children will access the backyard.
11020 - CCLR s.13(2) - EQUIPMENT AND FURNISHINGS
A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. -There is a gate at the top of the stairs that lead down to the front door. As discussed at the last inspection, the door knob of the gate was to be made child proof. This has not been done yet. - The diaper change area is a piece of plywood with a plastic cover on top that is not secure. This makes it difficult to sanitize when wiping as the cloth gathers and does not remain smooth
Corrective action. Please ensure that the door knob is child proof to prevent children from opening the gate to the stairs. Please ensure that the diaper change area is comfortable for children and the surface is easily wipable.

A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation. The following was observed inside the facility: -blind cords accessible to children -various items in the bathroom accessible to children such as sanitizing wipes, shaving cream, toilet cleaner, air freshener spray, plastic bags The following was observed outside the facility: -clothes line that is right at children's head level -miscellaneous items that appear to need to be disposed of -scattered garbage
Corrective action. Please ensure that children do not have access to hazardous items.
11200 - CCLR s.17 - LICENSING
A licensee must display in a prominent place in the community care facility the certificate, or a copy of the certificate, of any educator or assistant employed to work in the community care facility.
Observation. The Licensee's Early Childhood Educator licence to practise is not displayed in a prominent place.
Corrective action. Please ensure to display any certificate of an ECE or ECE Assistant in a prominent place in the facility.
