- Without limiting subsection (1), a licensee must ensure that (a) children attending a community care facility are divided into groups, with each group having no more children than that permitted in Schedule E.
Observation. Licensing confirmed that the 30 Months to School Age and Preschool groups were occasionally combined outside.
Corrective action. The licensee will ensure that different care groups are not combined.

A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. Licensing observed the following: - unsecured computer monitor on top of a cubby which could pose a hazard if it were to fall in the event of an earthquake; removed during inspection - two unsecured electical cords for sound machines and two unsecured blind cords which could pose a risk of entanglement - diaper cream and vaseline in two children's baskets in the group - under 36 month program that could be accessible to children; removed during inspection - a stump next to the climber in the outdoor play space that could pose a hazard if a child were to fall onto it - splinters on the end of a piece of wood used to contain resilient material
Corrective action. The Licensee will ensure a healthy and safe environment
11010 - CCLR s.13(1) - POLICIES AND PROCEDURES
A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].
Observation. The Licensee contact recalls the programs practicing an annual emergency drill; however, no record was kept.
Corrective action. The Licensee will ensure that a record of annual emergency drills is maintained.
13050 - CCLR s.56(1)(c) - STAFFING
A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation. Of the four staff files reviewed, one had a criminal record check that expired in November 2024.
Corrective action. The Licensee will obtain a current CRC for the staff.

Observation. Licensing observed diaper creams stored within the reach of children.
Corrective action. Staff confirmed that these will be placed outside of children's reach.
11200 - CCLR s.17 - EQUIPMENT AND FURNISHINGS
A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. Licensing observed the following: - a tall heavy wooden dollhouse above children's height that is unsecured - an unsecured wooden shelf stacked on top of another wooden shelf in the nap room; posing a risk if it were to fall in the event of an earthquake - large wooden toys stored on open shelving above the height of children in the nap room; posing a risk if if they were to fall in the event of an earthquake
Corrective action. A staff confirmed that the heavy items will be secured or removed
11010 - CCLR s.13(1) - MEDICATION
If a licensee has agreed with a parent to give a child any medication prescribed by a medical practitioner or provided by the parent, the licensee and his or her employees must ensure that the medication is (a) administered to the child in the amount and at the times specified by the child's parent or in the child's record or care plan.
Observation. Staff have received medication for a child which is identified within a care plan; however, a medication permission form has not been obtained and there are no instructions available specifying the amount to administer.
Corrective action. A staff confirmed that a medication permission form will be obtained specifying the amount to administer.

- EQUIPMENT AND FURNISHINGS
A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. LO observed and discussed the following with the manager - paint chipping on the walls - rip on diaper change mat - egg chair fabric started to rip (corrected on site) - foam furniture/ play equipment need some patching for proper sanitization
Corrective action. Ensure that all furniture, fixture and equipment onsite are clean and in good repair.
11020 - CCLR s.13(2) - POLICIES AND PROCEDURES
A licensee must ensure that the policies and procedures referred to in subsection (1) are implemented by employees.
Observation. Emergency drill ( yearly) was not conducted for 2022.
Corrective action. Ensure that yearly emergency drill is practiced with staff/children in care.

Observation. 3 staff files were reviewed; 1 staff's resume was missing.

A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation. All emergency bins ( supplies) were checked for all programs; some emergency kits' had expired nonperishable items, i.e. water and food.
Corrective action. Ensure sufficient supplies are available for all children in care to prepare for, mitigate, respond to and recover from an emergency.
13020 - CCLR s.22(1)(b) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation. 16 children's files were reviewed; 1 child's MSP number was missing.
Corrective action. Ensure all children's files are complete.
19070 - CCLR s.57(2)(a) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation. 16 children's files were reviewed; 1 child's Dr's information was missing.
Corrective action. Ensure all children's files are complete.
19100 - CCLR s.57(2)(d) - STAFFING
A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.
Observation. 4 staff files were reviewed; 2 staff were missing their immunization status record.
Corrective action. Ensure all staff files are complete.

A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. Observation. 4 staff files were reviewed; 2 staff's certificates were not validated by the ECE registry.
Corrective action. Ensure all staff files are complete.

- RECORDS AND REPORTING
A licensee must keep, for each child requiring extra support, a current care plan showing the following information: (b) the courses of action recommended by health care professionals to address the needs of the child requiring extra support.
Observation. LO noted that child requiring a care plan does not have a current plan in place directing staff with adequate information to respond to child's medical needs. On June 23, 2021 the Manager provided a written response stating that children's care plans were updated/created, however this current plan was not available.
Corrective action. Please ensure that child's care plan is available, including the course of action to guide and direct staff.

A licensee must ensure that any heated water accessible to children is heated to no more than 49° Celsius.
Observation. Water temperature in 2 sinks of the facility were measured at 55.5 and 54.1 Degree Celsius.
Corrective action. Please ensure that heated water accessible to children is no more than 49 Degree Celsius.

A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. LO observed and discussed the following with the Manager, re: Outdoor Play Space Gap between the sandbox and the wooden fence ( approximately 5 in)
Corrective action. Please ensure that a healthy and safe environment is provided at all times while children are in care.
11010 - CCLR s.13(1) - EQUIPMENT AND FURNISHINGS
A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. LO observed and discussed the following with the Manager, re: Fence - Wooden fence outside need some repair and maintenance ( peeling paint and wood rot); plan was discussed with the manager to ensure children's safety when using their outdoor space.
Corrective action. Please ensure that all furniture, equipment and fixtures within the facility are clean and in good repair.

A licensee must display in a prominent place in the community care facility both the licence, including any terms or conditions of the licence, and the name of the manager.
Observation. Manager's name was not posted within the facility.
Corrective action. Please ensure to post the name of the manager in a prominent place in the facility.

The licensee must (a) develop the care plan in consultation with a parent of the child requiring extra support and any person requested by the parent.

A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. Durining inspection, Licensing observed the following: - Dangling cords in the Group Child Care (30 months to school age) program which pose a hazard for strangulation. - Paint chipping on the walls in all program rooms - this is more of a concern inthe Group Child Care (under 36 month) program due to young children picking it off and putting in their mouth. - Diaper change pad in GCC(30-sa) program has rips which causes concern for cross contamination. - Storage of sleep mats and bedding in the GCC(30-sa) bathroom - also a concern for cross contamination of bodily fluids.
Corrective action. Please ensure a safe and healthy environment at all times and provide a corrective action plan to Licensing by the date below.

- EQUIPMENT AND FURNISHINGS
A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. Licensing observed the office space located off the group Child Care (30 months to school age) program, was accessible to children. This poses a risk to harm with office equipment; stacked shelves which may fall on a child and loose wires.This is a repeat contravention, being noted at a previous inspection.
Corrective action. Please ensure a safe environment is provided for children at all times whilst children are in care.
11010 - CCLR s.13(1) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation. Licensing observed that the attendance records in the Preschool/school age program showed that some departure times and arrival times were not recorded. Absentees are not always recorded either. This is a repeat contravention.
Corrective action. Please ensure attendance records are complete and accurate at all times.
