- A licensee must ensure that a child, while under the care or supervision of the licensee, is not subjected to any of the following: (a) shoving, hitting or shaking by an employee or another child, or confinement or physical restraint by another child.
Observation. Staff restrained a child at mealtimes in a chair with a buckle to prevent him from running around.
Corrective action. Corrective action plan required.
14260 - CCLR s.52(1)(a) - A licensee must keep, for each child, a record showing the following information: (h) any special instruction respecting the child's diet, medication, participation in a program of activities, or other matter relevant to the child's care, (i) given by the child's parent to the licensee in writing.
Observation. A written instruction was not in place for staff to use a chair with a buckle to support a child.
Corrective action. Corrective action plan required.

Observation. Not all staff certificates are posted prominently in the facility. Recommends posting where all parents can review. This is a repeat contravention

10070 - CCLR s.11(4) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure. Observation (CORRECTED DURING INSPECTION): Licensing observed a child transitioning into one program from another was not signed out of their regular program and into the other one. Records need to be accurate particularly in case of an emergency situation in locating a child.
Corrective action. Manager corrected this during inspection and will discuss with the staff.
19090 - CCLR s.57(2)(c) - STAFFING
A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation) Observation (CORRECTED DURING INSPECTION): One staff file did not contain a current validation after the staff had recently amended their certification. This was corrected during inspection
Corrective action. Please ensure all staff files are current.

- EQUIPMENT AND FURNISHINGS
A licensee must ensure that all indoor and outdoor play materials and equipment accessible to children are (b) safely constructed, free from hazards and in good repair. Observation (CORRECTED DURING INSPECTION): Three carpets/rugs in the downstairs play space areas were curled at the corners presenting a tripping hazard.
Corrective action. Manager removed these carpets during inspection
11190 - CCLR s.16(4)(b) - HYGIENE AND COMMUNICABLE DISEASE
A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene.
Observation. A staff was observed to not wash the hands of a child after diaper change and not sanitize the diaper change pad after use, before the next use. Staff was able to explain the procedure but did not follow it.
Corrective action. Manager said that she will discuss the procedures again with the staff to reiterate the importance of hygiene practices.
15030 - CCLR s.46(1) - LICENSING
A licensee must display in a prominent place in the community care facility the certificate, or a copy of the certificate, of any educator or assistant employed to work in the community care facility. Observation (CORRECTED DURING INSPECTION): Licensing observed two staff certificates were not posted. All other certificates were in place. Manager said that she was just deciding which program the new staff would work in before posting.
Corrective action. Manager corrected this and posted them during inspection
