- EQUIPMENT AND FURNISHINGS
A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. While on site, the following was noted: -There is a crack in the toilet and some pooling water around the toilet. It appears that it may have been there for a while as the baseboard has water marks on it and some dark areas which may be the beginning of mold/mildew growth -Paper towel not easily accessible within the bathroom. Manager was keeping some toilet paper in the kitchen to use to dry children's hands. Discussion had about having papertowel in close proximity to the bathroom so children can dry their hands right after washing hands.
Corrective action. Please provide a written response to indicate how you will address the contravention noted above on or before June 17, 2025
11010 - CCLR s.13(1) - EQUIPMENT AND FURNISHINGS
A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. The following was noted: -Multiple areas which require some cleaning, multiple walls, areas around the light fixtures and on the doors. -Grates on ceiling covered in dust -Multiple areas where the paint has started to chip, in particular a corner in the play room.

A licensee must display in a prominent place in the community care facility the certificate, or a copy of the certificate, of any educator or assistant employed to work in the community care facility.
Observation. One staff Certificate was not posted for public to see.

The following was noted: -There is a broken window that is accessible to the children within the outdoor play space. -Some areas within the facility that are in need of cleaning, walls where there is visible dirt around light switches and along the walls and baseboards. -Fire alarm in the nap room is chirping as it is in need of a new battery.

Observation. Licensing observed the following: - The mat outside, at entrance, has lifted in some areas and Licensing tripped on it. Tripping hazard. - One bigger plastic climber and slide doesn't have sufficient resilient surfacing under it. The Manager informed Licensing that new grass and sand is going to be placed under it. - A broken on wheels adult chair under the stairs in the outdoor play area. - Epi-pen in an unlocked kitchen drawer. - The epi-pen expired in November 2022.
Corrective action. Ensure that a healthy and safe environment is provided at all times while children are in care.
11010 - CCLR s.13(1) - LICENSING
A licensee must display in a prominent place in the community care facility the certificate, or a copy of the certificate, of any educator or assistant employed to work in the community care facility.
Observation. Licensing observed one staff working, however their certificate was not posted anywhere within the facility.
Corrective action. Ensure that all staff working have their certificate or a copy of their certificate displayed in a prominent place in the community care facility.
10070 - CCLR s.11(4) - OR SUPERVISION
Without limiting subsection (1), a licensee must ensure that (b) the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E. Observation (CORRECTED DURING INSPECTION): Licensing observed that the staff working with the children on April 24, 2023 was qualified as a Responsible Adult (RA). The requirement for the care service being provided, Multi-Age, is an ECE. The staff informed Licensing that the Manager had medical issue and she was covering. Another staff arrived at the facility at 4PM whose qualifications were an ECEA. On Mar. 25/23 Licensing discussed the absent employee section of the regulation.
Corrective action. Ensure that the ratio of employees to children attending the community care facility is no less than that permitted in Schedule E.
14030 - CCLR s.34(2)(b) - POLICIES AND PROCEDURES
A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].
Observation. Licensing observed that an earthquake drill was not conducted in 2022. The Manager informed Licensing that it was conducted but not recorded.
Corrective action. Ensure that current records are maintained respecting fire and earthquake drills.
13050 - CCLR s.56(1)(c) - POLICIES AND PROCEDURES
A licensee must (a) ensure that a community care facility has (i) emergency exits that meet the requirements of the BC Building Code, and (ii) a fire drill system that is approved as definedby section 31 of the Fire Services Act.
Observation. Licensing observed that the fire extinguisher was not annually serviced. The Manager informed Licensing that the fire department came at some point and reviewed it. However, there was no evidence to ensure it was serviced. Licensing discussed with the Manager to ensure that the fire department provides them with some evidence that it has been serviced and when they next servicing is required.
Corrective action. Ensure that fire extinguishers are annually serviced.
13010 - CCLR s.22(1)(a) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (i) a photograph or digital image of the child, and other information that can be used to readily identify the child in an emergency.
Observation. Upon a random review of five children's records, Licensing observed three children missing a photograph or digital image.
Corrective action. Ensure that children's records are complete.
19160 - CCLR s.57(2)(i) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation. Upon a review of the attendance records for the month of April, Licensing observed the following; - There were eight children in care but only seven signed in for the entire time Licensing was on-site. - Three days that children were not signed out.
Corrective action. Ensure that attendance records are accurate on a regular basis.
19090 - CCLR s.57(2)(c) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation. Upon a random review of five children's records, Licensing observed the following: -One child missing their medical plan number. - One child missing their immunization status. Licensing discussed what would meet the intent of the regulation
Corrective action. Ensure that children's records are complete.
19070 - CCLR s.57(2)(a) - RECORDS AND REPORTING
A licensee must keep, for each child requiring extra support, a current care plan showing the following information: (a) the diagnoses relevant to the child's requirement for extra support, as made by health care professionals.
Observation. Licensing observed a child who requires extra support. However there is no care plan available for them. Licensing had a discussion with the staff and Manager about when a care plan is required and what to include in it.
Corrective action. Ensure that for each child requiring extra support a current care plan is in place.
19210 - CCLR s.58(1)(a) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation. Upon a random review of five children's records, Licensing observed the following: - One child's record missing a doctor's name and telephone number. - One child's record missing the telephone number of the doctor. - One child's record missing the telephone number of the emergency contact person. - One child's record missing the name and telephone number of the emergency contact person.
Corrective action. Ensure that children's records are complete.
