Observation. A handle on one tricycle where the rubber has come off exposing the metal underneath. The metal edges are sharp.

11190 - CCLR s.16(4)(b) - EQUIPMENT AND FURNISHINGS
A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. Licensing observed three big plastic bins stacked on top of one another in one of the group child care (30 months to SA) bathroom. Toppling hazard and potential to hurt a child.
Corrective action. A written response to be submitted to Licensing on how this contravention has been addressed.
11010 - CCLR s.13(1) - EQUIPMENT AND FURNISHINGS
A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. Licensing observed the following; - garbage scattered in the outdoor play area. Licensing discussed having a system in place to check for hazards and other items both indoors and outdoors. - several areas throughout the care facility that the paint has chipped exposing the white underlay. - tape on the carpet has come off in several areas. The tape that has come off is dirty.
Corrective action. A written response to be submitted to Licensing on how this contravention has been addressed.
11020 - CCLR s.13(2) - MEDICATION
If a licensee has agreed with a parent to give a child any medication prescribed by a medical practitioner or provided by the parent, the licensee and his or her employees must ensure that the medication is (b) readily accessible to employees.
Observation. Licensing observed that there are two care plans in place with medications identified on each of them. However, upon discussion with the Manager, Licensing determined that the medications were not readily accessible to the employees. Licensing provided education on the importance of ensuring that any medications identified on care plans are in place in the event they are required.
Corrective action. A written response to be submitted to Licensing on how this contravention has been addressed.
16020 - CCLR s.53(1)(b) - RECORDS AND REPORTING
A licensee must keep, for each child requiring extra support, a current care plan showing the following information: (b) the courses of action recommended by health care professionals to address the needs of the child requiring extra support.
Observation. Upon a review of two care plans, Licensing observed that one care plan requires more detailed information regarding the course of action. The care plan does not include the amount of medication required to be provided to the child in an event it needs to be administered. Licensing provided education on the importance of ensuring that care plans are detailed and complete.
Corrective action. A written response to be submitted to Licensing on how this contravention has been addressed.
19220 - CCLR s.58(1)(b) - STAFFING
A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.
Observation. Upon a random review of three staff records, Licensing observed that references were not obtained for one staff. Licensing provided education on what would meet the intent of this regulation.

Observation. Upon a random review of three staff records, Licensing observed that criminal record checks were not site specific, therefore, not obtained for three staff. Licensing discussed sharing forms.

A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation. Licensing observed a kettle full of water in an unlocked kitchen cupboard in the group child care (30 mnths to SA) program. The kettle was hot upon touch and accessible to children in care.
Corrective action. Ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
11200 - CCLR s.17 - EQUIPMENT AND FURNISHINGS
A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. Licensing observed the following: - the fridge temperature in the group child care (30 mnths to SA) program was measured at 8.2 degrees Celsius. Licensing discussed with the Manager that the fridge temperature should be between 0-4 degrees Celsius. - The playground gate does not close completely. There is a gap at the bottom of the gate, when closed, in which a child can get out.
Corrective action. Ensure that a healthy and safe environment is provided at all times while children are in care.
11010 - CCLR s.13(1) - OR SUPERVISION
Without limiting subsection (1), a licensee must ensure that (b) the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E. Observation (CORRECTED DURING INSPECTION): Licensing observed 17 children in care in the group child care (30 mnths to SA) program with only 2 staff for 5-7 minutes. The ratio of employees to children, for this care type, is 1 to every 8 children in care. Licensing had a discussion with the Manager regarding the ratio and moving children due to ratio.
Corrective action. Ensure that employees to children ratio is maintained at all times.
14030 - CCLR s.34(2)(b) - RECORDS AND REPORTING
The licensee must (b) review the care plan at least once each year with a parent of the child requiring extra support and any person requested by the parent.
Observation. There is a child with a care plan in the group child care (30 mnths to SA) program however, there was no evidence that the care plan was reviewed annually with the parent or any person requested to by the parent. Licensing had a discussion with the Manager on what would meet the intent of this regulation.
Corrective action. Ensure that care plans are reviewed at least once each year with a parent of the child requiring extra support and any person requested by the parent.

A licensee must ensure that the entire outdoor play area is (a) enclosed in a manner that is suitable for the age and development of children, and will ensure that children are free of harm.
Observation. Licensing observed that there is a section between the wooden fence and chain-link fence where there is a gap. This is an entrapment hazard. Education provided on ensuring that the entire outdoor fence is enclosed appropriately. Discussion had on how the fence can be secured.
Corrective action. Ensure that the entire outdoor play area is enclosed in a manner that is suitable for the age and development of children and will ensure that children are free of harm.
11160 - CCLR s.16(3)(a) - EQUIPMENT AND FURNISHINGS
A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. Licensing observed the following: - the ceiling in the Group Child Care (under 36 mnths) programs nap room is broken. The Manager informed Licensing that there was a leak which has been repaired however, the ceiling still needs to be repaired. - A hole in the outdoor fake grass area. Tripping hazard.
Corrective action. Ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in care.
11020 - CCLR s.13(2) - EQUIPMENT AND FURNISHINGS
A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation. Licensing observed the following in the Group Child Care (30 mnths to SA) that are accessible to children: - A water kettle sitting on the kitchen counter. The kettle was hot upon touch. The Manager informed Licensing that children are not allowed to go into the kitchen area however, there is no gate to close off the area. - Airfreshener aerosol bottle on a bathroom counter. - Disinfectant chemical spray bottle at the front counter. - A cordless phone wire hanging from a floating shelf. Licensing provided education on accessibility.
Corrective action. Ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.

Observation. Licensing observed that there is still no food or water/drink in the emergency bag. The Manager informed Licensing that the food and drinks have been ordered but have not yet arrived. Licensing provided education on the importance of having sufficient supplies to respond in the event of an emergency.

Observation. Licensing observed that one staff's criminal record check (CRC) has still not been obtained. The Manager informed Licensing that a form has been submitted to the CRC department. Licensing suggested contacting the CRC department to find out the status of the CRC.
Corrective action. Ensure that staff records are complete prior to the staff working at the community care facility.

A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. Licensing observed the following: - The sandbox in the outdoor play area is missing a cover. The Manager informed Licensing that the cover was stolen 2-3 weeks ago. Potential for animal droppings. - There are a couple of thorn branches accessible to children in the outdoor play area. -The resilient surfacing tiles at the bottom of the slide had a deep gap between the tiles. Potential for a child tripping and hurting themselves on the slide. - The fridge temperature in the group child care (30 months to school age) was measured at 8.1 degrees Celsius. Education was provided that the fridge temperature should be between 0-4 degrees Celsius. Licensing suggested having thermometers in the fridge to maintain the fridge temperature especially with dairy products in there.
Corrective action. Ensure that a healthy and safe environment is provided at all times while children are in care.
11010 - CCLR s.13(1) - POLICIES AND PROCEDURES
A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].
Observation. Licensing observed that the emergency drill had not been practiced in 2020. The Manager informed Licensing that an emergency drill had been practiced but not recorded.
Corrective action. Ensure that current records are kept for fire and emergency drills.
13050 - CCLR s.56(1)(c) - POLICIES AND PROCEDURES
A licensee must have all of the following: (b) an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation. The Manager informed Licensing that there is no food or drink in the emergency bag. The Manager said that supplies have been ordered. Licensing provided education on having a system in place to ensure that emergency supplies are maintained. Additionally, education provided on having sufficient supplies for all the children in care and staff.
Corrective action. Ensure that an emergency plan is in place that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
13020 - CCLR s.22(1)(b) - POLICIES AND PROCEDURES
A licensee must have all of the following: (a) emergency exits and a fire drill system approved by a local assistant within the meaning of the Fire Services Act.
Observation. Licensing observed that the three fire extinguishers have not been serviced since March 2020. The Manager informed Licensing that an individual from the fire department came to the facility a few days ago but did not service the extinguishers.
Corrective action. Ensure that a fire drill system has been approved by a local assistant within the meaning of the Fire Services Act.
13010 - CCLR s.22(1)(a) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (k) the date on which the child stops attending the community care facility.
Observation. Licensing randomly reviewed four children's records. Upon discussion with the Manager, regarding one of the child's record, Licensing was informed that the child had stopped attending the facility at the beginning of June 2021. However, there was no evidence that the child had stopped attending the facility. Licensing provided education on identifying the date on which a child stops attending the facility.
Corrective action. Ensure that for each child a record showing the date on which the child stops attending the community care facility is kept.
