- EQUIPMENT AND FURNISHINGS
A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. Both bathrooms appeared not to have had the floors washed or swept daily. The material used to make dividers in the bathroom is coming off and the dividers are wobbly. The covering for the water pipes behind the toilets are coming off and exposing holes in the wall.
Corrective action. Ensure that the facility and fixtures are clean and in good repair
11020 - CCLR s.13(2) - EQUIPMENT AND FURNISHINGS
A licensee must supply equipment, furniture and supplies that are (b) located so as not to block or hamper an exit in the case of fire or other emergency.
Observation. Baby gates were fixed at each emergency exit. Locks were observed locked at the top of emergency exit doors inside and the gates outside. A basketball hoop was located in front of the emergency exit blocking the exit. The infant program space had high chairs located blocking the path for the emergency exit.
Corrective action. Ensure that the emergency exits are not blocked.
11090 - CCLR s.15(1)(b) - EQUIPMENT AND FURNISHINGS
A licensee must ensure that all indoor and outdoor play materials and equipment accessible to children are (b) safely constructed, free from hazards and in good repair.
Observation. A wooden climber covered with mold was located in the corner of the outdoor play area stacked up accessible to children in care. Children were observed climbing on it. A bin with ball pit balls was accessible with standing rain water in the bottom of it. In Group child care (30m- SA) program a hanging cord was located next to the train table. In Group Child Care (under 36 month) the chairs have after market buckles added that do not support the children and could cause harm. Licensing observed a child tip with the buckle and was unable to get back up. In toddler program chairs were observed too low for the tables where children have potential to hit their face on the table when sitting.
Corrective action. Ensure that the materials and equipment inside and outside are safety constructed and free from hazards
11190 - CCLR s.16(4)(b) - EQUIPMENT AND FURNISHINGS
A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation. A cupboard in the Group Child Care (30m - SA) was unlocked and had cleaning materials accessible to children in care Diaper creams were accessible to children in care in the infant toddler bathroom.
Corrective action. Ensure that hazardous objects and substances are inaccessible to children in care
11200 - CCLR s.17 - LICENSING
A licensee must display in a prominent place in the community care facility the certificate, or a copy of the certificate, of any educator or assistant employed to work in the community care facility.
Observation. 1 ECE certificate was not posted
Corrective action. Ensure that each educator or assistant certificate is posted.
10070 - CCLR s.11(4) - OR SUPERVISION
Without limiting subsection (1), a licensee must ensure that (b) the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E.
Observation. In Group Child Care ( Under 36 months) No infant toddler educator 6:30-7:30am and 4:45-6pm daily, ECEA working as second staff 4:45- 5 and as the only staff from 5-5:30 daily. In Group Child Care ( 30 m- School age) ECEA working as only staff from 5:30-6pm
Corrective action. Provide a staffing plan that meets schedule E
14030 - CCLR s.34(2)(b) - RECORDS AND REPORTING
In respect of a record referred to in this Division, a licensee must (a) keep in a single place at the community care facility the records referred to in sections 56 to 58.
Observation. 2 employee records and the policies and procedures were unavailable for review
Corrective action. Ensure that all records referred to in section 56-58 are kept in a single place in the facility.
19320 - CCLR s.59(a) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility.
Observation. More than 7 children were missing date of enrollment and others had date of enrollment recorded prior to the opening date of the facility.
Corrective action. Ensure that the records for children include accurate date of enrollment.
19080 - CCLR s.57(2)(b) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation. 4 children did not have record of emergency contact and 1 child did not have record of medical practitioner name and telephone number.
Corrective action. Ensure that each child has a record of emergency contact and medical practitioner.
19100 - CCLR s.57(2)(d) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation. 1 child record did not contain medical insurance plan number
Corrective action. Ensure that each child record contains medical insurance plan number
19070 - CCLR s.57(2)(a) - STAFFING
Despite the employee qualifications required by Column 4 of the table in section 1 of Schedule E [group sizes and employee to children ratios], a licensee must replace an absent employee described in Column 1 of the following table who is absent (b) for 30 consecutive days or more with a person described in Column 3 opposite that employee and the row in Column 2 labelled as "≥ 30 days".
Observation. The facility opened in December 2025 and the manager never worked at the facility.
Corrective action. Ensure that you replace absent employees according to column 2
12370 - CCLR s.37(3)(b) - STAFFING
A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.
Observation. Immunization status was not obtained for one or more employees.
Corrective action. Ensure immunization status is obtained for all employees
