  • EQUIPMENT AND FURNISHINGS

    A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.

    Observation. Licensing observed the following that are accessible to children; - an open bag of ice salt under the stairs in the outdoor play area - a tall rusted stand up trolley beside the shed in the outdoor play area - a bucket with a mop and water with cleaning solution in it in the tub. The Licensee said that the staff had cleaned the floors in the morning and used it.

    Corrective action. A corrective action plan to be submitted to Licensing on how this contravention has been addressed.

    A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene. Observation (CORRECTED DURING INSPECTION): Licensing observed that there was no paper towels in the bathroom for children to dry their hands with.

    Corrective action. The Licensee placed a role of paper towels in the bathroom for children to use.

    Observation. Upon a review of the attendance records for the month of September 2025, Licensing observed that 5 children under 36 months have been attending the community care facility. The Licensee was unaware of the regulation permitting the care program to have no more then 3 children younger than 36 months old. Licensing reviewed and provided education on schedule E regarding Multi-age care program.

    Corrective action. A corrective action plan to be submitted to Licensing on how this contravention has been addressed.

    Observation. The Licensee said that an emergency drill had been practiced last year 2024 however, not recorded.

    Corrective action. Ensure that all drills practiced are recorded.

Licensing had a discussion on ensuring that withdrawal dates are recorded for all children who are no longer attending the community care facility.

    A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (d) copies of any diplomas, certificates or other evidence of the person's training and skills.

    Observation. Upon a review of two staff files, Licensing observed that a staff's certificate was not obtained. The Licensee said that the staff has sent her paperwork to the ECE registry however, has not obtained their certificate. Licensing discussed staffing exemptions.

    Corrective action. A corrective action plan to be submitted to Licensing on how this contravention has been addressed.

    A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)

    Observation. Upon a review of two staff files, Licensing observed that one staff's ECE certificate has not been verified through the ECE registry. Licensing provided education on validating all ECE and/or ECEA staff certificates.

    Corrective action. A corrective action plan to be submitted to Licensing on how this contravention has been addressed.

    Observation. Licensing observed the following; - Small grapes on the patio area of the outdoor play area. Discussed having a system in place to check for hazards both inside and outside prior to the facility opening. - Garbage, wood pieces, two metal brackets and other items under the stair case in the outdoor area where children play. - A tall fan in the nap area. Potential to fall on a child and injure them. - A tall lamp in one of the indoor play area. Potential to fall on a child and injure them

    Observation. Licensing observed children's bedding touching one another on the mats in the closet. Discussed cross contamination and spreading of germs when children's sheets and blankets are touching one another.

    Without limiting subsection (1), a licensee must ensure that (b) the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E.

    Observation. Upon arrival Licensing was knocking on the door but the staff who was inside refused to open the door. The Staff was inside with five children and started to call the Licensee as Licensing overheard. It took the Licensee several minutes to come from another door, not part of the facility, and allow Licensing into the facility. Upon entering Licensing was informed that the staff is a responsible adult. Licensing explained the regulation and staff to child ratio.

    Corrective action. A written response to be submitted to Licensing on how this contravention will be addressed.

    Observation. Licensing observed an individual who, is over the age of 12 and is ordinarily present, does not have a cleared criminal record check. The CRC on file had expired in March 2024.

    Without limiting subsection (1), a licensee must ensure that (a) children attending a community care facility are divided into groups, with each group having no more children than that permitted in Schedule E.

    Observation. Between 2:30-3:00 PM, there has been 9-10 children noted to be in care. LO explained that once children are picked up from school by a staff, they are considered to be in care even if they haven't arrived at the premises. Licensee stated that by the time the children arrive at the premises, other children are picked up at 3PM before the school age children arrive. Discussion had about ensuring that there is no overlap in times and having a buffer zone if there if two children who are sharing a spot within one day.

    Corrective action. Please ensure that there are no more than 8 children in care at any one time.

    Observation. The following were noted: -Some areas where the paint on the walls has started to chip. -Outside fence within an area that the children play occasionally some slats have become loose.

    Corrective action. Please ensure facility is in good repair.

    Observation. Upon review of 6 children's files it was noted that 4 children were missing Dr information. Licensee stated that these children do not have Drs. Discussion had about noting a local walk in clinic they may attend as an acceptable practice. One child was missing Care Card number.

    Corrective action. Please ensure children's files are complete.

This does not make it clear in regard to attendance and whether their attendance was not completed (i.e. time in and time out not noted) or they were not present on that day.Discussion had with Licensee about marking children as absent when they do not show up.

    A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.

    Observation. The following items were noted at the time of inspection: -There is no thermometer within the fridge to ensure that temperature is below 4 Degrees Celsius. -There is a shelf outside that is not secured and appears to be unsteady. -Used compost container that is stored outside, accessible to the children. Manager stated that they don't use the container. LO explained that any items that are not needed/used within the daycare space should be removed from the area.

    Corrective action. Please ensure a healthy and safe environment.
