A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. Licensing observed the following; - a mat in the outdoor play area that is curling at one corner. Potential tripping hazard - a tetter tatter on cement and no resilient surfacing under it

11010 - CCLR s.13(1) - EQUIPMENT AND FURNISHINGS
A licensee must supply equipment, furniture and supplies that are (a) of sturdy and safe construction, easy to clean and free from hazards.
Observation. A tall wooden play kitchen that is not secured.

11080 - CCLR s.15(1)(a) - EQUIPMENT AND FURNISHINGS
A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation. An unlocked laundry and broiler room with hazardous objects and substances in it.

11200 - CCLR s.17 - HYGIENE AND COMMUNICABLE DISEASE
A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene.
Observation. There is one hand towel in the bathroom that all the children use to dry their hands. At the end of the day the towel is washed.

15030 - CCLR s.46(1) - OR SUPERVISION
Without limiting subsection (1), a licensee must ensure that (a) children attending a community care facility are divided into groups, with each group having no more children than that permitted in Schedule E.
Observation. Six days that there were four children under 36 months in care. Based on Schedule E the care program that is being provided there is to be no more than 3 children under 36 months old.

14020 - CCLR s.34(2)(a) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation. A child attends the community care facility once a week however, there is no record of the child's attendance.

19090 - CCLR s.57(2)(c) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (i) a photograph or digital image of the child, and other information that can be used to readily identify the child in an emergency.
Observation. Upon a review of four children's records, Licensing observed that a photograph or digital image was not obtained for all four children.

A licensee must keep, for each child requiring extra support, a current care plan showing the following information: (a) the diagnoses relevant to the child's requirement for extra support, as made by health care professionals.

19210 - CCLR s.58(1)(a) - RECORDS AND REPORTING
Subject to subsections (2) to (5), a licensee must keep all records referred to in this Division for at least one year.
Observation. Two children's records, who attended during spring break, were not kept. Therefore, Licensing was unable to review the records.
