Observation. Supervision of all children was not maintained when staff left a child behind at a public playground for 4 minutes.
Corrective action. The manager will provide an action plan addressing the contravention.

Observation. Staff were socializing with each other during the childrens’ outdoor play time, and supervision of children was not always maintained.

Observation. Mouse droppings were observed in one of the classrooms; therefore, staff were not following the facility’s policy to check around the classroom every morning for mouse droppings.
Corrective action. The manager will provide a written response advising how she will ensure staff are following the policy.

A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation. There was insufficient water in the emergency supplies.
Corrective action. Please ensure there is sufficient water for up to 72 hours.
13020 - CCLR s.22(1)(b) - STAFFING
A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation. 2 staff were missing record of Criminal Record Check (CRC) clearance letters. The assistant Manager advised that these two staff have applied for their CRC's and they have not been working alone with children.
Corrective action. Please ensure staff have valid CRC's prior to employment.
12040 - CCLR s.19(1)(a) - STAFFING
A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.
Observation. Licensing reviewed 5 staff files and one staff was missing record of 2 character references.
Corrective action. Please obtain a minimum of 2 character references prior to employment.
12050 - CCLR s.19(1)(b) - STAFFING
A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.
Observation. One staff was missing record of their immunization status.
Corrective action. Please obtain a record staff's immunization status prior to employment.

- EQUIPMENT AND FURNISHINGS
A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. Licensing observed the following: - The fridge temperatures in all programs with a fridge are above 4 degrees celsius. (CORRECTED DURING INSPECTION) There were a couple of power outlets that were uncovered in the 201 classroom.
Corrective action. The manager will ensure that the fridge temperature is below 4 degrees celsius.
11010 - CCLR s.13(1) - HYGIENE AND COMMUNICABLE DISEASE
A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene.
Observation. Licensing observed that in the IT 2 program, staff follow hygiene practices however are using a food prep sink after diapering.
Corrective action. Ensure that the food prep area and diapering is kept separate, including handwashing.
15030 - CCLR s.46(1) - POLICIES AND PROCEDURES
A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].
Observation. Licensing observed that earthquake drills are not practiced annually in the IT programs.
Corrective action. The manager will ensure that the programs practice earthquake drills at least once a year.

- LICENSING
Licensees must not make any structural change to a community care facility unless the licensee first (a) submits plans for the change to a medical health officer.
Observation. Structural changes were made in two of the child care programs prior to submitting Licensing the floor plans. Licensing was not informed of the changes.
Corrective action. Please do not make structural changes unless floor plans are submitted to Licensing and Licensing has given approval.
10020 - CCLR s.10(2)(a) - MEDICATION
A licensee must do all of the following: (b) operate the community care facility in a manner that will promote (i) the health, safety and dignity of persons in care,
Observation. There was no medication for a child who required it as per their medical care plan.
Corrective action. Please ensure medications are available for children who require it to address a medical condition.
16080 - CCALA s.7(1)(b)(i) - POLICIES AND PROCEDURES
A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].
Observation. One of the 30 months to school age programs was missing record of monthly fire drills for the last two months.
Corrective action. Please ensure fire drill's are recorded monthly.

A licensee must keep current records of each of the following: (d) written policies and procedures that are intended to guide employees in the care and supervision of children.
Observation. There was no screen time policy.
Corrective action. Please develop a screen time policy and share with families.

A licensee must ensure that each employee (a) is trained in the implementation of the fire drill system and emergency plan described in subsection (1), including the use of any equipment noted in the fire drill system and emergency plan.
Observation. Staff from the school age program have not implemented the fire drill since Sept, 2022.
Corrective action. Please ensure staff practice the fire drill monthly.

A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. Licensing observed multiple areas in the community care facility where paint was chipping. Licensing discussed temporary solutions.
Corrective action. Please ensure the facility is in good repair.
11020 - CCLR s.13(2) - EQUIPMENT AND FURNISHINGS
A licensee must ensure that any heated water accessible to children is heated to no more than 49° Celsius.
Observation. The hot water temperature in the washrooms used by the school age program was 61 degrees Celsius. The Manager advised that the plan is for staff to monitor when children use the sinks until addressed.
Corrective action. Please ensure the hot water temperature does not exceed 49 degrees Celsius.
11230 - CCLR s.47 - MEDICATION
If a licensee has agreed with a parent to give a child any medication prescribed by a medical practitioner or provided by the parent, the licensee and his or her employees must ensure that the medication is (a) administered to the child in the amount and at the times specified by the child's parent or in the child's record or care plan.
Observation. Licensing reviewed records and observed that the time the medication was to be administered was missing on a medication consent form.
Corrective action. Please have available information about the time or symptoms for when the medication is to be given by staff.

Observation. Licensing observed expired medication.

16080 - CCALA s.7(1)(b)(i) - STAFFING
A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation. Licensing reviewed staff files and one staff was missing record of a criminal record check (CRC) clearance letter from the Criminal Records Review Program (CRRP). On file was a CRC from the RCMP. The Manager advised that the application will be initiated by the end of the day today.
Corrective action. Please ensure CRC's are completed through the CRRP.

A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees. Observation (CORRECTED DURING INSPECTION): One of the 30 months to school age program had an unsecured T.V (on top of an approximately 4 foot shelving unit) in a room used for gross motor activity. A staff member advised that the T.V was brought in yesterday. The T.V was removed during the inspection.
Corrective action. Please ensure a healthy and safe environment at all times while children are in care.

Observation. One of the 30 months to school age programs was missing record of fire drill practices for the months of May, June, July and Aug. Also, the school age program was missing record of last months fire drill practice. Staff confirmed that the fire drills were practiced.
Corrective action. Please keep records of fire drill practices.
